Many observers doubt the capacity of digital media to change the political game. The rise of a transnational activism that is aimed beyond states and directly at corporations, trade and development regimes offers a fruitful area for understanding how communication practices can help create a new politics. The Internet is implicated in the new global activism far beyond merely reducing the costs of communication, or transcending the geographical and temporal barriers associated with other communication media. Various uses of the Internet and digital media facilitate the loosely structured networks, the weak identity ties, and the patterns of issue and demonstration organizing that define a new global protest politics. Analysis of various cases shows how digital network configurations can facilitate: permanent campaigns; the growth of broad networks despite relatively weak social identity and ideology ties; transformation of individual member organizations and whole networks; and the capacity to communicate messages from desktops to television screens. The same qualities that make these communication-based politics durable also make them vulnerable to problems of control, decision-making and collective identity. 相似文献

下属隐性信息的获取是确保上级决策者有效决策的一个重要基础,现有的研究未能解决隐性信息获取的效率与预算平衡的两难问题。本文通过确认决策者的作用,在分析模型中引入决策者成本,并借鉴政府征收“所得税”的思路,不仅解决了隐性信息获取的真实性,而且解决了原有方案未能同时兼顾的预算平衡、利润最大化以及向下属转移损失等问题。 相似文献

明代宫廷的书画收藏十分丰富,嘉靖以后虽多有散出,但仍具有一定规模,直至明清鼎革之际宫廷所藏书画才散佚殆尽。明代宫廷所藏书画主要包括接收前代遗存、查抄籍没书画以及帝后臣工新创作书画几个部分。宫廷所藏书画主要由宦官机构司礼监负责保管,存放于质慎库中;另有部分历代帝王、君臣画像由印绶监保管,存放于古今通集库中。明代中叶以后,宫廷收藏书画通过充抵官员俸禄、偷窃等方式大量流散出宫,但同时也存在一定的补充和回流。明清易代之际,宫中所藏书画散佚殆尽,这为明末清初私人收藏家群体的崛起提供了机遇。 相似文献

In recent years the welfare sector has encountered numerous and often challenging changes, such as marketisation, New Public Management, and demands for evidence-based practices. These changes can be seen as a shift between the two logics of creating and maintaining authority, and as a movement from occupational towards organizational professionalism. Perhaps the most important difference between these logics is that, in occupational professionalism, authority is built on trust in the professionals’ education and ethics, whilst in organizational professionalism it is grounded in regulation and control expressed, for example, in rules, regulations, and routines. The article focuses on the ways in which two groups of social workers in Swedish social welfare offices orient themselves towards organizational and occupational professionalism in constructing themselves and in the construction of each other, as well as the work that is carried out by each group. The aim is thus to elaborate on what these logics mean at the micro-level. In this respect, pertinent questions such as ‘How are they to be understood?’, ‘Regarded from the point of view of micro politics, what do these logics mean?’ and ‘How are the logics internalized by the social workers?’ are posed. 相似文献

This paper represents the continuation of my ‘personal and professional journey’ from social work student to social work practitioner focusing on my first Practice Learning Opportunity (PLO). Recognising the potential impact of childhood sexual abuse (CSA) in a classroom environment is as important as the potential impact on actual practice learning and practice. This is salient in the real world of social work practice as the potential misuse of a painful childhood experience has greater ramifications. Utilising the ideas and assumptions of social constructionism (including context and multivocality) the significance of silence from social work educators shall be examined in relation to self-disclosure as a means of aiding PLO learning and practice. This paper will also focus on the concept of critical reflection and its significance in exploring the transferability of a childhood experience such as CSA and personal and professional dilemmas regarding self-disclosure. Since 2006, one of Indonesia’s biggest corporations operating in the cement industry has been trying to build a factory at Sukolilo village in Central Java, Indonesia. The potential for of environmental damage caused by mining and the construction of this new factory is the main source of conflict between the public and the giant corporation.The focus of this research was the communication strategy adopted by women in the community to reject the construction of the cement factory in Pati, Central Java, Indonesia. This research used a qualitative method through a case study approach. Interviews, observations, and literature studies were used as data collection techniques for in this research.We found that the practices of the “Bakul Gendong” communication strategy were effective in developing women’s awareness of environmental issues based on the values they believe in. Through the women peddlers, women’s awareness of the risk of environmental damage caused by the cement factories was successfully developed. They also created female farmers’ group named “Simbar Wareh” to strengthen cooperation between them and to better-organize their resistance. The women’s movement to resist the cement factory was also conducted by building a network, meeting authorities, demonstrating, displaying traditional symbols during celebrations such as the “Agustusan” (independence day celebration) and Kartinian (women’s day) as their sites of resistance. The local government and PT. Semen Gresik tended to use technical and economical communicative approaches, while the people mainly refer to local know how PT. Semen Gresik did not use the right communication strategy to understand the conflict that arose and how to handle it, until after 10 years of trying to build a factory in Sukolilo. 相似文献

Post-crisis policy making increasingly focuses on doing business reforms. We argue that the effects of those reforms will be different across countries. To understand the reasons for the reform outcome divergence, we advance a novel firm-size distribution (FSDs) argument. At the center of the argument is the fact that FSDs are different across countries and stable over time. Then, if a given doing business reform induces firms of different size to grow differently, this will produce a variety of reform outcomes across countries. To advance the argument, we set up a tractable general equilibrium (GE) model and study how firms of different size grow after a doing business reform. The model predicts that larger firms will grow faster than smaller firms after the reform. The model predictions are tested on the Enterprise Surveys (ES) data, merged with the Doing Business indicators. We confirm that firms of different size grow differently after a Doing Business reform. Thus, based on the notable differences of firm size distributions across countries, identical reforms to start, operate and close a business will produce a variety of reform outcomes across countries. 相似文献
