The relation between urban informality and industrial modernity is analyzed by examining very small businesses specialized in selling prepared food to workers in the transnational manufacturing plants (maquiladoras) along Mexico’s northern border. In the urban setting along this border, the model of an export-driven industrialization is compatible with premodern aspects of the subsistence economy. In fact, it depends on subsistence activities for its very existence. As a consequence, informal services have emerged that help stabilize the work force needed by these plants. A survey of the owners of these microbusinesses has provided data for analyzing the organization and operation of this commerce and its relation with the family as a social unit. — Special issue: Latin America.  相似文献

The extension of social protection to all has become a central policy objective, both nationally and internationally. A considerable number of middle‐ and low‐income countries have undertaken substantial efforts to extend social protection, while the international community reaffirmed its commitment to the extension of social protection through the adoption of the ILO Recommendation concerning National Floors of Social Protection, No. 202 (2012). This article reviews the legal provisions and the implementation of the Indian Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), legislated in 2005, and does so in the light of the more recent provisions of ILO Recommendation No. 202. Since its introduction ten years ago, MGNREGA has provided a source of income to rural workers, increased wage rates, achieved high female participation rates and created durable assets. India's local governance bodies, Panchayati Raj Institutions (PRI), have been empowered and involved in the processes of planning and monitoring. However, despite successes, there have been considerable shortcomings in implementation. This article highlights two central themes: first, the innovative policy framework of the Act, which brings together rights‐based entitlements, demand‐driven employment, and citizen‐centred monitoring. Second, it assesses the accessibility and adequacy of benefits in the implementation of MGNREGA. We conclude that MGNREGA offers potential for South‐South learning, both in terms of policy‐design and implementation.  相似文献

The socio-demographic characteristics of couriers who work through digital platforms in Mexico reveal that more than 85 per cent of these workers have completed full-time secondary education and 83 per cent of these workers are young (aged 14 to 44). However, only 25 per cent are covered for health services and social security benefits. Against this backdrop, and guided by international experience, we set out a proposal to provide these workers with a tailored package of social security benefits. The proposal would require to categorize couriers who work through digital platforms as “digital workers”, introduce a special scheme for these workers based on voluntary affiliation, and offer a specific portfolio of benefits.  相似文献

Estimates of effective retirement age based on labour force participation rates are commonly used for actuarial experience review and policy development. However, the transition from work to retirement and the socio‐economic environment have evolved over the years, influenced by a growing role for gradual retirement and the labour market impact of the 2008 economic crisis. Rather than focusing exclusively on retirement ages based on labour force participation rates, this article presents complementary estimates of retirement ages to better assess the effective retirement age from employment. It also introduces the concept of retirement from full‐time employment, showing that the retirement age from full‐time employment is systematically lower than the retirement age from employment. The results reveal that the trend towards an increase in the retirement age has been impacted by economic conditions when considering the effective employment of older workers. Results are presented for different Member countries of the Organisation for Economic Co‐operation and Development over the period 2005–2015.  相似文献

This article reviews administrative issues in the context of decentralized social protection in China. In particular, what are the main obstacles to expanding social insurance coverage for workers in the informal economy? Over the last two decades, China has achieved remarkable progress toward universal social protection when this target was set as a national policy priority. However, the social insurance enrolment of informal economy workers still lags significantly behind. This article reviews the application of the International Labour Organization’s definition of informality in the Chinese context and overviews existing pension and health insurances in China. This article discusses the impact of China’s inter‐governmental fiscal relations and decentralized social protection in the multilevel government system. The article highlights that under a system of decentralized managed social insurance many informal economy workers choose to opt out of the system because of low benefits and high compliance costs. This result in deficits in social insurance coverage amongst informal economy workers.  相似文献

Compte tenu de l'importance des activités informelles, l'auteur propose de classer les pays selon les dimensions de l'emploi dans l'économie informelle plutôt que selon la composition de l'économie formelle. A partir de données du BIT portant sur trente‐six pays en développement, il fait apparaître une corrélation significative entre l'étendue et l'intensité de l'informalité et différents indicateurs sociaux et économiques: PNB par habitant, degré de corruption et de pauvreté et niveau de l'impôt et des cotisations sociales. Les implications de ces résultats pour la réflexion théorique et l'action sont ensuite exposées.  相似文献

Les auteurs évaluent l'emploi informel – et les revenus non déclarés qu'il engendre – dans une très petite économie à gouvernance médiocre. Les données d'une enquěte auprès des ménages et d'un recensement leur servent à estimer le nombre de travailleurs en emploi informel à Chypre‐Nord, ainsi que les caractéristiques de cet emploi, entre 2004 et 2011. Les travailleurs concernés sont essentiellement des citoyens non affiliés à la sécurité sociale, des immigrés employés illégalement ou des personnes ayant deux emplois dont un non déclaré. L'économie informelle aurait représenté 9,1 pour cent du PNB en 2006, et 12,2 en 2011.  相似文献

Dans la plupart des études, les travailleurs de l’économie informelle sont présentés comme un tout homogène. Les auteurs considèrent pourtant qu'il peut y avoir parmi eux des gagnants et des perdants. En utilisant des régressions quantiles sur distribution non conditionnelle et des données issues d'une enquête auprès des ménages indonésiens (IFLS), ils estiment l’écart de rémunération entre travailleurs formels et travailleurs informels à différents points de la répartition des gains. Ils montrent que la pénalité de revenu aux dépens des travailleurs informels, manifeste et sensible pour certains d'entre eux, n'est pas systématique, confirmant ainsi la thèse de Fields (1990 et 2005) sur l'emploi informel hétérogène.  相似文献

The importance of the cross-border portability of social benefits is increasing in parallel with the rise in the absolute number of international migrants and their share of the world population, and perhaps more importantly with the much higher and rising share of the world population that for some part of their life is working and/or retiring abroad. This article estimates how the rising stock of migrants is distributed over four key portability regimes ranging from portability through bilateral social security arrangements to undocumented workers with no access to any scheme. The comparison of estimates for 2000 and 2013 indicate a modest but noticeable increase in the share of migrants under regime I (full portability) by 1.4 per cent, but the biggest change occurred under regime III (no access to social security but also no contributions required), which almost doubled to 9.4 per cent. Regime II (potential exportability without totalization) reduced by 3.0 percentage points but remains the dominant scheme (at 53.2 per cent). The estimates suggest that the scope of regime IV (informality) reduced by 2.9 percentage points, accounting for 14.0 per cent of all migrants in 2013. This trend is positive, but more will need to be done to progress on benefit portability and various potential solutions lie outside bilateral agreements that are difficult to establish.  相似文献

L'auteur analyse l'effet de l'éducation sur les disparités salariales dans le secteur informel au Cameroun. L'analyse s'appuie sur des régressions quantiles et des données de l'enquête EESI 2 (deuxième enquête sur l'emploi et le secteur informel au Cameroun, menée en 2010). Elle montre que, dans le secteur informel, le salaire augmente avec le niveau d'instruction, de même que les disparités salariales (qui se creusent notamment sous l'effet d'un diplôme du supérieur). Plusieurs recommandations de politique générale en découlent, en vue d'une formalisation de l'économie: créer plus d'emplois pour la main‐d'?uvre qualifiée, fournir des infrastructures adaptées aux activités informelles et développer la formation professionnelle.  相似文献
