This article investigates and compares the dominant concepts of public policy concerning the employment-parenthood interface in the UK and Austria. These two countries have been chosen because they represent very different public policy conceptions, particularly in approaching the work-family issue. In order to show the consequences of these policies the paper focuses on working time and time away from employment, when children are very young, and relates these aspects to currently introduced and changed regulatory structures, such as working time regulations and statutory parental leave. The active labour market and family policy in Austria, generally, supports the reconciliation of employment and parenthood. However, the Austrian work-family 'system' suffers from the underlying notion of the male breadwinner model in public support structures and low normative support of employed mothers. The cultural barriers for a more equal distribution of the burdens of combining employment and parenthood seem to be lower in the UK. The market as the political focus, in general, allows more equal opportunities for (qualified) women in the labour market and within families. But the highly flexible and polarised labour market, passive public policy and weak legal protection of employed parents creates a difficult relationship between paid work and family life for many parents, in particular for low-skilled, low-paid parents, above all mothers. These analyses provide the basis for conclusions for public policy aiming at the reconciliation of paid work and parenthood. Ce texte cherche à comparer les concepts dominants de la politique gouvernementale concernant l'interface travail-parent en Grande-Bretagne et en Autriche. Ces deux pays ont été choisis parce qu'ils présentent des concepts de politique gouvernementale très différents, en particulier en ce qui concerne la question de la famille et le travail. Ce texte montre les conséquences de la pratique de ces politiques sur le temps au travail rémunéréet le temps passé à l'extérieur de l'emploi ou sans emploi, et ce, dans un contexte o[ugrave] les enfants sont jeunes. Le texte fait la relation entre ces éléments et la pratique des structures de contrôle existantes et modifiées telles que les lois (ou: les règlements) sur le temps passéau travail et sur les congé parentaux. En général, le marché du travail et la politique de la famille en Autriche encourage la conciliation entre l'emploi et la responsabilité de parent. Par contre, ce système de travail- famille autrichien est un concept qui est fondé à la fois sur le modèle de l'homme comme fournisseur principal du revenu familial dans les structures de soutien public ainsi que sur normes de soutien peu élevées pour les mères employées. Les barrières culturelles face àune distribution plus égalitaire de la responsabilité travail-famille semblent être moins élevées en Grande-Bretagne. En général, le marché et la politique du marché du travail ont offerts plus d'opportunités aux femmes qualifiées. Mais la volatilité (et la polarisation) du marché du travail, la politique gouvernementale passive et la faible protection légale pour les parentstravailleurs créent tous une relation difficile pour les parents entre le travail rémunéré et la vie de famille--en particulier pour ceux qui sont moins qualifiés et mal rémunérés, dont surtout les mères de famille. Cette analyse nous guide vers la nécessité d'une politique gouvernementale qui vise la conciliation entre le travail rémunéré et la responsabilité parentale.  相似文献

ABSTRACT

This article addresses the use of audio recordings and oral memory for the critical engagement with colonial pasts in ethnographic museums by focusing on the traveling exhibition What We See, curated by Anette Hoffmann (2009). Specifically, it draws on Jeffrey Feldman's notion of colonial “contact points,” i.e. material traces of colonial encounter, to highlight the exhibition's ability to convey and critique the sensory experience of colonial contact. In What We See, this colonial contact consisted in an anthropometric project conducted in South-West Africa, today's Namibia, in 1931, resulting in an archive of anthropometric measurements and photographs, life-casts, and phonographic recordings. The exhibition proposed an innovative way of reworking this archive by staging an intricate interplay between sound and sight, thereby disrupting conventional ocularcentric forms of display. However, this multisensory approach provoked highly divergent reactions at its various exhibition venues. This article argues that the divergent reactions in Cape Town, South Africa, and Vienna, Austria, were due to different levels of what Ann Stoler describes as “colonial aphasia”—that is the context-dependent difficulty of addressing disquieting colonial pasts and its sensory dimensions.  相似文献

Labour market entry poses enormous challenges for recently arrived refugees, ranging from language barriers, devaluation of human capital, unfamiliarity with customs of the job search process to outright discrimination. How can refugees overcome these challenges and quickly enter gainful employment? In this paper, we draw on interviews with 26 male and female refugees from Syria, Afghanistan, Iraq and Iran, conducted in 2017 and 2018, who came to Austria in 2015 and 2014 and who have successfully entered employment. We depict refugees’ own perspectives on and strategies for fast job entry and integration. Personal agency and a proactive approach of seeking and seizing opportunities are key for overcoming initial barriers and entering upon positive integration pathways. At the same time, refugees’ personal agency is essential for establishing social ties to the host society, which also play a crucial role in early labour market integration. Finally, institutions of the Austrian labour market (the ‘apprenticeship’-system) interact with refugees’ agency in most intricate ways, both setting up nearly insurmountable barriers but also providing specific opportunities for refugees.  相似文献

ABSTRACT

This article contributes to the growing field of studies on party–protest linkages that highlight the dynamic nature, complementarity and fuzziness of the parliamentary arena and protest arena. Taking the policy field of asylum, it investigates, first, the conditions for the permeability of the protest arena for party activism and, second, the ways in which party activism shapes and transforms the protest arena. The empirical observations refer to Austria, which has a political framework with highly politicized immigration, strong political parties and a weak protest culture. Methodologically, the paper combines a protest event analysis with two in–depth case studies on protests. The authors argue that the openness of the asylum protest arena for parties is characterized by modest protest demands, and depends on the dominant political position as well as the decision making structure regarding the protest issue. The article demonstrates that pro-asylum protests are less open to political parties than anti-asylum protests, which are in tune with the dominant political position on asylum in Austria. The findings also show that anti–asylum protests are not only more likely to attract the involvement of political parties, but also tend to become instrumentalized for party–competitive ends. Pro–asylum protests, in contrast, keep their substantive, grievance–focused orientation even when political parties step in.  相似文献

This study shows that upgrading sales operations in host countries towards production allows MNCs to perform global arbitrage in their networks of foreign subsidiaries and thereby contributes to a strategy of reaping the benefits of multinationality. We predict and find that operation upgrades follow opportunities of improving resource flows in the subsidiary network to exploit the advantages of host countries in tax rates, investment incentives, and technological knowledge across borders. Performance effects on the level of the MNC network give evidence of these benefits from global arbitrage.  相似文献

Data from six waves of the European Community Household Panel (1996–2001) in 11 countries suggest that low-paid employees are significantly less satisfied with their job than the high-paid in southern Europe, but not in the northern countries. Proxying job satisfaction for job quality, the authors show that while low-paid employment does not necessarily mean low-quality employment, workers in some countries suffer the double penalty of low pay and low job quality. Such dualism across European labour markets, they argue, reflects different country-level approaches to the trade-off between flexibility and security, calling for a policy focus on the latter to enhance job quality.  相似文献

The article investigates the political and cultural causes of the emergence of right-wing coalitions throughout the European Union, taking Austria as a symptomatic case of this return of political antagonism within a culture of consensus. It is argued that, methodologically and theoretically, a valid analysis of the phenomenon of xenophobic populism can only be achieved with the combined effort of both political and cultural theory,respectively of both political discourse analysis and cultural studies. Two axes of analysis have to be taken into account: the first being the relation between culture (or the popular) and politics (or the ‘people’), and the second concerning the even more fundamental relation or difference between politics and the political.  相似文献

The article aims to explore immigrant educational pathways in relation to access to higher education (HE) in the Austrian context. Specifically focusing on Turkish youth, the author presents case studies of students who successfully entered HE in spite of their disadvantaged social, ethnic and geographic background. By further enhancing Ball’s distinction (Ball, Reay, and David 2002) between embedded and contingent choosers, the article provides an in-depth understanding of the cultural and structural context in which these students’ educational choices are played out. Finally, reaching out for Turner’s (1960 Turner, R. H. 1960. “Sponsored and Contest Mobility and the School System.” American Sociological Review 25 (6): 855867.10.2307/2089982[Crossref], [Web of Science ®] [Google Scholar]) notion of sponsored mobility, the article reflects on how the process of early selection reduces the opportunities for immigrant youth to access seemingly open and free HE.  相似文献

This paper provides an overview of financialreporting instruments and enforcementmechanisms in Austria, with special emphasis onthe role of the courts in this process. Formerresearch in this area has either focused on thecontent of judicial rulings and interpretationsof the law or on the interplay betweenregulation and creative accounting, whereasthis paper focuses on the involvement of courtsand administrative authorities in theregulation and enforcement process by means ofa statistical analysis of judicial rulings andinterpretations of the law in the case ofAustria between 1990 and 2003. TheAdministrative Court, in its role as thehighest court of appeal in all tax matters,emerges as by far the most active enforcementagent in Austria. This is a direct result offiscal authorities fulfilling the role of anenforcement agency of financial reportingregulations in Austria. Regulation andenforcement of financial reporting regulationsoccur less frequently in the civil and criminalcourts and emerge as a by-product of companylitigation issues. Almost fifty percent ofcases are not primarily concerned with theenforcement of accounting regulations, but withthe enforcement of filing regulations.  相似文献
