农村义务教育阶段培育和践行社会主义核心价值观研究

农村义务教育在我国义务教育体系中占有重要地位,特别是对于拥有9亿多农村人口的我国来说,农村义务教育关系到每一个农村家庭子女的成长和成才,关系到农村经济振兴战略,更关系到国家和民族的未来。对农村义务教育阶段培育和践行社会主义核心价值观的必要性以及在这一过程中存在的困境进行深入研究,并据此提出相关的应对策略,能够使农村义务教育在社会主义核心价值观的指引下持续、快速、全面、健康地发展。     

Effects of Medicaid managed care policies on mental health service use among a national probability sample of children in the child welfare system

Children in the child welfare system are dependent upon Medicaid to finance services for their considerable mental health needs. This study examines the effects of Medicaid policies on mental health service use among a national probability sample of children in the child welfare system. Data for this study came from the National Survey of Child and Adolescent Well-Being, the Caring for Children in Child Welfare study, and the Area Resource File. Weighted multivariate logistic regression analyses were conducted to estimate effects of policy variables on children's use of mental health services, controlling for child-level covariates and county-level health resources. Children in counties with behavioral carve-outs under Medicaid managed care had lower odds of inpatient mental health service use. Medicaid managed care enrollment and variations in type of provider reimbursement did not affect use of mental health services. Older age, greater need for mental health services, and higher levels of caregiver education were associated with increased odds of service use. Restrictions on use of inpatient mental healthcare caused by behavioral carve-outs may disproportionately affect children in the child welfare system who have high rates of such use. Careful adoption of carve-outs is necessary to assure appropriate care for these children.

农村人力资源开发是在对全体农村人口进行认真分析的基础上 ,确立以农村为主的不同农村人口类群中的质量差别 ,同时利用培训和教育等多种渠道 ,有效地进行人力资源资本投资 ,努力提高农村人口素质 ,以实际行动落实科教兴农的战略构想。本文从农村人力资源的规模及构成 ,文化素质及构成以及农村人口的从业类别三个方面对我省农村人力资源开发现状进行剖析 ;在认清现状的基础上 ,分别从投资规模 ,农村教育体制 ,组织领导 ,制度建设 ,思想观念等五个方面深入分析了造成目前现状的根源 ,并结合我省实际提出相应的对策建议 ,并创新了一套具有操作性的运作模式。     

Children and well-being: A comparison of employed and non-employed women

While employment improves health, having children at home does not. Indeed, the most likely work-family conflict for women is having children at home. In this study the effect of children on well-being was predicted to differ for employed and non-employed women. In addition, only amongst the employed women was locus of control hypothcsized to moderate this relationship. In a sample of women with partners (n = 116), using multiple-regression analysis, the results indicated that the number of children living at home, rather than the presence of young children, was associated with increased happiness in women. Employment was not predictive of women's well-being. However, it moderated the effect of number of children on their levels of happiness. In addition, non-employed women showed a U-shaped relationship between number of children and psychological distress. Finally, contrary to prediction, locus of control did not moderate the relationship between number of children and women's well-being. The findings are discussed in terms of the role expansion hypothesis.     

中国近30 年来的农村改革发展历程回顾与展望

文章重点从农村改革的整体性、综合性、协调性和党在农村政策的稳定性、连续性、实效性等方面入手,把我国近30年来的农村改革发展历程划分为三个不同的时期:即从1978年到1988年,是农村改革的起步阶段,出现了第一个“黄金发展期”;从1988年到1998年,是农村改革的停滞阶段,出现了“三农综合症”;从1998年10月至今,是农村改革的快速推进阶段,出现了第二个“黄金发展期”。全面准确地认识和把握我国农村改革的历史进程,对于科学制定农村综合改革的整体方案及相关配套政策措施至关重要。     

Factors Affecting Children’s Adjustment to the Death of a Parent: The Social Work Professional’s Viewpoint

This study investigated factors affecting the adjustment of parentally bereaved children by reviewing existing literature and comparing it to observations made by professional social workers. Interviewees had between 1 1/2 and 22 years of experience in counseling bereaved children. The specific factors examined were age and sex of the bereaved child, circumstances of the death, and adjustment of remaining caregiver. Participants (n = 5) responded to an interview instrument specifically designed for this study which contained seven in-depth, open-ended questions. Participants’ replies were mostly in accordance with the literature, but also generated some new perspectives that had not been previously considered for this study and had not appeared in the literature. This study has implications for practice with parentally bereaved children and their surviving caregivers.Rebecca M. 我国农村金融市场效率研究——从金融促进农村经济发展的角度

本文认为判别与评价我国农村金融市场效率应该从下面两个方面进行研究：一是我国农村金融对农村经济的促进作用；二是我国农村金融市场的金融资源的均衡。从金融促进农村经济发展的角度。实证发现我国农村金融市场的效率低于全国金融市场的效率水平，主要由于农村正规金融机构的发展水平低下、农村金融市场的需求低下和农村金融市场的“高风险低效益”等因素所导致。因此，建议：发展中小金融机构，弥补正规金融的不足：创新金融工具，聚集农村金融需求；建立农村金融风险补偿制度，降低金融风险；改革金融定价和补贴政策，提高农村金融收益水平。

本文阐述了我国二元经济结构直接向一元结构转变模式的不适用性,分析了影响我国农村剩余劳动力转移的两大因素:土地问题(土地流转制度及土地产权制度改革)和户籍制度问题,并进一步提出了解决问题的新思路。
