江苏省城镇污水处理市场化中的融资问题研究

城镇污水处理市场化是公共事业民营化的重要组成部分。但由于污水处理投资巨大,资金回收周期长,污水处理者对污水排放者及排放情况的信息掌握比较困难,污水处理市场化需要更加复杂而有效的制度支持。本文强调通过降低进入壁垒、提高污水处理收费标准、增加企业自主权等制度变革,来增加污水处理投资的长期可持续融资能力。     

论排污许可法律关系

论证排污许可为公益行政合同的法律性质,认为环境保护的公益性决定排污许可管理的行政性,而持续削减原则和固定污染源制造过程的变化决定排污许可管理的契约性。认为排污许可法律关系的重新定性有利于合同强制性理论的适用,以解决排污许可制度缺乏稳定性、持续性和权威性的问题;有利于适用为公益的第三人合同理论,以解决环境许可程序上公开性不足的问题;有利于适用为公益合同的相对性理论,以解决排污许可监管力度不够的问题;可以为企业达标排污损害责任的溯及既往提供法理解释;可以在排污许可制度中运用情势变更原则。     

水污染控制工程课程教学改革探索

水污染控制工程课程是环境工程各专业方向的主干专业课程。本文通过对该课程体系内容和问题的综合分析 ,提出了该课程改革的总体思想与实施措施 ,强化了学生的创新能力培养     

Spinal Cord Injury

ABSTRACT

This article provides an overview of spinal cord injury (SCI) that is useful and informative for social workers and other health care professionals who work with this population. Social workers new to the specialty of spinal cord injury must expand their knowledge base of this chronic injury. Social workers contribute to the rehabilitation process through assessment, education, and discharge planning. This article also may be used to inform persons with spinal cord injury and their families and to encourage them to engage in dialogue about SCI in the earliest stages of treatment and rehabilitation.     

Ways out of the sewage sludge dilemma: Connecting administrative and participatory decision making

This paper examines the problem of decisions about the disposal of sewage sludge, in the face of stakeholder groups with varying viewpoints, based on a current case from the state of Lower Saxony in Germany. Like other developed countries, Germany faces the dilemma that sludge arisings are increasing (e.g., because of better water treatment) while disposal options are becoming more scarce. Lower Saxony relies heavily on landfill and agricultural application, but landfill of untreated sludge will be banned after 2005. The state Environment Ministry sees agricultural application as having various advantages, but it faces scepticism from various stakeholders. The ministry has therefore taken steps to encourage a long-term dialogue process with the main stakeholders, including farming organizations, food processors, other landowners such as the churches, and environmental and consumer organizations. The process began with a discussion forum in 1995 that led to the proposal of specific discussions with stakeholders. This paper focuses in particular on the dialogue with environmental and consumer groups. It analyzes the initial positions of the various stakeholders, describes the concrete steps taken so far, describes the ongoing efforts, and critically evaluates the procedures used as well as their implications in terms of the ideas of deliberation and analysis.

化学药剂在引气浮选中的作用

在引气浮选中，影响除油效率的因素主要是油粒直径、气泡直径和油粒表面的化学性质。加入表面活性剂、聚合物及无机物凝聚剂，可以降低气泡直径、增大油粒直径、降低油粒表面的电位，从而提高除油效率。     

On the Inside: A Narrative Review of Mental Health Inpatient Services

This paper describes and discusses the results of a narrativereview of inpatient mental health services in the UK. Four mainthemes emerge from the review: the growing pressure on inpatienthospital services; the negative experience of inpatient servicesreported by many service users; the problematic nature of hospitaldischarge; and possible alternatives to hospital admission.This review also suggests that a failure to recognize and acton what appears to be happening in hospitals could result ininpatient care once again being subject to the scrutiny andcriticism that cast a shadow over psychiatric services in the1960s and 1970s. To stop this happening, current governmentpolicy is right to focus attention back onto acute care throughnew guidance and by commissioning research. However, changesalso need to take place at a practice level so that front lineworkers are familiar with conditions in local acute servicesand can challenge unacceptable behaviour/services in supportof their service users. With current changes in the make-upof local mental health services and a greater emphasis on partnershipworking between health and social care, it may be that socialcare practitioners can do this not only from the outside, butincreasingly ‘on the inside’ (from within integratedhealth and social care organizations).     

论我国传统盐业合伙债务清偿的特点

盐业契约是指有关盐井开凿以及盐业生产、经营、管理等契约规范的总称,这些规范在中国契约法律制度和盐业文化体系中占有十分重要的地位。盐业合伙契约作为一种独具我国民族特色的资本组织形式,其债务清偿具有许多不同于一般合伙债务清偿的特点,从合伙债务清偿的常见类型出发,分析“井债井还”这种盐业合伙债务清偿的独特模式,对于理解合伙债务清偿制度分类的科学性及多样性,完善我国民商事法律制度具有重要意义。     

电子回旋共振放电中电子能量分布特性的研究

建立了电子回旋共振(ECR)放电的粒子模型,编制了准三维电磁模粒子模拟与蒙特卡罗模拟程序。通过对氩气ECR放电电离过程的理论分析与数值模拟,得到了放电稳态形成时不同放电区域的电子能量分布。研究了不同中性气压以及外加磁场位形对这些区域中电子能量分布特性的影响。随着中性气压的升高,远离ECR区域中的低能电子减少,高能电子增加,而ECR区域中电子能量分布变化特征与之相反;相对于收敛磁场位形,磁镜磁场位形更有利于约束放电下游区的电子能量以及电子能量分布的宽度。
