冷战结束以后国际政治发生的巨大变化是由苏联解体和国际权力结构的失衡所造成的。在失去了苏联的制衡之后,美国的行为越来越表现出肆意妄为和粗暴蛮横的特征。美国用先发制人战略取代威慑和遏制战略是错误的,布什政府的单边主义政策只能使美国在世界上越来越孤立。国际均势的恢复是一个漫长的过程,但是,国际体系的均势最终将会实现。  相似文献

Although existing literature has well-examined basic weapon carrying trends for juveniles, little is known about weapon carriers’ differential experiences with serious sanctions including suspension, expulsion, or juvenile adjudication. It is unknown what types of weapon carriers are more likely to be subject to these sanctions or the effect of these sanctions on future behavior. The present study addresses these gaps in the literature using data obtained from the National Longitudinal Study of Adolescent to Adult Health. Results indicate that seriously sanctioned weapon carriers are associated with a delinquent and risky lifestyle while other weapon carriers largely avoid these problem behaviors. Both groups, however, bring weapons to school equally often. Findings indicate that weapon carriers with gang membership are less likely to carry weapons to school or work in adulthood or own a handgun in adulthood if they avoid serious sanctioning. Policy implications of these findings are discussed.  相似文献

Supervision, Monitoring, Accountability, Responsibility, and Treatment (SMART) is Kentucky's enhanced probation pilot program modeled after Hawaii's Opportunity Probation with Enforcement (HOPE). SMART is proposed to decrease substance use, new violations, and incarceration-related costs for high-risk probationers by increasing and randomizing drug testing, intensifying supervision, and creating linkages with needed resources (i.e., mental health and substance use). SMART adopts a holistic approach to rehabilitation by addressing mental health and substance abuse needs as well as life skills for fostering deterrence of criminal behavior vs. punitive action only. A mixed methods evaluation was implemented to assess program implementation and effectiveness. Qualitative interviews with key stakeholders (i.e., administration, judges, attorneys, and law enforcement/corrections) suggested successful implementation and collaboration to facilitate the pilot program. Quantitative analyses of secondary Kentucky Offender Management System (KOMS) data (grant Year 1: 07/01/2012–06/30/2013) also suggested program effectiveness. Specifically, SMART probationers showed significantly fewer: violations of probation (1.2 vs. 2.3), positive drug screens (8.6% vs. 29.4%), and days incarcerated (32.5 vs. 118.1) than comparison probationers. Kentucky's SMART enhanced probation shows preliminary success in reducing violations, substance use, and incarceration. Implications for practice and policy will be discussed.  相似文献

The cost of health care fraud and abuse is enormous. Not only is it costing us a lot of money but one wonders how many more people could afford and receive medical insurance if fraud and abuse were significantly lower. This paper will show that the problem is embedded in the way America does health business. The problem needs to be better addressed by both the criminal justice community and the health care industry. Most importantly, those making the health care industry policy decisions need to make a paradigm shift. The system is out of balance because of past policies and decisions that have given excessive power and liberty to the medical services community and insurance providers. Using O’Toole's Compass Card of the four major ideas that have influenced political decision‐making as a guide, this paper recommends that current decision‐making needs to strengthen the equality and community poles and restrict the liberty and efficiency poles so that more balance might exist within the American health care system. Talcott Parsons saw the dangers of commercializing health care over half a century ago. The health care scene of today shows that he was correct in his appraisal.  相似文献

We investigate the effect of costly punishment in a trust game with endowment heterogeneity. Our findings indicate that the difference between the investor and the allocator’s initial endowments determines the effect of punishment on trust and trustworthiness. Punishment fosters trust only when the investor is wealthier than the allocator. Otherwise, punishment fails to promote trusting behavior. As for trustworthiness, the effect is just the opposite. The higher the difference between the investor and the allocator’s initial endowments, the less willing allocators are to pay back. We discuss the consistency of our findings with social preference models (like inequality aversion, reciprocity), the capacity of punishment (i.e., the deterrence hypothesis) and hidden costs of punishment (i.e., models of intrinsic and extrinsic motivation). Our results are hardly coherent with the first two (inequality aversion and deterrence), but roughly consistent with the latter.  相似文献

作为迄今唯一遭受核打击的二战战败国,日本处在美国核保护伞和日美安全同盟之下,虽有一直存在的拥核政治图谋和核技术研究进程,却没有核武器被制造出来的事实,处在核技术威慑的长期状态中。美国严控日本制造核武器的国际高压态势以及日本国内民众反核运动的不断发展,共同保证了日本的核技术威慑原则的长期性和安全性,也是日本和平核能利用的理性之路。日本从核技术威慑层面走向无核状态,是一段任重道远的政治进程。日本不必、不能也不会拥有核武器,对无核世界建设和人类可持续发展将会具有更加积极的政治影响。  相似文献

Recent research in information systems and operations management has considered the positive impacts of information technology (IT). However, an undesirable side effect of firms’ increasing reliance on IT to support the distribution and delivery of goods and services to customers is a greater exposure to a diverse set of IT security risks. One such risk is intentional employee misuse of technology resources. In this article, we draw upon modern deterrence frameworks to develop a predictive model of technology misuse intention that incorporates formal and informal sanctions as well as employment context factors. The model specifies previously untested relationships between formal and informal sanctions, thereby providing fresh insight into the role of sanctions in deterring technology misuse in organizations. Our results suggest that a predisposition toward the need for social approval and moral beliefs regarding the behavior are key determinants of technology misuse. Contrary to criminological research that has questioned the relative importance of formal sanctions in the deterrence process, we also found that the threat of formal sanctions has both direct and indirect influences on technology misuse intention. Further, from an employment context standpoint, employees who spend more working days away from the office (i.e., “virtual” mode) appear more inclined to misuse their organization's technology resources. The findings have implications for the research and practice of technology management.  相似文献

Summary.  Capture–recapture techniques are widely used to estimate the size of difficult-to-count human populations. Applications often focus on the overlap between two or more samples, but another type of data that is encountered in human studies involves only the number of times that particular individuals were encountered in the study period. We present a method for estimating the population size in this situation. This method is simple and technically accessible and allows for entries and exits by individuals and for a difference between probabilities of initial and subsequent contacts. We apply the method to arrest data on male clients of prostitute women in Vancouver.  相似文献
