中国“碳中和”目标的实现路径与模式选择

围绕中国碳中和目标的实现路径与模式选择问题，提出了一个中国应对气候变化整体治理模式，即多阶段混合主导型碳中和实现模式。这一模式是以国家为核心，在一定时期和内外环境约束下，通过减排和增汇路径，对中国境内由人类活动造成的CO2排放与人为CO2吸收量之间关系进行调整和平衡的过程；其内部由宏观、中观和微观三层结构组成，每层结构各不相同。多阶段混合主导型碳中和实现模式的提出，拓展和完善了气候变化整体治理理论，为气候变化治理提供了机制借鉴。     

When Working Hard Is Not Enough for Female and Racial/Ethnic Minority Apprentices in the Highway Trades

Drawing on employment records, qualitative interviews, and a survey, we explore the experiences of apprentices in the highway trades in Oregon. We demonstrate that female and racial/ethnic minority apprentices have lower rates of recruitment and retention and disproportionately face challenges with interpersonal interactions, hiring practices, and supervisory practices. Yet, we find a pervasive narrative that attributes apprentices' success to “hard work,” which contributes to the legitimacy of these inequalities. Consistent with the conceptualization of work organizations as inequality regimes, we argue that the apprenticeship system has policies, practices, and ideologies that are on the surface gender and race/ethnicity neutral, yet lead to the perpetuation of inequalities.

Design selection for strong orthogonal arrays

Strong orthogonal arrays (SOAs) were recently introduced and studied as a class of space‐filling designs for computer experiments. An important problem that has not been addressed in the literature is that of design selection for such arrays. In this article, we conduct a systematic investigation into this problem, and we focus on the most useful SOA(n,m,4,2 + )s and SOA(n,m,4,2)s. This article first addresses the problem of design selection for SOAs of strength 2+ by examining their three‐dimensional projections. Both theoretical and computational results are presented. When SOAs of strength 2+ do not exist, we formulate a general framework for the selection of SOAs of strength 2 by looking at their two‐dimensional projections. The approach is fruitful, as it is applicable when SOAs of strength 2+ do not exist and it gives rise to them when they do. Modifications of sequential designs in bioequivalence trials

Bioequivalence (BE) studies are designed to show that two formulations of one drug are equivalent and they play an important role in drug development. When in a design stage, it is possible that there is a high degree of uncertainty on variability of the formulations and the actual performance of the test versus reference formulation. Therefore, an interim look may be desirable to stop the study if there is no chance of claiming BE at the end (futility), or claim BE if evidence is sufficient (efficacy), or adjust the sample size. Sequential design approaches specially for BE studies have been proposed previously in publications. We applied modification to the existing methods focusing on simplified multiplicity adjustment and futility stopping. We name our method modified sequential design for BE studies (MSDBE). Simulation results demonstrate comparable performance between MSDBE and the original published methods while MSDBE offers more transparency and better applicability. 论“莱西会议精神”对新时期全面深化农村基层党组织建设的价值和意义

农村基层党组织是党在农村的神经末梢,也是党的路线、方针、政策的"终端"推动者和实践者。现阶段农村党组织建设面临新兴组织不断涌现与党组织作用削弱的不适应,"权力和资源缺失"与服务刚性增强的不适应,村民自治进一步发展与群众政治参与欠充分的不适应,群众诉求多样化与满足渠道单一的不适应,部分党员党性不强、意识淡化与始终保持先进性的要求不适应等问题。在加强以党支部为核心的农村基层组织建设的"莱西会议精神"指导下,全面深化农村基层党组织建设:思想上高度认识是前提,加强支部建设是核心,坚持法治、完善村民自治是重点,紧扣服务、创新制度是关键,统筹协调、综合配套是保障。     

关于高校中层副职干部几个基本问题的思考

高校中层副职干部具有高校干部、中层干部和副职干部的群体特征，应当具备相应的政治、思想、道德、业务、能力和身体等方面的基本素质。高校应当按照现行干部配置规制，结合内部管理体制和工作机制任用干部。高校中层副职干部的日常活动涉及到社会、学校、家庭等多个层面，必须妥善处理好各种人事关系。
