The Eurasian Economic Union: Development Prospects and Possible Obstacles

This article analyzes the development prospects and problems for the Eurasian Economic Union (EAEU). It examines issues of integration within the EAEU, as well as interactions with other countries, both CIS (Commonwealth of Independent States) and non-CIS. The main problem of integration within the EAEU is the dominance of redistributive motives over productive ones. This article assesses the extent of Russian oil and gas transfers to EAEU partners and the impact of tax maneuvers on their size. It shows that the creation of mechanisms for redistributing profits within the EAEU will allow a positive economic effect to materialize from free trade agreements with non-CIS countries. The article assesses the risks for the EAEU related to Russia’s introduction of a unilateral ban on food imports from countries on the sanctions list and to the possible establishment of tariffs on trade with Ukraine.

迁徙自由的权利是基于人类固有尊严而应为人人所享有的,以《中华人民共和国户口登记条例》为依据的中国户籍制度在事实上将这项权利取消了。这种户籍管理制度所产生的不公平及对我国市场经济的发展造成的不利影响不容小视,所以当前改革户籍管理制度,确认并设立公民的迁徙自由权利显得必要而迫切。     

发展党内民主的关键：完善党的代表大会制度

党内民主是党的生命。科学完善的党的代表大会制度，是保证党内民主得以存在和发展的最好的制度设计。也是党保持生机与活力的最强有力的制度保障。因此，要发展党内民主和完善党的代表大会制度，就要健全党代表选举制度，确保党的权力产生的民主性；要理顺党代会、全委会、纪委的关系，确保党的权力设置的科学性；要完善报告、质询和提案制度，确保党的权力监督的实效性。     

A relation for the covariances of order statistics from n independent and non-identically distributed random variables

We derive a simple relation satisfied by the covariances of order statistics in the i.i.d. case and then generalize it to the case when the variables are independent and non-identically distributed. This relation could be employed successfully either to check the calculations or to reduce the amount of direct computations involved in evaluating the covariances of order statistics from an outlier model.

县市党代会常任制试点的做法与思考

中国共产党在中国政治权力构架中处于核心地位,政党推动成为中国政治民主化的内在演进逻辑。第二轮党代会常任制试点改革在实践中摸索到了一些好的做法和经验,比如在党代表的产生方式、年会制和配套改革方面都迈出一定的步伐。当然,在试点改革中也出现了一些问题需要继续探索,比如党代表的专业性资格问题、党代会常任制的理论定位问题以及要不要设立党代会常设机关的问题和党内分权的问题等等。党代会常任制改革应该在上级的支持和指导下,有步骤地进行,逐步扩大试点直至全面铺开。     

在礼教与世俗间徘徊的市民代言人——由明代士人隐居方式的变化来看近代审美文化发展的趋势

晚明士人隐居于市井时与市民大量接触,使士人能够体察市民的内心情感,不自觉地成为其代言人,从而开始亲近市民文化,自觉不自觉地受市民风情影响,创作出符合市民口味的文学作品。但因他们长期受封建儒家正统文化的影响,所以其行为与其作品中的形象通常又是矛盾的。

＂90后＂大学生群体具有坚定的政治信仰、强烈的爱国热情、明确的价值取向;生活态度总体上积极健康,人生目标明确。但是由于各方面原因,这一群体对未来充满了不确定感,紧张、压抑、焦虑的情绪比较严重,如果不能妥善引导和疏通,情况堪忧。高校思政理论课在解决这些问题上发挥着重要作用。因此,思政课应从构建和谐师生关系和创新教学方法等方面,提高其教学实效性。

The role of eviction in veterans’ homelessness recidivism*

Eviction is one of the leading causes of homelessness in the U.S.A. Though permanent supportive housing (PSH) helps participants maintain housing, some still leave due to eviction. This study aimed to determine whether eviction is an important predictor of recidivism and time to return to homelessness for participants exiting PSH. The characteristics and post-exit service use of 2802 Veteran PSH participants were analyzed based on exit reason. A Cox proportional hazards survival analysis modeled risk factors for returning to homelessness within 360 days of exit. Compared with other exiters, evicted Veterans remained in the program for less time, were less likely to be receiving service-connected compensation, and used more services – particularly mental health and substance use services – following their exit, and those who returned to homelessness did so more quickly. Identifying participants who might benefit from more intensive services, project-based housing, or income supports may prevent evictions and subsequent returns to homelessness.
