Renewed interest in assisting troubled employees has led to an upsurge in the development of employee assistance programs, coupled with demands for demonstrable effectiveness. This review examines the nature and scope of these programs, their administrative and methodological context, and the types and outcomes of evaluation studies conducted thus far. Many researchers in evaluation and related fields are now attempting to synthesize quantitative and qualitative approaches. Certainly such efforts appear to carry great promise. However, there is reason to believe that the subtleties and genuine incompatibilities of these approaches are being overlooked. Lord discusses the impact of international commodity price stabilization on Latin American producing country export revenues. He correctly emphasizes that the directions and magnitudes of such effects may vary substantially across producers, depending on the degree of segmentation of the commodity markets and the nature and distribution of the shocks. Processing of primary raw materials has become an important and widely recommended strategy for economic development. Yet, even as the councils of many LDCs call for primary commodity producers to gain greater participation in downstream activities, there remain doubts on fundamental questions:What comparative advantage and what disadvantages do processing activities have in the LDCs?What linkages do processing activities offer?What is the potential contribution of processing to economic goal attainment in the LDCs?In this article we survey the material on processing, particularly with respect to modeling direct and indirect linkages between processing and the LDC economies. The article examines the following topics: (1) the literature on processing in economic development; (2) modeling processing linkages; and (3) outstanding questions regarding processing linkages.We focus on quantifiable linkages between the processing industry and the rest of the economy. There is also the possibility of other linkages, such as the development of entrepreneurship and management talent and technology, that are more difficult to quantify. It is important to distinguish between micro linkages, which refer to the direct impact on supplier and user sectors, and macro linkages, which include indirect general economic effects transmitted through government revenue and expenditures, the money supply, and foreign exchange availabilities. 相似文献

Summary Organizations for the elderly at the grassroots level began to function in India from the third decade of the 20th century. They belong to two major types: Pensioners' Associations (PAs) and Senior Citizens' Associations (SCAs). PAs claim a membership of approximately 13 million and are structured and vertically organized. The SCAs are loosely organized and most are unitary. They have together a membership of less than 5 million. Programs of PAs are mainly confined to members; those of SCAs are wider but mainly urban-biased and middle-class oriented. Neither of them is powerful in lobbying. Of late, Government of India's (GOI) policy on the elderly (NPOP, 2000) has given a fillip to the SCAs which are gathering strength, and some, at least, are vying for availing GOI program benefits. 相似文献

This paper provides an overview and critique of the papers in the Tellado Case Study Exercise. Two main themes are found in the critiques: the belief that Tellado lacked a clear audience for his evaluation and that he lacked an appropriate change orientation that would insure utilization. The sources of these criticisms are discussed from the perspective of evaluation as a linkage activity. The use of this perspective leads to the recognition that all parties to the case study may have focused on the wrong stakeholders in the utilization process. Thus, a major problem with utilization-focused and stakeholder based approaches to evaluation is revealed. Possible ways to avoid this problem are discussed. The paper concludes with a request for additional case studies to be contributed to the journal. 相似文献

The research may also have implications for early intervention to mitigate the problems uncovered in the case study.
