On the limiting properties of social indicators

Characteristics of the population and economic measures that constitute traditional social indicators are compared with more recent “quality of life” measures to demonstrate that social indicators are always value statements at the policy level. The possibility of alternative perspectives is illustrated. It is suggested that an awareness of the assumptions implicit in any given indicator is as important as the data they provide.     

略论1946年上海摊贩请愿事件的几个问题

1946年的上海摊贩事件是两个性质运动的混合,之前的研究多集中在对事件过程的史实清理层面,缺少对摊贩事件中各方的利益争夺和政府应对的分析。本文拟在前人史实探索基本清楚的前提下,对1946年上海的社会经济状况和摊贩的经营状况、国民政府上海市政府和国民党上海市党部的应对及事件的社会政治意义加以阐发,以期更深入地了解当时的社会状况,并对整个事件给出更深入的结论。     

Place attachment among children in a street situation in Pelotas,Brazil

This article explores the processes which affect street children and youths’ relationships with the place called the ‘streets’. The street as a place to live is violent and hostile. However, street dwellers aspire to see the street environment positively. In fact, being able to establish a positive relationship with the street, to become attached to it, is crucial for coping within it. In this research, longitudinal qualitative data concentrating on processes were produced time-geographically with 19 street children and youths in the Brazilian town of Pelotas. The analyses of this research reveal that attachment changes over time instead of remaining static. Examples from the streets demonstrate how the human–environment relationship is shaped by constantly changing encounters of physical, social and mental (f)actors. This article stresses the importance of individual life experiences and goals for the attachment processes and for what positively affects the attachment.     

流浪儿童救助保护体系的构建原则

当前,中国流浪儿童救助保护的理论与实践都取得了显著进展。然而,在这一领域中,国家——社会关系、体制内的机构救助者和民间主体如何分工、两者关系如何调适等方面尚未形成学界共识。因此,对中国流浪儿童救助保护体系的构建原则进行讨论很有必要。构建流浪儿童救助保护体系应包括五个原则,即政府依然要扮演主要角色、社会力量的有效参与不可或缺、专业社会工作与本土社会工作相结合、档案管理与因人施“救”、对流浪儿童实施主动性救助保护等方面。     

“Why I Can't Stand Out in Front of My House?”: Street‐Identified Black Youth and Young Adult's Negative Encounters With Police

This street participatory action research (Street PAR) study organized 15 residents to document street‐identified Black youth and adult's negative experiences with police in Wilmington, Delaware. Data were collected on mostly street‐identified Black men and women aged 18–35 in the forms of (1) 520 surveys, (2) 24 individual interviews, (3) four dual interviews, (4) three group interviews, and (5) extensive field observations. Forty‐two percent of survey participants reported being stopped by police in the last year. However, with the exception of being “stopped,” participants overall reported little negative contact with police at least within the past year. Chi‐square and ANOVA analyses suggest an interactional relationship exists between race, gender, and age on experiences with police. Younger Black men (18–21) were found to have the most negative contact with police. Analysis suggests a smaller, more hardened mostly male variant of the larger street community has had repeated contact with police. Qualitative analysis reveals at least two major themes: (1) disrespect and disdain for residents and (2) low motivation for working with police. Street PAR methodology was also found to be instrumental in working with local residents and the Wilmington Police Department to improve conditions between residents and police.

19世纪初期事关贸易成败的美国客邮是学界研究的空白。通过分析美国“太平洋商人号”商船在澳门修理期间发往广州的一批信件,证明了美国在广州客邮的关键环节：依托十三行商馆区后勤服务区秘密栖身,接收转发地址为广州十三行商馆区凿石街的泗兴办馆,办馆承担了邮局的收发邮政功能,澳门广州间的美国短途客邮具有独立运行的特点。这也为19世纪初期美国在华客邮提供了详实的个案。     

解读詹姆斯·鲍德温作品中父亲形象的《圣经》原型

父子关系是美国当代著名黑人作家詹姆斯.鲍德温毕生探究的一大主题,他的许多作品中都体现了对心目中理想的黑人父亲的渴求。此外,其作品中浓郁的宗教情结同样不容忽视。鲍德温在不同时期创作的三部作品——《向苍天呼吁》、《阿门角》和《假如比尔街能够说话》——中塑造了三种不同类型的黑人父亲形象,而且这些父亲形象都可以从《圣经》以及鲍德温本人的生活中找到原型。从《圣经》原型的角度解读这些作品中的黑人父亲形象无疑对理解作者本人及其作品很有助益。     

International cooperation in stockpiles and tariffs for coping with oil supply disruptions

This paper provides a unified treatment of oil stockpiling and demand restraint as policy responses for enhancing energy security and examines the implications of recent changes in the structure and performance of the international oil market for the design of policies. These issues are addressed using a dynamic programming framework in which international policy actions of key oil-importing countries are modeled as a Nash dynamic game. Significant policy implications from the analysis include: (1) the result that, with realistic assumptions about disruption risks and inventory capacities, differences between noncooperative and coordinated stockpile policies appear to be minor and (2) significant mutual gains could be reaped from a modest degree of collective restraint on normal market oil demand. The broader role of international cooperation in enhancing energy security is also discussed.
