插入排序法研究(1)

讨论了两种二路插入排序的方法，给出了算法思想，分析了这些方法的时间复杂度，其平均时间复杂度比直接插入排序法降低了1/2-1/2，说明这些排序方法比直接插入排序法具有较高的排序效率。     

中国环境立法的困境与出路

在环境法律实践的过程中,通过与污染受害者沟通和交流,发现许多问题都是根源于环境立法存在的问题。也就是,环境立法中的单向的立法理念,只注重至上而下的国家力量,这会导致法律与最初目的的偏离,从保护环境利益走向保护部门利益。因此,要寻求新的出路——发展双向融合的立法理念,即注重至上而下的政府主导与至下而上的公众参与有机结合,通过公众有效参与环境立法,发现环境法律实践中的问题,及时反馈到立法领域。从而在有效的互动中完善环境法治。     

服务型制造网络的Holon协同需求评价方法

依据复杂网络理论分析服务型制造网络Holon协同需求问题，给出一种考虑以直觉正态模糊数表示且多Holon协同的服务型制造网络协同需求评价方法。首先，在区分Holon复合协同和递归协同基础上构建服务型制造网络协同需求评价指标体系；其次，考虑基于网络结构特征的Holon相似稳定性，根据服务型制造网络节点相似性测度分析Holon协同需求特征，并测算不同相似性测度修正的Holon网络结构熵；再次，建立面向服务型制造网络和Holon的有专家信息双向触动反馈机制，反馈包括评价指标和网络协同状况，反馈Holon信息包括基于服务型制造网络演化方向的Holon间协同需求建议和基于服务型制造网络现有状态的网络连通性Holon协同需求建议；最后由INFCWA（INFCWA_R）算子或INFCWG（INFCWG_R）算子分别对复合协同和递归协同评价信息集结并得出评价结论。方法设计过程通过例证分析说明根据服务型制造网络目标控制的Holon协同需求评价改进了群组评价效率。     

从教师专业实践能力发展反观高校与幼儿园的双向融合

当前，打通高校教师理论研究与基层一线教师专业发展瓶颈是总体提升我国教育质量的高效之举，教育的实践性本质也决定了高校教师的理论研究与一线教师的教育实践必须坚持双向融合的道路。实现校园双向融合既要积极构建教师发展共同体，还要积极探索有深度和广度的教研机制，并搭建开放、多元、创新的资源平台。     

The Decoupling of Social Policy Reforms in Romania

Social reforms in Romania have been, from the beginning of the 1990s and throughout the EU post‐accession phase, the battlefield for many domestic and international actors. The article identifies, from an historical institutionalist perspective, the international actors who decisively influenced reforms of social protection in Romania during the transition, with a special emphasis on the EU pre‐ and post‐accession stages. Further, the article attempts to understand the impact of the various external influences on the sustainability and effectiveness of domestic reforms, by assessing the convergence, or the decoupling, between the rationales – i.e. ideologies and values – that explicitly grounded social reforms in Romania and the domestic public rhetoric on social risks and values. Answers to these questions can provide important insights in regard to both the impact of the EU upon new member states and the challenges of EU enlargement for the EU and its core member states.     

Construction of incomplete Sudoku square and partially balanced incomplete block designs

Abstract

The present article deals with the study of association among the elements of a Sudoku square. In this direction, we have defined an association scheme and constructed incomplete Sudoku square designs which are capable of studying four explanatory variables and also happen to be the designs for two-way elimination of heterogeneity. Some series of Partially Balanced Incomplete Block (PBIB) designs have also been obtained.     

双循环新发展格局下中国双向直接投资研究

构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,是对未来中国经济发展路径做出的重大战略部署,作为连接国内国际双循环的纽带,双向直接投资的发展战略和路径面临重塑和调整。研究认为,应当以推动新时代科技创新和产业升级为目标,提高双向直接投资的质量,畅通供应链和产业链; 以“一带一路”倡议为依托,通过更高水平的双向投资带动中国与沿线国家贸易水平的提高; 建设高水平自贸区和自贸港,提高对外开放标准,更高质量吸引外资,提升参与国际大循环的技术含量和自主性; 在畅通要素流动领域,建立更加完善的现代化物流体系,建设更高标准的要素流通市场体系,降低制度性交易费用,提高生产率和对高质量外资的吸引能力。     

Improving citizens’ online engagement via community managers: an explanatory study

The role of community manager is gaining importance as the proper usage of social media becomes a key factor for achieving more active involvement of citizens in social and political issues. Focused on Spanish local governments and in line with the literature of Excellence Theory, this paper aims to analyze whether some characteristics of the community manager function are determinant in their fostering of citizens’ online engagement via social media. In particular ‘independence’, ‘having access to the dominant coalition’, ‘gender diversity’, ‘continuous training’ and ‘culture of the organization’ are the characteristics considered in this paper. As to the main findings, this study confirms that community managers have not as yet achieved their goal of embedding the use of social media by citizens as a means of establishing more direct contact with their local governments. Moreover, in line with Excellence Theory, community managers of local governments should be aware of the importance of having direct access to key managers of the organization in order to better achieve the objectives of the organization and, more specifically, to increase citizens’ engagement. Furthermore, continuous training in issues related to social media truly helps develop the skills and potential of community managers. Likewise, an excellent communication department should rely on good professionals no matter their gender, and, in this sense, the gender of community managers is not a significant factor in their performance. However, the results of this study also reveal that in the case of public sector community managers, an authoritarian culture seems to be a determining factor for obtaining better results in enhancing citizens’ engagement.     

Pairwise comparisons of treatments with ordinal responses in a two-way setting

In clinical studies, pairwise comparisons are frequently performed to examine differences in efficacy between treatments. The statistical methods of pairwise comparisons are available when treatment responses are measured on an ordinal scale. The Wilcoxon–Mann–Whitney test and the latent normal model are popular examples. However, these procedures cannot be used to compare treatments in parallel groups (a two-way design) when overall type I error must be controlled. In this paper, we explore statistical approaches to the pairwise testing of treatments that satisfy the requirements of a two-way layout. The results of our simulation indicate that the latent normal approach is superior to the Wilcoxon–Mann–Whitney test. Clinical examples are used to illustrate our suggested testing methods.
