Emotions in organization–public relationships: Proposing a new determinant

Emotions have been left largely out of debate over the indicators that make up organization–public relationship (OPR) frameworks. This exploratory study analyses the importance of emotions in OPR. Results show that emotions are highly influential in this relationship. On these grounds, the paper suggests expanding existing conceptual analyses of OPR to include emotions.

Imagined past,present and futures in Murray–Darling Basin communities

Over the past three decades, irrigation-dependent rural communities in Australia's Murray–Darling Basin have experienced profound economic, social and environmental changes, which they are attempting to accommodate through local government policy. As a contribution to participatory policy design research, in consultation with local governments we carried out focus groups to explore diversity of individuals’ imagined past and present in two rural communities. This was followed by group development of a diverse range of future scenarios and agreement to three likely scenarios. The research identified presence or absence of three underlying themes – irrigation, innovation and inflow of people – that plausibly drive change in these rural communities. These themes are likely to be common to many rural communities that have depended on irrigated agriculture. They provide an example of participatory policy-making, as distinct from the historically employed top-down policy development that has occurred in the Murray–Darling Basin. Because of the diversity of perceptions of past, present and futures, and the ultimate adoption of business-as-usual within the final local government plans, the research emphasises the need to put effort into community deliberations to build cohesion and share ownership of the process for delivering locally nuanced community policy.     

中美澳流域取用水总量控制制度比较研究

水资源科学的研究成果表明,水资源的供不应求在很大程度上是由于人类忽视水循环的客观规律和超过水资源的可再生能力,进行过度开采和利用所致。对流域取用水总量进行科学合理的控制是确保实现流域水资源可持续利用的关键性非工程性措施之一。在流域取用水总量控制方面,美国的大湖-圣劳伦斯河流域、澳大利亚的墨累-达令流域是国际上比较成功的两个流域。基于对这两个外国流域和中国黄河流域取用水总量控制制度内容和效果的讨论,对三者进行对比分析,发现可供中国利用的外国经验,提出完善中国流域取用水总量控制制度的若干建议。

The electronic face of government in the internet age: borrowing from Murray Edelman

The issue of legitimation by political elites has been a central concern of political scientists for many years. This article draws upon the work of Murray Edelman who was instrumental in analysing this relationship between rulers and ruled, the relatively powerful and relatively powerless, through an understanding of language, symbolism and the manipulation of information. It concludes with the contention that the Internet offers the prospect for governments to create new 'electronic faces', which act to support a symbolic architecture of power.     

Insuring equity in compensatory education student selection

Student selection strategies, because they determine who will receive special services, must be evaluated in terms of equity and validity. Yet those responsible for designing compensatory education student selection in the local school district lack methods that allow them to appraise their selection strategies in terms of equity. This paper describes a decision-theory-based procedure that, if followed, will increase the informational value of data often available from program evaluation data collection and district information systems. The information produced by the decision theory approach bears directly on the basic question of who gets served.

莱斯·马瑞：《冬青树》创作背景探析

国内对于莱斯·马瑞的研究不多,因此对其人其诗歌也不甚了解。莱斯·马瑞是当代澳大利亚著名诗人,以传统诗歌创作闻名于世。《冬青树》（TheIlexTree）是莱斯·马瑞与莱曼合作出版的首个诗歌集。该诗歌集获得了当年度（1965年）澳大利亚国内theGraceLevenPrize诗歌大奖。论文以莱斯·马瑞在悉尼大学求学为主线,探讨了《冬青树》创作的背景,揭示了莱斯·马瑞大学教育、人生经历及社会背景与《冬青树》创作之间的关系。
