Reform of China's Household Registration system(HRS) has been entering a new stage and deserves us to research.The paper argues that reform of HRS should have multiple objectives.It examines various local efforts and practices of the reform and claims that the point system is one of the most feasible alternative systems for the HRS that can fit those multiple reform objectives.The system could also be treated as the new institutional basic for public welfare provision and rights allocation,and a new governance means for population issues as well in China's transitional period.  相似文献

It has been repeatedly stated that the topic of network effectiveness has often been neglected. This has led to a situation ofnetwork euphoriaamongst practitioners and policymakers with regard to the creation of networks as a means to (re‐)organize welfare provision. Starting from a case study of networks for welfare provision in two Belgian cities, this article focuses on the effectiveness of service delivering networks at the client level, which is understood as the contribution of the network in improving the conditions of life of those being served or targeted by the network. Therefore, we focused on the collective efforts via these networks (e.g. by creating a night shelter or by conducting case consultations) to look after a population of homeless people who face multiple problems and are not able yet to benefit from welfare provision. Our findings revealed that these networks were able to realize acollaborative advantageby filling in service gaps and by overcoming fragmentation of care. Nevertheless, these networks equally maintained criteria that restricted the accessibility or usefulness of welfare services provided to homeless people. In the concluding section, we highlight some of the factors that could help us to explain our findings and highlight the tension between the effectiveness of networks at the client level and the effectiveness at the organizational level.  相似文献

Background

While the provision of maternity education across the perinatal period can increase the confidence and self-efficacy in childbearing women, there is still thought to be a lack of effective educational resources for parenthood. This study, conducted in Victoria, Australia, investigated women’s experiences of, and attitudes to education communicated in maternity service provision.

Methods

189 women were recruited from a variety of settings to participate in a mixed-methods survey about their experiences of perinatal health service education.

Findings

Of the sample of childbearing women, 153 (81%) reported attending antenatal classes. Women perceived their antenatal education as beneficial, though many women still felt unprepared beyond labour and birth. With respect to the hospital postnatal stay, findings suggested a variation among the content imparted to women across different Victorian maternity services, (e.g. rural women tended to be more dissatisfied with information received in relation to maternal emotional and physical health). Overall, women wished they had been more informed about breastfeeding and settling techniques, while a lack of information relating to social support initiatives for the postnatal period was also indicated. Women reported that they were missing educational and practical reinforcement of mothercraft skills.

Conclusions

There is a need for a reorientation of perinatal health service education. A health promotion approach is suggested as it extends beyond the physical recovery from birth to encompass psychosocial factors; including perinatal morbidities that can disrupt the quality and experience of the transition to parenthood.  相似文献

The importance of informal care provided inside the household (co-residential care) is widely acknowledged in policy circles. However, the factors that determine the likelihood and scale of provision are not fully understood. A two-part model (2PM) is used to investigate both participation and levels of provision. Random effects dynamic panel specifications are employed. Results show that co-residential informal care competes with other time demanding activities, such as childcare and employment. Wealthier individuals are less likely to be caregivers, whereas wealthier households have a higher tendency towards caregiving. Evidence of both substitution and complementarity is found between formal and informal care. Informal care and health status are significantly related, with carers more likely to report worse General Health Questionnaire scores than non-carers. Finally, significant dynamic effects are observed with the continuance of the provision of informal care being more likely than the initiation of such activity, while heavy commitment in the past increases the hours provided in the current period.

Abstract

The role of women in American congregations is a topic that has gained attention in the past twenty years. The majority of work has focused on leadership and clergy roles and the willingness, or reluctance of, denominations to ordain women. In this article, we report on women as members, lay-leaders, and clergy in Philadelphia congregations, and we assess the factors that explain the rate of women in any of these roles. We find that regardless of the advancement in many areas of society, women are still the majority members yet are a minority among the clergy. Finally, we study how the gender composition of members, lay-leaders, and clergy explain the congregation's involvement in social service provisions. In this respect, gender composition of members, lay-leaders, and clergy made little impact on the congregational social service involvement. A variety of explanations are provided to account for women's little impact in this domain.  相似文献

治理分为经济治理和政治治理两类项目。在中国自上而下供给主导型制度变迁的基本模式下,有必要在一个统一的框架内梳理新中国建立以来农村经济和政治治理的变迁情况。在供给主导型制度变迁模式下,中央政府针对农村治理的制度安排,往往受中央政府不同政策目标的权衡及地方政府激励相容条件的制约,从这个意义上讲,人民公社时期和改革开放至今,中国农村经济治理和政治治理的原则,都是内生于以财政收支为主要内容的国家建构过程的。特别是由于治理的实施既有赖于中央政府不同政策目标间的权衡,同时也取决于地方政府的支持和配合,因而蕴涵在不同层级政府间财政收支安排中的政府收支责任及地方政府的激励相容问题,对中国农村治理有重要影响。  相似文献

Three decades of Chinese economic modernization created wonders that transform the living of the population. Yet economic affluence also spawns juggernauts of new social ills, and mounting social tensions emerge from widening inequalities between the wealthy and the less privileged. Local governments are under intense pressure to identify new approaches to addressing new social problems such as rising unemployment, elderly neglect, and juvenile delinquency through social management. This article recapitulates some of the experience of non‐governmental organizations through collaborating with the authorities, in pioneering social work services using new mode of public funding mechanism.  相似文献
