面对政府人员编制久悬未决的"冗余与否"及"取向如何"的论争,应改变既有主观思维限囿而契入机制化创新理路,从检视编制绩效评估中寻求切实的政府人员编制路径。在政府编制绩效评估缺失的机制归因下,可尝试契入绩效棱柱模型优势特质并予以模型修正,以构设棱柱式评估的主体与客体层面的双价值链理路。同时在正向思维与逆向逻辑的导引下,形成"利益相关者—直接利益者—利益相关者"等利益相关主体和"条件—战略—流程—能力—结果"等利益相关客体共同构设的双价值框架体系。 相似文献

地方本科院校在境外教师引进来后的使用和管理过程中普遍效益不高.其具体表现为:对境外教师的工作任务安排不科学;对境外教师的教学工作疏于管理;境外教师工作积极性不高.造成此现象的原因有三:第一,聘请与聘用分离,管理难成体系;第二,院系对境外教师的作用认识不到位;第三,与境外教师签订的合同缺乏约束力.可采取这些措施解决上述问题:加强校级层面的组织领导,完善境外教师管理架构;加强制度建设,做到有章可循;实行科学教学管理,完善境外教师的教学管理体系;多方面着手调动境外教师的积极性,增强凝聚力和向心力. 相似文献

AbstractThis article discusses the growing need for tools or systems that will provide more effective management of and improved user access for journal collections, especially for e-journals. The author briefly describes initial efforts at the local library level to develop management systems and mentions the rise of vendor-supplied solutions, which have become very popular. In spite of the current popularity of vendor-based solutions, the author argues that there is still a niche for locally developed journal management systems. AbstractThis study, building upon previous research work at the College of Staten Island (CSI) library, attempts to evaluate the accessibility of select digital monograph platforms and file formats utilized at the City University of New York (CUNY). The usability of CSI library’s locally developed ER-ACT tool to assist librarians with limited technical knowledge to review VPATs and to perform simple testing was also evaluated with challenges and successes reported. It was determined that the use of color-coded results in this study can help identify serious accessibility issues within ebooks and to communicate the results within libraries to assist with collection development decision-making. The study also includes a review of new court rulings related to accessibility issues in higher education and discusses where accessibility staffing reports in terms of job roles and duties held by university professionals. The testing of the accessibility of library ebooks, with various accessibility tools, are reviewed within the context of Section 508 revisions and new VPAT standards. 相似文献

There is evidence that staffing characteristics influence quality of care in nursing homes. Federal and state surveyors conduct inspections of homes to assess their compliance with regulatory standards, including requirements related to staffing. Deficiency citations are issued when these standards are not met. This article examines the relationship between operational, facility, and market characteristics and organizational performance measured as staffing-related deficiency citations. Online Survey Certification of Automated Records (OSCAR) data from 2000 through 2007 were used with multinomial logistic regression analyses to identify factors associated with deficiency citations for staffing. Chain members and facilities with poor quality of care were more likely to receive deficiency citations for staffing. Greater bed count and competition between nursing homes were associated with a decreased likelihood of deficiency citations for staffing. Staffing-related deficiencies within nursing homes vary according to various operational, facility, and market characteristics. 相似文献

This article focuses on the roles consulting units can play in statistics departments, universities, and the statistics profession. An opinion on what constitutes legitimate academic activity is given. The roles endorsed are consistent with the view that statistics is both a science and an integral part of scientific methodology and hence that statistics departments need to be concerned with both the development of new methods and the proper application of those methods in the pure and applied sciences. Consulting units serve as an interface between the developers and users of statistical methodology. Communication between developers and users can be carried on effectively through consultants who are actively involved in the education of users and in the education of statistics students, either formally or informally. Such communication is also enhanced when consultants are publishing in both statistics and nonstatistics journals. Routine data analysis is not endorsed as a justifiable academic activity for consulting faculty. Supervision of graduate students on such analyses, however, can be justified. The success a consulting unit can have in playing its roles depends on appropriate funding, staffing, and administration of the unit. 相似文献

Staffing decisions are crucial for retailers since staffing levels affect store performance and labor‐related expenses constitute one of the largest components of retailers’ operating costs. With the goal of improving staffing decisions and store performance, we develop a labor‐planning framework using proprietary data from an apparel retail chain. First, we propose a sales response function based on labor adequacy (the labor to traffic ratio) that exhibits variable elasticity of substitution between traffic and labor. When compared to a frequently used function with constant elasticity of substitution, our proposed function exploits information content from data more effectively and better predicts sales under extreme labor/traffic conditions. We use the validated sales response function to develop a data‐driven staffing heuristic that incorporates the prediction loss function and uses past traffic to predict optimal labor. In counterfactual experimentation, we show that profits achieved by our heuristic are within 0.5% of the optimal (attainable if perfect traffic information was available) under stable traffic conditions, and within 2.5% of the optimal under extreme traffic variability. We conclude by discussing implications of our findings for researchers and practitioners. 相似文献

ABSTRACT This article explores motivation of black managers in two different settings. A study was conducted to explore the hypothesis that perception of organizational environment will influence both motivation and locus of control. Tt was further hypothesized that black managers working in a white management dominated organization will have a less positive perception of the organizational environment in comparison with their counterparts working in a black management dominated organization. It was hoped that such a study will help influence the focus of black advancement programs from an individual perspective to a more dynamic person-environment transactions focus. The results confirmed the hypothesis to a significant extent. This article suggests an intervention that utilizes EAP expertise in helping organizations to create and manage diversity for competitive advantage. 相似文献
