The steady decline of fertility rates in Europe raises a number of important questions about the demographic and cultural reproduction of national societies. Apart from being confronted with population shrinkage and ageing, most European societies are also becoming more diverse. Demographic changes tend to exacerbate nationalist anxieties about the physical and cultural survival of the nation. This article develops the concept of national reproduction regime in order to analyse strategies and interventions at the biological, formal, and ethno-cultural levels of reproduction through which states seek to ensure the physical and cultural reproduction of the nation. It outlines the national reproduction regime of post-communist Romania by way of mapping and discussing key policies on biological and formal reproduction, as well as public discourses that frame these policies.  相似文献

Social reforms in Romania have been, from the beginning of the 1990s and throughout the EU post‐accession phase, the battlefield for many domestic and international actors. The article identifies, from an historical institutionalist perspective, the international actors who decisively influenced reforms of social protection in Romania during the transition, with a special emphasis on the EU pre‐ and post‐accession stages. Further, the article attempts to understand the impact of the various external influences on the sustainability and effectiveness of domestic reforms, by assessing the convergence, or the decoupling, between the rationales – i.e. ideologies and values – that explicitly grounded social reforms in Romania and the domestic public rhetoric on social risks and values. Answers to these questions can provide important insights in regard to both the impact of the EU upon new member states and the challenges of EU enlargement for the EU and its core member states.  相似文献

A restrictive population policy led to almost doubling the number of newborns from one year to another in Romania in the 1960s. Twenty years later, this large generation (of women) enters a marriage market with few eligible older mates, in a society where marriage is a must. In this article, I analyze this social experiment within the broader frame of the marriage squeeze/two sex models. Using various data from censuses and surveys, I argue that the marriage market is flexible even when is confronted with disproportionately large cohorts. If the social pressure toward marriage is strong, the marriage rates do not necessarily fall, but the mating age patterns change.

Even if the FDI is important for all host countries, for those in the process of transition to a market economy the FDI presence is critical under many respects. Not all transition countries benefited from the very beginning from the FDI presence. Several determinant factors explain the differences. Romania was lagging behind regarding the interest of foreign investors during the first 9–10 years of transition. The situation has improved greatly. The aim of this paper is to identify the main factors determining the evolution in the FDI/GDP (%) as proxy for the FDI evolution. To this end, we used the method of factors analyses. The four resulted determinant factors are: Market size and potential, Reform progress, Business liberalization, and Labor cost. A linear regression model expresses the connections between dependent variable and the four determinant factors. The paper concludes with certain policy implications.

This paper examines the authors’ experiences of developingand delivering training for workers in social care servicesin Romania, through a European Union PHARE1 funded project.The authors use their experiences to draw on the past and currentpractices of those social workers who were participants in thetraining and to explore their understanding of the emergingissues and themes for social work in Romania. There is alsoan exploration of the potential opportunities for the furtherdevelopment of professional social work learning and practicewithin Romania. ABSTRACT

With a history of almost 90 years, professional social work in Romania once flourished up until World War II. The Communist Party disbanded the profession in 1968 and it was reinstated after the fall of the Iron Curtain in 1989. Within the context of the socio-economic transition from a centralised to a free-market economy, Romanian social policy and social work have evolved from a Marxist/socialist-type ideology, one that advocates for state intervention, to a libertarian/neo-liberal-type ideology, which promotes both state withdrawal from welfare provision and individuals taking responsibility for their own welfare. These two trends continue to co-exist subject to sometimes divergent forces such as international institutions and internal Romanian social pressures. Using a qualitative approach, we explore how Romanian social workers are adapting to the neo-liberal realities and identify three types of perceived challenges: 1. those related to regulation, 2. linked with collaboration in social work activity and 3. those related to the social worker-client relationship. Under neo-liberal pressures, the social worker's role of agent of social change becomes marginalised in daily practice, leaving little power to influence agency policies that negatively impact clients.  相似文献

Substantial changes in the Romanian countryside accompanied by the need for more robust economic activities have caused some families to turn to tourism as an economic diversification strategy. A qualitative study of selected rural tourism entrepreneurs indicates positive experiences, both economically and in other aspects of their lives. However, the development of rural tourism is highly uneven spatially and the Romanian Government should act more incisively to support families establishing guesthouses.  相似文献

Attempts to replace pay‐as‐you‐go pension schemes with private funded systems came to a halt in Central and Eastern Europe after 2005. However, more recently, the region has witnessed two belated reformers: the Czech Republic and Romania. Both countries decided to partially privatize pensions despite the rising tide of evidence concerning the challenges associated with the policy. We argue that while part of the domestic political elite remained supportive of private funded pensions, the difficulties experienced by earlier reformers and reduced support from International Financial Institutions led to the adoption of small funded pension pillars. Such cautious attempts at privatization might become more common in the future as large reforms have proven politically unsustainable.  相似文献

The premise of this article is that unbalanced versions of inclusion politics are usually at work in European contexts. Some inclusion patterns may be more relevant for certain aspects or levels of the education system or various models may be applied to specific ethnic groups. A necessary balancing approach is discussed in this article, drawing on examples from Italy and Romania. In this article, I will engage with the profile of the inclusion politics of education in two European contexts, at different levels and regarding various arenas: nationally relevant policy documents issued by the Ministries of Education in both countries, consolidated configurations of school practices and specific provisions, the profile of the inclusion message as presented in some school textbooks and teachers’ guides. I will argue that at national policy level, both countries are difference recognition oriented, although for different rationales and following different patterns. At a lower level, a plurality of unbalanced and differently focused versions of inclusion politics inside national contexts, frequently as one-dimensional provisions, may be noticed. Yet, a more ‘balanced’ policy may still not be sufficient in itself. It may be, in fact, a matter of specific solutions as correcting the status quo in particular contexts and of multidimensional as substantial multicultural education to be taken on seriously in practice.  相似文献

Abstract

Most studies on international migration examine population movement between a country of origin and a destination. This article aims to show that migrants often change destinations, a less studied pattern of ‘multiple migrations’. This article explores how such migration occurs and analyses the variables accounting for it. Drawing on qualitative fieldwork research amongst Romanian migrants in Portugal, the article concludes that the growth in multiple migrations of Romanian migrants throughout Europe can be explained by a combination of migration policies and social networks, mediated by migrants’ level of education and type of occupation at the destination.  相似文献
