根据国际社会提出的灵活稳定性概念对韩国金融危机以后劳动力市场的灵活稳定性状况进行分析。韩国政府采取的许多改革措施没有使劳动力市场的稳定性得到提高,反而使灵活性不断下滑。社会保障体系的不完善及工会组织的政治化是造成韩国劳动力市场灵活稳定性无法提高的主要原因。  相似文献

Since the 1990s, Hong Kong has experienced increasing economic uncertainty. Middle‐aged workers, who often have little formal education and limited skills, have been the first casualties of economic restructuring. Initially, their unemployment was considered transitional. Limited government‐sponsored retraining programs were expected to improve their employability. Subsequent economic crises, however, have undercut the hopes of both workers and policy‐makers. Despite improvements in the job market since the mid‐2000s, the belief that unemployment was transitional has been replaced by a permanent state of uncertainty and consequent anxiety. Flexibility is considered the key to sustaining economic growth, and would relieve the insecurity and anxiety associated with unemployment. Policies have been modified, but they are still based on a narrowly defined concept of individual employability, which consolidates the sense of uncertainty. To address the factors contributing to the perception of permanent uncertainty among middle‐aged workers, we advocate a pragmatic approach that takes reference from the notion of flexicurity to mitigate this sense of uncertainty.  相似文献

This study examined the relationship between labor market policies and employees' willingness to make concessions in order to avoid unemployment. In contrast to previous work that analyzed the behavior of employers and the unemployed, we examined how labor market policies influence employees' flexibility. Multilevel modeling techniques were applied to a data set that was created by combining individual‐level data from the International Social Survey Program (ISSP) with country‐level information from the Organization for Cooperation and Economic Development. The main findings of our analyses were that dismissal protection and unemployment benefits do make a difference to employees' willingness to make concessions, and that the relationships between the willingness to make concessions and labor market policies are nonlinear. Substantively, these nonlinear relationships suggest that employees' willingness to be flexible is negatively associated with both “too much” and “too little” social protection.  相似文献

As a result of the flexibilisation of labour and the trend towards the 'activating welfare state', social policies show an increasing interconnection of work and welfare issues. The Netherlands is no exception. It is generally believed that the Dutch welfare state is successfully activating its unemployed labour potential (often referred to as the 'Dutch Miracle'), and that flexible and part-time work is protected by adequate 'flexicurity'. This article critically reviews Dutch activation and flexicurity policies. It concludes that there is still more unemployment than the miracle-story suggests; that important target groups of activation policies have not profited from 'the miracle'; that part-time workers have sufficient social protection but that social security for flex-workers still needs major improvements, despite favourable adjustments of labour law.  相似文献

ABSTRACT

This article explores differences among EU and non-EU migrants in accommodating to the Danish flexicurity labour and welfare regime during times of economic crisis. We build our findings on a quantitative survey followed by semi-structured qualitative interviews conducted with EU and non-EU migrants who moved to Denmark during the recession period (2008–2013). We argue that the lack of multicultural policies triggers individualised strategies of accommodation rather than ethnic or national group base integration, favouring a more homogenous group of high-skilled and educated group of workers and students of postgraduate/higher education, whom we describe as a ‘flexicurity diversity group’. Through patterns of conviviality, individual socialisation is based here on common interests, needs and lifestyles and not on pre-defined ethnic and/or cultural traits. The transition from diversity to conviviality that is initiated by this group remains however incomplete in light of the unequal opportunities and the differentiated scheme of rights that apply to EU and non-EU immigrants. Danish flexicurity has thus not had the desired inclusive effects but discriminates in terms of facilitating easy access to the labour market for all, and ‘securing’ social benefits and offering rights and protection only to the privileged group of EU migrants.  相似文献

In the mid‐2000s, the flexicurity concept was developed into a key EU policy concept. It drew its inspiration from the Danish and Dutch practices to combine labor market flexibility and security. However, the crisis' focus on bringing down national deficits and debts left little room to advance the concept. Lately, more emphasis has been placed on the need to take into consideration the social aspect of economic policy‐making. Current EU level documents see flexicurity as a guidance for structural reforms. However, the European flexicurity initiatives seem never to have had much impact in Denmark and the Netherlands. There are few accounts of the recent adjustment to the flexicurity models, be it at the EU or at national levels. Therefore, this article assesses the fate of flexicurity by scrutinizing its (adjusted) use as a political concept as well as a socio‐economic model. Although the Danish flexicurity model resembles the European flexicurity concept to a large extent, recent reforms have, overall, weakened rather than strengthened the flexicurity model. The Dutch flexicurity model has a narrower focus on normalizing atypical work, while recent reforms support this narrow flexicurity model. Meanwhile, the EU level concept has been changing every year, encompassing a growing number of issues.  相似文献
