Women’s mobility and ‘transport-related social exclusion’ in Bishkek

This paper analyses gendered mobilities in Bishkek in the space of the most popular form of public transport: the minibus, or ‘marshrutka’. As the means by which women often access various important sites of daily life, the marshrutka itself is a site of negotiation and interaction. Utilizing theories of mobility and empirical data, we argue that marshrutkas are spaces that can give rise to two dichotomous conditions: positive marshrutka experiences may increase the social mobility of female passengers and subsequently increase social empowerment and influence, while negative ones can provide the grounds for social exclusion and gender inequality.

基于交通量风险的PPP交通项目再融资产品设计

交通PPP项目的投资大、风险高。政府作为发起方,需要为项目提供担保以吸引社会资本方的参与,但过度依赖政府担保意味着：一旦发生数额较大的债务违约将会给财政造成巨大的负担,因此有必要谋求适宜的市场化融资渠道。为了协调PPP项目相关者的利益,本文在项目收益债的基础上嵌入了与项目未来收益挂钩的或有条款,并运用结构化方法中的Merton模型在风险中性情景下对融资产品进行了定价。最后,以某PPP交通项目为例,进行了具体的融资产品设计,计算了相应的产品价格和风险价差,并对某些关键条款进行了敏感性分析,结果表明该产品能够在有效减轻政府担保的基础上降低融资成本。

本文介绍了格老秀斯《海洋自由论》的主要内容及其蕴涵的国际法思想。格老秀斯以自然法理论为基础 ,从葡萄牙对东印度无主权、无权垄断海洋和海上航行权以及无权垄断国际贸易权等三个角度来阐释其海洋自由和贸易自由理论 ;其蕴涵的国际法思想主要有 :航行自由和捕鱼自由、贸易自由、无害通过权、人类共同财产及和平论与和平解决国际争端等。这些闪耀着国际法思想光芒的真知灼见对今天的国际海洋法制度有着深刻的影响。在强权政治仍然主宰世界的今天 ,重温格老秀斯的国际法思想 ,仍有着积极意义。

铁路春运"一票难求"的表面原因是铁路运力不足,而运力不足的背后是深层次的社会问题,是人口流动背景下的春运客运需求激增、垄断体制下的铁路发展困境,以及因春节情结和公众选择偏好引发的放大效应等结构性困境。     

On the survival time of a repairable duplex system sustained by a cold standby unit subjected to a priority rule

We analyze the survival time of a general duplex system sustained by a cold standby unit subjected to a priority rule. The analysis is based on advanced complex function theory (sectionally holomorphic functions). As an example, we consider Weibull–Gnedenko and Erlang distributions for failure and repair. Several graphs are displaying the survival function.     

考虑储存成本的集装箱公铁联运路径优化

联运企业的效益受运输路径和运输方式的影响。如何降低联运成本、提高联运企业的效益,已成为学术研究的重中之重。针对集装箱公铁联运路径优化问题,以运输成本、换装成本、储存成本、时间惩罚成本构成的运输总成本为目标函数,建立集装箱公铁联运路径优化模型,考虑运输时间限制、班期限制、节点储存成本,得出使运输总成本最低的运输路径及运输方式,并利用算例验证模型的有效性。     

Improving Africa's Roads: Modelling Infrastructure Investment and Its Effect on Sectoral Production Behaviour

Given the scarce resources for public investment in developing countries, policy analysis should include a detailed perspective on the effects of infrastructure. This article develops a modelling framework for analysing the effects of improved road infrastructure on the economy of African countries. The theoretical framework is tested empirically and used for simulations in a Computable General Equilibrium (CGE) model, and the effects on production and welfare are analysed. The model also serves to investigate the effect of roads on the economic participation of rural households.     

A Route to Safety: Using Bus Boarding Data to Identify Roles for Transport Providers within Contextual Safeguarding Systems

During adolescence, risk to young people's safety shifts from familial to community contexts. Contextual safeguarding has emerged in response to this dynamic; by providing a conceptual framework through which to incorporate extra‐familial contexts (and those who manage them) into traditionally family focused child protection systems. This paper uses Geographic Information System mapping techniques to explore the extent to which bus boarding data could be used to: target protective interventions in public spaces; evidence routes where young people may be vulnerable; and build local area problem profiles. In doing so it provides foundational evidence for including transport providers in contextual safeguarding systems.
