市场竞争条件下成人高等教育发展的困境与突破

改革开放以来，我国经济体制从计划走向市场，并逐步趋于完善。经济体制的转变带来了成人高等教育活动的变革。市场竞争条件下成人高等教育发展呈现出竞争性、合作性、品牌化、多样性和适应性等特征。然而，我国成人高等教育却存在着地位不明、竞争力弱、质量偏低、单一化、趋同化等问题。我们只有对成人高等教育进行系统改革，才能建立与现代市场经济体系相适应的成人高等教育体系。     

Clinical Writing of a Therapy in Progress: Ethical Questions and Therapeutic Challenges

Clinical implications and ethical dilemmas of the use of confidential case material in clinical writing are examined, including a review of the discourse among professionals who publish clinical work. This literature is applied to a clinical illustration of psychotherapy with a client who gave consent for publication and read the clinical write-up of her case material. It is suggested that clinical writing may increase client “self-reflection” if there is a “secure base” of attachment between therapist/author and the client. The impact on the client’s treatment process is examined, in addition to a discussion of ethical questions and professional recommendations. ²Dr. Susanne Bennett is an Assistant Professor, National School of Social Service of the Catholic University of America. 社会困境是指那些使得个体理性导致集体非理性的环境。文章介绍了社会困境在两人和多人环境下的具体含义,详细说明了解决社会困境的可能途径,即动机性、策略性和结构性解决方法。     

劳动力转移的困境和挑战——基于对凉山彝族外出务工人员困境的思考

目前,在凉山彝区,外出务工是劳动力转移的主要方式,许多家庭通过外出务工脱贫致富。在当地无力承担和消化剩余劳动力的情况下,外出务工的现象将长期存在,正确认识彝区劳动力转移的合理性非常必要。为此笔者对四川凉山的冕宁、盐源等地彝区外出务工人员较多的村寨通过田野调查方式,了解当地劳动力转移的历史和现状,掌握存在的问题并分析其原因,提出解决思路和具体措施。应该建立劳动力转移的社会支持系统,继续不懈地积极推进劳动力转移工作。继续加大各级职业技术教育,增强劳动力转移的市场竞争力。加强法制教育,促进用人机构和彝族群众增强法制意识,依法促进彝族务工者的城市融入。进一步强化乡镇劳务开发工作体系建设,加强跨区域合作,倡导有序输出,规范对劳务经纪人的管理,强化劳务培训质量,提高彝族务工人员素质,保护彝族务工人员的合法益。     

试析农村民间组织管理中的困境

农村民间组织管理既是社会主义新农村建设中的重要任务,也是我国民间组织管理中的一个难点。实现农村民间组织管理的规范化和专业化,必须突破存在和面临的各种管理困境。本文简要分析了我国农村民间组织管理中的六大困境：认识困境、态度困境、体制困境、制度困境、能力困境和统计困境。     

困境与解局：社会管理创新语境下基层服务型政府建设的思考

社会管理创新是我国改革与发展的新任务,而建设基层服务型政府是我国政府转型的重中之重和社会管理创新的前沿阵地。当前,我国基层服务型政府建设面临“民本至上、服务为先”施政理念缺失;重经济管理,轻社会管理的职能偏好难改;财力与事权不对称,基层公共财政步履维艰;公众参与机制滞后;部门利益与公共利益之间张力不减以及法治行政失范,公共权力异化等困境。解决上述问题,必须观念创新、制度创新和机制转换上实现新的突破。     

Ethical uneasiness and the need for open-ended reflexivity: the case of research into older people with a wish to die

This article focuses on research ethics in highly intimate research with possible impact on life and death. In order to stimulate an open-ended dialogue about research ethics, we reflect on four ethical challenges that came up during our research into older people with a wish to die. Drawing on our experiences, we discuss (1) the possibly confirming influence of our research on the death wish (moral experience of whether or not to disregard responsibility); (2) the suggested duty to intervene (moral experience of whether or not to compromise the person’s autonomy); (3) the researcher’s authority and power over the data (moral experience of threatening a person’s self-narrative) and (4) the dilemma of intimacy (moral experience of encountering the tragic). For guidance in addressing these challenges, we draw upon work on research ethics from phenomenological and care ethics scholars, as well as from those writing about relational ethics in health research. We suggest that being open about ethical uneasiness is important, because in most cases of a grey area, there are only open-ended answers needing an enquiring mind, rather than clear and fixed guidelines. Acknowledgement of ethical uneasiness and open-ended reflexivity are indispensable to constitute a morally good research practice.     

Ethical Considerations in Management Research: A ‘Truth’ Seeker''s Guide

Within a growing Knowledge-Management context, it would appear that Management Research calls for researchers to explicitly understand their own values, have increasing capacity for reflexivity and anticipate various ethical dilemmas that emerge from the research endeavour. This paper provides an overview of the philosophy of ethics and focuses on a researcher's ethical reasoning. It provides a framework for understanding causes of ethical dilemmas in the context of management research and provides strategies for a way forward through such dilemmas. The paper, finally, outlines exercises pertinent to research ethics and ‘hands on’ research praxis. This revised version was published online in July 2006 with corrections to the Cover Date.     

The Symbolic Dilemmas of Suburban Poverty: Challenges and Opportunities Posed by Variations in the Contours of Suburban Poverty1

Poverty has increased significantly in U.S. suburbs since the 1990s. What we know about suburban poverty is largely limited to demographic and economic information. Building off the organizational perspective approach, I use in‐depth interviews with nonprofit, antipoverty organizations in eight Pennsylvania suburbs to better understand the suburban poverty experience. My focus is on how organizations compete for external resources. By working directly with the poverty problem while also working in broader metropolitan political and economic fields of decision making, this “middleman” role ( Marwell, 2007 ) gives us insights into contemporary poverty dynamics for suburbs. I find that how suburban organizational leaders perceive the challenges they face, and what strategies they adopt to confront such difficulties, revolves around symbolic dilemmas posed by the history, distribution, and politics of poverty in the suburbs. Symbolic dilemmas cluster around three different situational contexts of poverty in the suburbs. I use this to develop a three‐part typology of suburban poverty: symbiotic suburbs, skeletal suburbs, and overshadowed suburbs. This typology has implications for future research and for policymakers interested in developing tools to appropriately address this pressing issue.
