Reforming the public sector has been on the agenda of nations throughout the world since the late 1970s. Fiji is no exception. It has embarked on reforming its commercial and industrial enterprises since the late 1980s. The government of Fiji has reformed most of its enterprises with an avowed objective of enhancing profitability, productivity, efficiency and accountability. This paper makes an attempt to share some of the experiences of public enterprise reform process in Fiji. It aims to analyze the background, process, contents and impact of the reform and examine the factors impeding the reform program. It highlights that (a) both internal and external factors were responsible for introducing reforms; (b) the reform efforts have not been able to produce desired results; (c) the structural inadequacies in institutions and organizations have created bottlenecks in the reform process; and (d) uncertainty in the political sphere has contributed further to policy shifts.  相似文献

This article describes urban and tenant movements that have been created in Poland in response to the commercialization of urban space and the complete commodification of the right to housing. On the one hand, spatial segregation in Polish cities was fully approved by the state; on the other hand, it became a source of income for new owners of acquired buildings, who often used criminal methods to intimidate tenants. Brutal evictions encountered social resistance from the emerging tenant movement, non-institutionalized left-wing communities and endangered tenants, who were often pensioners and members of the lower classes. The author mentions undertaken and possible methods of social self-defence such as eviction blockades and rent strikes. He also raises the question of whether urban movements can become part of a broader social movement for systemic change.  相似文献

The purpose of this article is to recover Williams as a major theoretical inspiration for the social sciences, specifically, as the inaugurator of what might be regarded as a research paradigm, cultural materialism. In the first section, Williams's encounter with the discipline of sociology is traced and distinguished as a critical alternative to the presently ascendant – at least in the USA – neo‐Durkeimian school of ‘cultural sociology’. In the second section, his cultural‐materialist programme is proposed as a powerful analytical framework for the study of culture and society today. In the final section, a key concept of Williams's cultural materialism, mobile privatization, is selected illustratively and proposed as a powerful analytical tool for studying the production and technological mediation of typical modes of communicative sociality in the early twenty‐first century.  相似文献

Road socialism     
Road socialists maintain that government is the best manager for the nation's vehicular transportation arteries. Contrary to their views, the present author maintains that the managerial role can best be fulfilled by private entrepreneurs. This article employs an institutional perspective in formulating predictions about the ethical futures of privatization partnerships. Although this paper focuses on ethical concerns in the U.S. public sector, it incorporates a multinational dimension in (a) comparing the meaning of privatization among societies and (b) probing privatization financing in the global economy. Five assumptions that flow from institutional reasoning are made explicit as supports for subsequent predictions. The institutional logic shifts privatization conversation away from conventional debate about competition and efficiency toward centralizing forces in both sectors in response to globalization. In that regard, this study identifies the systemic erosion of (local) community integrity as the key privatization problem of the future.  相似文献

Minority ethnic groups have low income in later life from private pensions, partly due to shorter employment records in Britain since migration. Yet disadvantage and discrimination in the labour market, as well as differences in cultural norms concerning women's employment, may lead to persistence of ethnic variation in private pension acquisition. Little is known about the pension arrangements made by men and women in minority ethnic groups during the working life. This paper examines the extent of ethnic disadvantage in private pension scheme arrangements and analyses variation according to gender and specific ethnic group, using three years of the British Family Resources Survey, which provides information on over 97,000 adults aged 20-59, including over 5,700 from ethnic minorities. Both men and women in minority ethnic groups were less likely to have private pension coverage than their white counterparts but the extent of the difference was most marked for Pakistanis and Bangladeshis. Ethnicity interacted with gender, so that Blacks showed the least gender inequality in private pension arrangements, reflecting the relatively similar full-time employment rates of Black men and women. A minority ethnic disadvantage in private pension coverage, for both men and women, remained after taking account of age, marital and parental status, years of education, employment variables, class and income. The research suggests that minority ethnic groups - especially women - will be disproportionately dependent on means-tested benefits in later life, due to the combined effects of low private pension coverage and the policy of shifting pension provision towards the private sector.  相似文献

国家对其管辖范围内的自然资源及其开发利用等一切相关经济活动享有永久主权,但WTO规则却原则上禁止或者不鼓励妨碍国际货物与服务自由流通或者流动的国内壁垒。如何正确处理两者之间的关系,维护国家经济安全,实施国家的自然资源和能源战略,促进自然资源的可持续利用,需要运用法学理论及其技术、方式和方法来规范制度经济学的私有化或者市场化理论。  相似文献
