This research uses the development of the disability rights movement in Taiwan as a case study to analyze the impact of state transformation, in particular marketization of social welfare policy, on the disability rights movement. First, the institutionalization of the disability rights movement enabled it to expand its organizational structure and become involved in shaping policy. Secondly, when disability rights organizations started to undertake state-funded projects, their focus shifted from advocacy to service provision. Thirdly, competition for limited state-funding gave the organizations led by urban-middle class advocates a significant advantage over small, community-based NPOs and gathered significantly greater resources. Finally, this paper suggests that, in a context in which the state did not provide basic social services for its citizens with disabilities, the institutionalization of SMOs turned advocacy groups into service providers. Although the number of disability civic organizations increased, the voices of advocacy groups were weakened.  相似文献

Stillbirth is a major public health problem with an enormous mortality burden and psychosocial impact on parents, families and the wider community both globally and in Australia. In 2015, Australia’s late gestation stillbirth rate was over 30% higher than that of the best-performing countries globally, highlighting the urgent need for action. We present an overview of the foundations which led to the establishment of Australia’s NHMRC Centre of Research Excellence in Stillbirth (Stillbirth CRE) in 2017 and highlight key activities in the following areas: Opportunities to expand and improve collaborations between research teams; Supporting the conduct and development of innovative, high quality, collaborative research that incorporates a strong parent voice; Promoting effective translation of research into health policy and/or practice; and the Regional and global work of the Stillbirth CRE. We highlight the first-ever Senate Inquiry into Stillbirth in Australia in 2018. These events ultimately led to the development of a National Stillbirth Action and Implementation Plan for Australia with the aims of reducing stillbirth rates by 20% over the next five years, reducing the disparity in stillbirth rates between advantaged and disadvantaged communities, and improving care for all families who experience this loss.  相似文献

This article examines the limitations of using a single advocacy-accommodation continuum when depicting organizational stance and movement in conflict situations (Cancel et al., 1997). The authors argue that advocacy and accommodation can vary independently in response to a variety of contingent factors. To comprehensively capture the locations and motions that are possible in organization-public conflicts, a two-continuum approach is proposed. Separate assessment of the effects of contingency variables on advocacy and accommodation can be used to accurately locate organizational stance along advocacy and accommodation continua. Strategic alternatives that cannot be depicted using a single continuum (such as favorable alignment of organization advocacy/public accommodation or unilateral change on the part of one party) can be captured if separate continua are employed. By depicting initial stances and desired directions of movement for both the organization and public, the dual-continuum approach can also provide practical guidance to public relations professionals in selecting strategies for achieving preferred outcomes and evaluating their effectiveness.  相似文献

In spite of remarkable advances in science and technology, humankind is beset with a number of serious problems. These are not just problems that 'won't go away'; they are problems that are worsening considerably. These problems include the growing gap between rich and poor, between those who have too much and those who have too little, as well as a broad range of environmental issues that may have major consequences but, at the same time, are little understood. This essay explores the idea of 'civic intelligence'. What projects, perspectives, policy and technology might humankind develop that would help us collectively address these problems? This essay discusses six aspects of 'civic intelligence' (orientation, organization, engagement, intelligence, products and projects, and resources) as well as ways to make cultivating our 'civic intelligence' a practical - non-utopian - enterprise.  相似文献

BackgroundWomen seeking a vaginal birth after a caesarean section (VBAC) frequently want to keep their subsequent labour and birth free from intervention. Water immersion (WI) during labour is potentially an effective tool for women having a VBAC for its natural pain-relieving properties. However, negotiating access to WI can be difficult, especially in the context of VBAC.AimTo explore women's experiences of negotiating WI for labour and birth in the context of VBAC.MethodologyThis Grounded Theory study followed Strauss and Corbin's framework and analytic process. Twenty-five women planning or using WI for their VBAC labour or birth were recruited from two midwifery practices and a social media group across Australia. Participants were interviewed during pregnancy and/or postnatally.Findings‘Taking the reins’, the core category explaining the women’s experiences of assuming authority over their birth, comprised five categories: ‘Robbed of my previous birth experience’; ‘My eyes were opened’; ‘Water is my tool for a successful VBAC’; ‘Actioning my choices and rights for WI’, and ‘Empowered to take back control’. ‘Wanting natural and normal’ was the driving force behind women’s desire to birth vaginally. Two mediating factors: Having someone in your corner and Rules for birth facilitated or hindered their birth choices, respectively.ConclusionThe women became active participants in their healthcare by seeking information and options to keep their birth experience natural and normal. Support from other women and advocacy in the form of continuity of midwifery care was crucial in successfully negotiating WI for their VBAC when navigating the complex health system.  相似文献

Involvement in advocacy and social action activities by direct practitioners as well as community organizers is essential if social workers are to develop the capacity to oppose economic and social oppression. Little is known, however, about advocacy as a component of social work practice or those factors which determine whether a social worker engages in such activities. Although a number of researchers have examined the prevalence of advocacy practice among social workers in the United States, no similar studies of advocacy have been conducted among Canadian social workers. The author examines the prevalence of case, self-help, and class advocacy practice among social workers in southwest Ontario. The prevalence of social action-related activities (lobbying for legislation, protests, and involvement in politics) is also assessed.  相似文献

Whether lauded or deplored, transnational organizing among non-governmental organizations (NGOs) generally, and women's NGOs specifically, is recognized as an active player in debates about international economic policy. In this article, I turn attention toward one consequence of women's transnational NGO organizing that has been under-analyzed: the impact that transnational activism has on domestic political organizations and opportunities. The recent increase in activism on gender and policies of free trade in the USA is the product of women's transnational political organizingover the North American Free Trade Agreement (NAFTA). In the case of NAFTA, theoretical insights about the ways that gendered categories undergird the economy were made visible by and through the transnational advocacy in which feminists engaged.And, this article indicates, these transnational advocacy efforts have helped to shift the domestic political terrain of women's organizing in the United States. I argue that as women's rights advocates in the United States were confronted with the realization that the nexus between gender and trade policy was important to many women's rights and feminist activists around the world, they began to question why the gendered implication of trade policy did not hold a comparable place in the US feminist arena. Thus, changes in the domestic political landscape of non-governmentalactivismmay be one of the longest lasting (and most overlooked) consequences of transnational political engagement.  相似文献

Abstract

Since 1977, the Joint Public Affairs Committee for Older Adults (JPAC) has been educating and mobilizing older adults to take an active role in the public policy decisions affecting their lives. Recognizing the need to better train its members in the techniques of social action and in an effort to familiarize recent retirees with the world of senior advocacy, JPAC founded a comprehensive leadership training program called the Institute for Senior Action in 1994. JPAC's 10-week training Institute integrates critical aging policy issues with practical grassroots applications for action. In addition to honing the skills of longtime community activists, the Institute serves as a vehicle for recent retirees and others to become more involved in social action.  相似文献

The number of Latino families involved with the public child welfare system has increased exponentially in the last decade. This qualitative study examined one of this population's inherent resources – their social network – and the role it plays when involved with the public child welfare system. Findings reveal that Latino families rely heavily on their network for emotional support, advice/information, and advocacy. Often parents received incorrect or conflicting information or advice grounded on experiences that were very different from the participant's case. In addition, their networks are homophilous; that is, limited to people who are in their same circumstances which limits their ability to access formal sources of advocacy and support. Many parents were also genuinely interested in helping other parents with open cases. Practice recommendations are made as it relates to actively engaging Latino families in their case process and supporting Latino families by incorporating their networks and genuine interest in helping others into child welfare service delivery.  相似文献

This study focuses on the political advocacy of human service administrators following implementation of a highly restrictive state immigration law. It tests hypotheses to assess whether factors associated with the political advocacy of human service administrators generally are also associated with advocacy at a time of policy crisis. Findings suggest that few human service administrators engaged in immigration-related advocacy, and that those who did advocate were those most likely to perceive organizational benefit for doing so. The findings raise questions about the conditions under which human service administrators will advocate for social benefit in an organizational or individual role.  相似文献
