Transformer in navigation: Diverse government roles for open innovation in China's high-speed rail

Based on a longitudinal case study of China's high-speed rail embedded in the emerging economy context, we focus on what role the government plays and how that matters to open innovation (OI) for competitive advantage. By linking the OI literature with the national political institutions literature to motivate our research question, we propose a statist-based OI view to differentiate diverse government roles, investigating how government adopts roles in a combined way to push OI in stages. Our findings suggest that government is an important strategic decision-maker for OI. Specifically, the government plays various roles as commander, protector, cultivator, and intermediator, reflecting state activism derived from national political institutions, to construct institutional-level OI for domestic OI activities, and inbound and outbound OI across national borders. We find government can deliberately and strategically use its diverse roles in a combined way to push OI for competitive advantage through the industrial evolutionary process over time. Our study contributes to the OI literature and integrates the strategic management literature with the study of OI to provide new insights to explain the origins of competitive advantage from the state perspective.     

经济赋能与社区融合—以一个西部地区的反贫困实践为例

文章基于陕西省白水县的农村反贫困实践探索,从发展性社会工作视角探讨经济赋能与社区融合干预对于残疾人脱贫发展的意义。 这一反贫困实践案例显示,贫困者的生计发展嵌入在其家庭及社区的关系性脉络中,依托于残疾人互助合作社的社区融合介入,有助于残疾人的经济与社会的双重赋能,提升残疾人生计发展的内生动力。 同时,本地社会组织在残疾人反贫困中发挥关键作用,社会组织的能动性发展促进了多主体合作参与的贫困治理,也带动了社会工作专业理念和方法在反贫困实践中的运用。     

农地产权结构变迁视域下土地增值收益的公平分享

农地产权结构是搭建土地增值收益分配与宪法秩序有效链接的重要桥梁.从农地产权结构变迁的视角看,我国传统土地增值收益的国有化机制实际在很大程度上符合1982年宪法所确立的社会主义地租国有原则及地利共享秩序.然而,由于宪法土地条款一开始就被注入了地利分配具有倾向性的思想基因,长此以往便忽视了农民作为整体分享土地增值收益的"另一半宪法秩序".新型城镇化背景下,国家进行了"同地同权"、赋权于"民"的农村土地管理制度改革,其实质是宪法秩序的延续而非替代,我国土地增值收益分配的主要机制仍是征地补偿制度.要实现我国土地增值收益的公平分享,必须回到社会主义"国家—集体"一元论的完整地利共享秩序中来,并遵循实质平等的要求,通过以"人的城镇化"为目标对区片综合地价进行限定、采取倾向于农村及农业发展的"土地财政"政策、打破城乡户籍二元制实现城乡一体化发展等方案,推动农民全过程参与、共享土地利益.     

Women’s mobility and ‘transport-related social exclusion’ in Bishkek

This paper analyses gendered mobilities in Bishkek in the space of the most popular form of public transport: the minibus, or ‘marshrutka’. As the means by which women often access various important sites of daily life, the marshrutka itself is a site of negotiation and interaction. Utilizing theories of mobility and empirical data, we argue that marshrutkas are spaces that can give rise to two dichotomous conditions: positive marshrutka experiences may increase the social mobility of female passengers and subsequently increase social empowerment and influence, while negative ones can provide the grounds for social exclusion and gender inequality.     

社会发展内涵探析

作为马克思主义哲学研究的社会发展，不是对具体的社会发展问题进行实证研究，而主要是运用逻辑手段，对复杂的社会发展现象进行抽象、概括，揭示出社会整体发展的普遍本质和一般规律。为了对社会发展有一个较为全面的理解，从社会、社会革命、社会变迁、社会转型与社会发展之间的关系入手进行了探讨。     

从主权国家的兴衰看权力博弈形态的转型

传统的国际关系理论,无论是现实主义、自由主义、建构主义还是科学行为主义理论,都是把主权国家抽象成一个统一的国际关系行为体。这一行为主体有一致的利益,也自然要有一致的对外政策目标和手段。在20世纪,尤其是在两次世界大战和冷战期间,这一概念抽象是非常准确的。但冷战结束以后,尤其是进入21世纪以后,这一概念抽象逐渐与国际关系的现实相违背。一方面,国家综合实力并不能直接转化为具体领域的竞争优势;另一方面,很多国家,包括超级大国在内,其对外政策的主要阻力可能不是所谓的竞争对手,而是其国内不同的利益集团。这导致传统的国际关系理论,从假设到概念和推理层面,都已经无法解释和预测今天的世界,而权力小博弈理论可以为认识多元复杂互动博弈时代的国际关系提供一个新的解释框架。     

Social work students' conception on roles within the family in Greece

The present article is based on a small-scale research that took place with third-year students in the department of social work at Technological Educational Institute of Patras. During class the students, who undertake the laboratory course ‘Social Work with Families’, were asked to discuss family roles and depict them on drawings. Analysing their drawings in a qualitative approach the findings suggest that students adopt traditional views on family issues and the family roles. Various gender stereotypes and prejudices were reflected in students' drawings and this is alarming for both social work education and practice.

改革开放以来，我国社会获得前所未有的飞跃发展，而社会结构却明显滞后于经济结构，社会管理中的各种问题和矛盾日益凸显，社会结构基本呈现亚稳态特征。当今社会建设的核心是创新社会管理机制，优化调整社会结构。     

Spectacles of intimacy? Mapping the moral landscape of teenage social media

This paper explores young people's expressed concerns about privacy in the context of a highly mediated cultural environment, mapping social media practices against axes of visibility and participation. Drawing on interdisciplinary conceptual resources from both the humanities and social sciences, we use ‘spectacles of intimacy’ to conceptualise breaches of privacy, mapping an emergent moral landscape for young people that moves beyond concerns with e-safety to engage with the production and circulation of audiences and value. The paper draws on data from a methodological innovation project using multi-media and mixed methods to capture lived temporalities for children and young people. We present a model that captures a moral landscape shaped by emotional concerns about social media, the affordances of those media and affective discourses emerging from young people's use of the media.     

美好抑或悲哀:旅游演艺的文化真实性研究

文化是旅游演艺的灵魂,旅游演艺即为通过对真实的地域文化进行抽离、截取、裁剪等艺术性加工所形成的具有舞台美感的旅游表演,并使真实的文化转变成舞台上的文化。由于利益诉求不同,旅游演艺相关各方对于文化真实性的关注角度存在一定差异。旅游演艺在对地域文化进行艺术加工的同时,也在对地域文化进行着解构与重构。地域文化真实性在解构与重构过程中发生改变,也使得旅游演艺相关各方对文化真实性产生了不一样的理解。尽管地域文化真实性因旅游演艺的介入而发生变化这一客观事实引起了一定的悲哀性慨叹,但总体而言旅游演艺重构或生产"新文化"这一过程既是美好的现实,更是美好的"真实",另外,这类"新文化"同样值得尊重,其是地域文化变迁过程中的真实性存在。
