马克思市民社会理论再析——马克思人类解放思想与我国和谐社会的建立

马克思市民社会理论是对黑格尔市民社会理论的批判与超越,其价值指向是人类解放。马克思的人类解放思想对我国目前创建社会主义和谐社会具有理论与实践的双重指导意义。     

浅论民办院校图书馆和谐人文环境的建设

随着我国教育的发展,尤其是一批民办高校成功升本以后,社会力量办学在我国教育界将越来越重要,但作为高校教学三大支柱之一的图书馆建设在民办高校建设中却相对滞后。民办高校图书馆应根据形势的变化和学校的发展战略,以人为本,从读者与馆员队伍两个方面出发,构建和谐的人文环境,以实现民办高校图书馆的可持续发展。     

乡村振兴战略下的农村公民道德建设

加强农村公民道德建设对于全面推进乡村振兴战略具有重要的时代价值,是实现“产业兴旺”的前提条件、“生态宜居”的有效举措、“乡风文明”的关键环节、“治理有效”的核心所在和“生活富裕”的基础保证。现代化进程中社会个体的崛起在增进广大农民现代性意识、促使农民群众走出传统的同时,也给农民的精神世界和道德认知带来新的挑战,农民的价值判断趋于多元、公共精神趋于式微、集体观念趋于弱化,基层党组织的引领作用发挥不够突出,农村公民道德建设面临着多元整合困境、公共性培育困境、价值取向困境和组织保障困境。新时代,应坚持用社会主义核心价值观引领农民,增进农民的价值共识,夯实农村公民道德建设的思想基础;发挥农民在乡村治理中的主体作用,培育农民的公共精神,夯实农村公民道德建设的社会基础;以乡村文化构筑新型乡村社会“共同体”,重塑农民的集体主义意识,夯实农村公民道德建设的文化基础;以提升组织力为主要目标,激发基层党组织的组织活力,夯实农村公民道德建设的组织基础。     

The arrival of critical citizens: decline of political trust and shifting public priorities in China

Political trust has been in decline in China. In this article, we capture this decline as reflecting the modernization of Chinese political culture. While the government managed to deliver a sustained period of rapid economic growth, the public's trust in it is diminishing through two mechanisms. On the one hand, Chinese citizens are acquiring stronger liberal democratic values, which make citizens more critical toward government institutions. On the other hand, changing political culture is also shown in the citizens’ shifting of their priorities toward the expansion of freedom and empowerment of citizens. Decades of socioeconomic modernization, therefore, meant that the era of critical citizens has arrived in China.     

政府购买居家养老服务的探索与发展——以济南市历下区为例

基于济南市历下区购买居家养老服务的实践,探讨了社区居家养老服务的时代背景,重点分析了历下区政府购买居家养老服务的运作模式,研究结果表明,在我国养老压力日益严峻的情况下,要完善政府购买居家养老服务模式,必须积极推进社区居家养老服务产业的发展;加大政策扶持力度,加强资金引导;培育社会组织,提高养老服务品质;实现政府购买居家养老服务的标准化运作,只有这样才能缓解养老压力,提高老年人生活质量,推动养老服务事业的发展。     

Structuring composite local governance indicators

The importance of good governance is praised by many academics and practitioners. The prominence of the subject suggests that measurement is important. However, setting out to measure the quality of governance empirically is controversial. Doubts regarding the feasibility and meaningfulness of this undertaking are widespread in the literature. Recognizing the potential caveats, the current article discusses a set of guidelines for structuring a theoretically sound local governance assessment tool based on the Decision Analysis and Operational Research literatures. The authors argue that using a multi-criteria model which employs several objective (quantitative and qualitative) indicators and relies on a participatory method to aggregate them is a suitable way of developing sensible Local Governance Indicators. The purpose here is to provide a detailed roadmap for any country (or region, or locality) willing to engage in the assessment of the quality of local governance. The real-world implementation of a model developed according to these guidelines could help raise awareness, promote good practices and increase the ‘governance literacy’ of citizens. By operationalizing good governance, analysts may also be able to further investigate the relationships between local governance practices and several socio-economic factors.     

Who is Jobless? A Comparison of Joblessness in Rural and Urban Areas in China

Since market‐oriented economic reform was launched in China in the 1980s, unemployment has been recognized by the government. This paper focuses on the differences in joblessness in rural and urban areas between rural migrant workers, peasants, and urban citizens. The results indicate that people in rural areas frequently lose their jobs, which differs from the traditional perception. There is a significantly lower jobless rate in urban areas. In contrast to the results of previous studies, the employment situation of rural migrant workers is closer to urban citizens rather than peasants. Logistic regression results show that the elderly, women, and less educated citizens have a higher likelihood of joblessness, both in urban and rural areas. Minorities have a lower likelihood of joblessness in rural areas and a higher likelihood in urban areas. Chinese Communist Party members and people without dependent children have a lower likelihood of joblessness in urban areas.     

试论我国公民伦理道德教育

公民伦理道德教育作为世界性的课题,有许多问题值得研究.根据当前我国公民伦理道德建设中存在的主要问题,公民伦理道德教育应从培养公民意识(包括平等意识、主人意识、权利和义务意识),培养尊重他人、尊重权利和尊重公共生活准则的公共伦理态度,培养公民的社会责任感,加强民族传统美德教育等几个方面入手,并找出公民伦理道德教育的方式和途径.     

电子政务环境下的网络舆情应对策略

当前,我国在电子政务环境下应对网络舆情时存在许多问题：对网络舆情的综合治理能力不足,政府网站在网络舆情引导和控制方面的作用不大,如政务信息公布不及时,更新速度缓慢,在线服务功能发挥不足。针对这些存在的问题,从服务型政府、政务公开、新型电子信息技术的应用等方面提出应对网络舆情的策略：兑现服务型政府承诺,积极引导网络舆情;切实推行政务公开,提高政府信息透明度;应用现代信息技术,建立网络舆情危机的预警、处置机制。     

素质教育与公民培养问题之省思

因升学考试而产生的广泛意义上的"应试教育"蔚然成风,并未因"素质教育"的提出与新课程改革的推进而有效地解决。基础教育作为培养未来社会公民的基本教育,它的目标应该是公民的基本素养而非未来的学科专家,它的内容应该是全面而综合的各种素质,而非升学应试的知识碎片。素质教育的真正推行在于合理把握教育的两极之道,既要从宏观上有效管理教育事业,使它按教育规律办事,又要从微观上重视教育教学之人文性所在,充分发挥教育中人的作用与价值,促进人的发展,培养合格的社会公民。
