新疆与中亚跨国民族问题对我国安全的影响

近年来,随着中亚国家的独立,以及由此而引发的各民族政治、经济生活地位的起伏和民族关系的变化,使新疆与中亚跨国民族问题表现得异常突出,其表现形式主要有三:一是民族意识增长;二是以哈萨克族为主的跨国民族向境外移民问题;三是民族分立主义倾向.它对我国的军事安全、政治安全和文化安全构成了程度不同的威胁.

Distributions generated by perturbation of symmetry with emphasis on a multivariate skew t-distribution

Summary . A fairly general procedure is studied to perturb a multivariate density satisfying a weak form of multivariate symmetry, and to generate a whole set of non-symmetric densities. The approach is sufficiently general to encompass some recent proposals in the literature, variously related to the skew normal distribution. The special case of skew elliptical densities is examined in detail, establishing connections with existing similar work. The final part of the paper specializes further to a form of multivariate skew t -density. Likelihood inference for this distribution is examined, and it is illustrated with numerical examples.     

The Chinese-speaking Muslims (Dungans) of Central Asia: A Case of Multiple Identities in a Changing Context

Chinese-speaking Muslims, called Dungans in Central Asia and Huizu in China, were forced to migrate to present-day Kazakhstan, Kyrgyzstan and Uzbekistan at the end of the nineteenth century. They reconstructed their identity through interrelations with local populations and the soviet categorisation of nationality. But after 1991, their status has being gradually destabilised owing to the changes in economic, social and political rules as well as citizenship regulations in these countries. They have to readapt to the new situation created by the independence of the three former Soviet Republics, which has challenged their unity.

中共西北特别支部与西安事变关系考

中共西北特别支部与西安事变有着密切的关系。西北特支成立于1936年2月。西北特支首先倡议西安事变,并建议于杨、动员于张,促其实现。西北特支开始隶属于中共上海军委留沪办事处,8月后才隶属于陕北中共中央,12月改组成中共陕西省委。     

The Revenge of History – The Institutional Roots of Post‐Communist Family Policy in the Czech Republic,Hungary and Poland

The authors combine historical and sociological institutional analysis to show that despite the political and socio‐economic transformation in 1990s, the institutional development during and before the communist era provides the best explanation for current childcare policies in Central Europe. While most authors have concentrated on policy changes that have taken place in the region since 1989, this article concentrates on the historical roots of these policies and shows that today's policies are highly influenced by a certain dynamics that had already emerged under communist rule. It shows that a historical institutional approach, which analyses the ‘gendered logic of appropriateness’ and policy legacies at various critical junctures, can explain why family policies in Central Europe had already begun to differ during the communist era, why these main differences continue and why even the changes that have taken place follow logically from historical‐institutional developments.     

中部地区发展循环经济的对策研究

目前,我国中部地区在全国经济发展格局中呈现出发展水平低于东部,发展速度慢于西部的“塌陷”态势。针对这一情况,中央把中部崛起作为一个国家经济发展的重大战略提出来。中部地区要发展必须彻底改变传统经济的发展模式,而采用循环经济发展模式。通过对中部地区的经济社会现状进行分析,指出其发展循环经济的迫切性;得出其发展循环经济的相应对策。
