改革开放以来中共领导集体法律思想研究述要

学界对改革开放以来中共三代领导集体核心——邓小平、江泽民、胡锦涛法律思想的研究主要集中在对其历史地位、历史意义、基本内容、基本特征及形成过程的概括和总结上，对三者的相互关系、它们对中国法制建设的影响及三者在中国特色社会主义法制思想形成过程中所做出的历史贡献缺乏整体性研究，需要今后进一步深入探讨。     

Experiences with systematic triangulation at the Global Environment Facility

Systematic triangulation may address common challenges in evaluation, such as the scarcity or unreliability of data, or the complexities of comparing and cross-checking evidence from diverse disciplines. Used to identify key evaluation findings, its application has proven to be effective in addressing the limitations encountered in country-level evaluation analysis conducted by the Independent Evaluation Office of the Global Environment Facility (GEF). These include the scarcity or unreliability of national statistics on environmental indicators and data series, especially in Least Developed Countries; challenges in evaluating the impacts of GEF projects; and inherent difficulties in defining the GEF portfolio of projects prior to the undertaking of the evaluation. In addition to responding to the need for further developing triangulation protocols, procedures and/or methodologies advocated by some authors, the approach offers a contribution to evaluation practice. This applies particularly to those evaluation units tasked with country-level evaluations in international organizations, facing similar constraints.     

社区思想政治工作的有益探索--洛阳市瀍河回族区社区思想政治工作调查

洛阳市瀍河回族区近年来抓思想政治工作促社区建设,社区建设成效显著,被授予全省"社区建设示范区"的称号.他们坚持"两手抓,两手都要硬"的方针,把社区思想政治工作作为社区建设的"生命线",把社区思想政治工作与民族团结工作有机地结合起来,把解决群众的思想问题与解决实际问题结合起来,把开展群众性的精神文明建设活动和社区文化活动结合起来,有力地推进了经济发展和社会进步,为开展社区思想政治工作提供了新鲜经验,进行了有益探索.     

长江三峡地区西周、东周时期文化遗迹的考古发现研究

近 2 0年来 ,通过对三峡地区西周、东周考古调查和部分遗址的发掘 ,我们积累了大量丰富而又系统的实物资料 ,对三峡地区西周、东周时期历史文化、社会发展等方面有了较全面的了解。文章重点对西周、东周时期三峡地区的文化内涵、渊源及与周邻地区同时期文化遗存的特点进行了分析 ,并揭示了这一时期三峡地区文化的多个层面。     

“社会福利社会办”新路——佛山民政工作调查报告

从政府包揽福利到社会办福利是计划经济向市场经济转轨中社会福利走出的一条新路。佛山民政工作提供了一个地级市、一个中等城市社会福利社会办的具有佛山特色的典型。它为我们提供的经验有四：一是密织城乡一体化的社会保障网;二是摸索“一院两制”新模式和新特点;三是实现福利服务资金筹措社会化;四是建立社会化福利服务队伍     

《内蒙古工业大学学报》(自然科学版)五年载文分析(1994～1998)

本文对《内蒙古工业大学学报》（自然科学版）１９９４～１９９８ 年五年载文情况进行了统计分析．其中包括收稿及刊用率,稿源,分类,内容,篇幅,出版时滞,作者情况以及各类基金论文发表情况等．将其统计结果与文献〔１〕进行了比较,结果表明刊用率,出版时滞和文章篇幅均较上一个五年有所下降．     

浅析安徽省高校科技成果转化现状及对策

从安徽高校科技成果转化的现状入手,分析了安徽高校科技成果转化低的主要制约因素为缺乏资金、成果技术不成熟、企业对成果的吸纳力不强、成果偏离市场需求、成果评价不可靠、相关政策法规不健全、成果转化中介服务不健全、技术市场发育不成熟,针对性地提出了解决问题的措施与对策。

近年来,古蜀文化遗址考古发现取得了丰硕成果。本文将近年古蜀文化遗址考古发现与古蜀传说史迹相拟合,使古蜀社会发展面貌更为清晰,相信对建立新的巴蜀古史有所裨益。     

Decentring the NHS: A Case Study of Resource Allocation Decisions within a Health District

The aim of New Labour's health policy is to shift more of the balance of power and responsibility for services to the local level. But, while the government proclaims a new decentralized NHS, doubts exist about the extent to which the reality on the ground matches the tone of policy. This article reports empirical work examining the level of autonomy purchasers have over budgetary allocation. A case study analysis of purchasing within a single district was undertaken for the financial year 2001/2 which included semi‐structured interviews with key officers responsible for budget allocation. Purchasers approach a new financial year with a starting position that matches the previous year's allocation—the “baseline”, this is adjusted for inflation and, as has happened over the last few years, increased further in real terms by “growth funds” for service modernization and government initiatives. The analysis shows a clear dissonance between policy and practice; although purchasers have complete control over their “baseline budgets”, the study found that this does not “ring true” at the local level. Only about a fifth of growth funds were at the discretion of purchasers as most are taken by national priorities and pay and price inflation. Further decentralization is planned, which includes transferring more control of funds to primary care trusts by 2004, the extent to which these measures will change the perceptions of those working in the service remains to be seen—only then will the government be able to claim a truly decentred service.
