Developing Age-Friendly Cities: Case Studies From Brussels and Manchester and Implications for Policy and Practice

Developing environments responsive to the aspirations of older people has become a major concern for social and public policy. Policies and programs directed at achieving “age-friendly” communities are considered to require a wide range of interventions, including actions at the level of the social and physical environment. This article compares the age-friendly approaches of two European cities, Brussels and Manchester, with a particular focus on policies and initiatives that promote active aging in an urban context. The article examines, first, the demographic, social, and multicultural contexts of Brussels and Manchester; second, the way in which both cities became members of the World Health Organization Global Network of Age-Friendly Cities and Communities; third, similarities and differences in the age-friendly approaches and actions adopted by both cities; and fourth, opportunities and barriers to the implementation of age-friendly policies. The article concludes by discussing the key elements and resources needed to develop age-friendly cities.

介绍了采用ＤＳＰ芯片ＴＭＳ３２０Ｃ５０及高速Ａ／Ｄ芯片实现的调频广播用的数字调频立体声编码器及其结构。研究了数字内插器的实现方法，讨论了基于凯泽窗的半带滤波器的设计步骤。该数字化方案不仅改善了音质，提高了立体声通道隔离度，而且减少了运算量，便于工程实现，并给出了实验测试结果。     

Intimate Partner Violence and Children's Attachment Representations During Middle Childhood

Despite long‐standing hypotheses that intimate partner violence (IPV) may undermine children's ability to form secure attachment representations, few studies have empirically investigated this association. Particularly lacking is research that examines IPV and attachment during middle childhood, a time when the way that children understand, represent, and process the behavior of others becomes particularly important. Using data from a sample of African American children living in rural, low‐income communities (N = 98), the current study sought to address this gap by examining the association between physical IPV occurring early in children's lives and their attachment security during the first grade. Results indicate that, even after controlling for child‐ and family‐level covariates, physical IPV was associated with a greater likelihood of being rated insecurely attached. This effect was above and beyond the influence of maternal parenting behaviors, demonstrating a unique effect of physical IPV on children's attachment representations during middle childhood.

针对目前电梯轿厢位置检测时,增量式编码器存在位置零点偏移,大多绝对式编码器又受到量程限制等缺点,提 出了基于低功耗单片机的多圈数字式绝对位置传感器。设计了多圈绝对位置传感器的硬件结构,介绍了单圈磁绝对式 旋转编码器角度信号采集及多圈计数原理;设计了单片机接口电路,串行通信接口电路,电源与停电检测电路,多圈计数 以及停电唤醒电路等硬件电路;设计了传感器系统的主要智能化软件;采用低功耗待机技术,设计了外部电源停电情况 下依靠内部电池供电机制。实际应用结果表明该系统不仅具有精度高、功耗低等特点,且具有多圈宽量程位置检测和停 电位置记忆功能。该系统能够对电梯轿厢绝对位置实现高精度实时检测。     

Football fandom and post-national identity in the New Europe

Through European club football, we can begin to detect the outlines of a new Europe of competing cities and regions which are being disembedded from their national contexts into new transnational matrices. Focusing on a specific network of Manchester United fans, broadly located in the city of Manchester, this article examines the development of European consciousness among this group of individuals. This consciousness does not consist of a European supranationalism but rather of a new emphasis on the locale of Manchester and an increasing recognition that Manchester United and the city of Manchester must compete autonomously with other major clubs and cities in Europe.

‘Northernness’, gender and Manchester’s creative industries

This article explores northernness and gender in the context of creative industries in Manchester. I argue that a version of northernness has been mobilised by those within the creative industries and that this identity is strongly linked with masculinity. The article examines the emergence of new creative industries in Manchester from the 1980s onwards. Many of these new creative industries were connected with music and club culture and often prioritised ‘lads’ and their interests. The ‘heritage’ and influence of this seedbed stage of Manchester’s creative industries and the dominant discourses about Manchester’s pop cultural creativity has had a profound influence on the ‘gendering’ of subsequent creative industries in this city. A paradigm of northern ‘laddishness’ pervades the creative sector in Manchester, and this is amplified and sustained by a powerful, media fuelled, cultural identity of the city and its popular culture. A number of local specificities have had an impact on linking creativity to ‘northern’ masculinity in the Manchester case. This has contributed to the ascendency of closed, male-dominated networks in the creative sector. This appears to stand in the way of women’s full access to, and participation in, the city’s creative industries. I suggest that all empirical case studies of creative industries could find value in reflecting on the local context and specificities of place. Using Manchester as a case study, I argue that place-specific identities could productively be explored in debates about exclusion and underrepresentation of women in creative industries.

Who Participates,How and Why in Urban Regeneration Projects? The Case of the New ‘City’ of East Manchester

Participation is advocated by political leaders as crucial for enhancing social responsibility, building social capital, improving public services, qualifying for full citizenship and for enabling local democratic participation. Despite this increased commitment to encouraging public participation, however, there remains a lack of understanding of what motivates individuals to become community activists. This analysis of urban regeneration confirms that participation is a minority sport reflecting the reluctance and/or inability of the majority of community members to engage. The motives for that minority of local people who do engage are, therefore, important for policy-makers and academics to understand. This research project in east Manchester reveals that the motives of activists are varied and more nuanced than is proposed by existing social science theories such as rational choice, social network theory or the application of such concepts as citizen-consumers. A hybridized model which privileges social network theory without, however, entirely excluding ideas of the consumer-citizen and rational choice is advocated as a more effective way of explaining both community activism and also the varying levels and durability of individual participation. If participation is to increase, however, it is vital that the nuanced motives of participants are better appreciated.
