矿业城市风险规避的相关政策研究

矿业城市是一类在资源开发和利用基础上发展起来的城市 ,大多数矿业城市具有资源依赖性的特点 ,并较易形成“矿竭城衰”。本文对现有研究成果进行了概括 ,并着重从三个方面探讨了矿业城市可持续发展的相关政策建议 ,包括建立矿业城市发展的早期预警系统、建立矿业城市可持续发展基金、降低矿业类产业的退出壁垒等     

长三角地区儒商的历史作用浅析

历史上的儒商以市场为枢纽，以资源整合为契机，以儒商特有的商业精神和价值体系，在国家、民生、市场和企业间寻找到一定的内在关系和共同点，并形成规模和品牌，为新兴都市的发展作出了贡献。其“得利及人”的核心价值体系，既是近代儒商自身发展的需要，也是社会和地区发展的需要，是融企业使命与社会责任于一体的区域发展本质的具体体现，更是长三角城市带崛起所以能取得现在这样成就的根本所在。在贯彻科学发展观的今天，儒商思想是实现可持续发展的重要精神武器。     

Markov chain Monte Carlo methods for high dimensional inversion in remote sensing

Summary.  We discuss the inversion of the gas profiles (ozone, NO₃, NO₂, aerosols and neutral density) in the upper atmosphere from the spectral occultation measurements. The data are produced by the 'Global ozone monitoring of occultation of stars' instrument on board the Envisat satellite that was launched in March 2002. The instrument measures the attenuation of light spectra at various horizontal paths from about 100 km down to 10–20 km. The new feature is that these data allow the inversion of the gas concentration height profiles. A short introduction is given to the present operational data management procedure with examples of the first real data inversion. Several solution options for a more comprehensive statistical inversion are presented. A direct inversion leads to a non-linear model with hundreds of parameters to be estimated. The problem is solved with an adaptive single-step Markov chain Monte Carlo algorithm. Another approach is to divide the problem into several non-linear smaller dimensional problems, to run parallel adaptive Markov chain Monte Carlo chains for them and to solve the gas profiles in repetitive linear steps. The effect of grid size is discussed, and we present how the prior regularization takes the grid size into account in a way that effectively leads to a grid-independent inversion.     

审视经济全球化

由于各国经济发展的不平衡,经济全球化的当代特征表现为三角化、区域一体化和跨国公司的迅速崛起。经济全球化正在改变现有政治格局,推动世界政治朝全球性方向演进并形成全球性的治理机构或协调治理形式。在以发达国家为主导、跨国公司为主要动力的经济全球化过程中,中国作为发展中国家在国际竞争方面处于弱势,这要靠全党全民运用自己的智慧和力量,利用自己已经具备的各种有利条件去应对全球化的挑战。从人类社会经济形态演进的自然历史过程看,经济全球化不过是资本主义的社会化生产和市场全球性扩张的新的历史阶段。从马克思的立场看,全球化将会是资本主义时代的终结,并为社会主义社会的到来做好准备,随全球化而来的将是一个更加美好的新世界。     

建国前后接管城市的政策

1947至1950年,中共处在逐步占据军事主动权,不断夺取中心城市,并且向全国进军的重要历史阶段。如何平稳接收城市,成为指导形势发展的中心政策环节。中共中央有效地克服了部队的农村习气、放纵与混乱,制定了一整套系统的政策,顺利开始了对城市的管理。这是中共管理新中国的最初一章。     

向城市社区居委会跨越性转变——“城中村”转型发展系列研究之二

“城中村”是我国农村城市化进程中出现的一种特殊现象。积极妥善解决“城中村”问题 ,加快“城中村”转型发展 ,使其真正融入城市 ,是城市化发展的迫切需要 ,也是这些村自身经济和社会发展的迫切需要。“城中村”的转型发展 ,关键在于管理体制的转变。传统的路子是从村委会转为居委会 ,但在全国推进城市社区建设的今天 ,不必要也不应该再走这个弯路 ,而应该直接向城市社区居委会跨越性转变。这种转变是必要的 ,也是可能的。要积极探索和采取切实有效的对策和措施 ,促进“城中村”跨越性转变

资源型城市转型主导产业的选择是资源型城市转型成功的关键与核心问题。本文运用定性与定量相结合的方法,提出了资源型城市转型主导产业的选择指标体系,并就如何对主导产业进行选择的方法进行了探讨。同时对资源型城市转型主导产业的培育提出了相应建议与措施。

Socio‐economic stratification of English in globalized landscapes: A market‐oriented perspective

Globalization has dramatically altered the urban societies of Amsterdam and Brussels over recent decades, with intensified socio‐economic inequality, unprecedented levels of multilingualism and the increasing importance of English. In this paper, I examine the use of English in the linguistic landscape of socio‐economically stratified commercial shopping streets in these two second‐tier global cities. I adopt a market‐oriented, contextualized approach to quantitative and qualitative variability in how English emerges in these particular commercial ‘linguistic markets’. McDonaldization in midscale shopping streets occurs alongside downscale and upscale uses of English which are more susceptible to local commercial dynamics, in particular in Brussels. As such, global English in these single city contexts emerges as a heterogeneous and scaled phenomenon shaped by specific local commercial and linguistic market conditions.     

Developing Age-Friendly Cities: Case Studies From Brussels and Manchester and Implications for Policy and Practice

Developing environments responsive to the aspirations of older people has become a major concern for social and public policy. Policies and programs directed at achieving “age-friendly” communities are considered to require a wide range of interventions, including actions at the level of the social and physical environment. This article compares the age-friendly approaches of two European cities, Brussels and Manchester, with a particular focus on policies and initiatives that promote active aging in an urban context. The article examines, first, the demographic, social, and multicultural contexts of Brussels and Manchester; second, the way in which both cities became members of the World Health Organization Global Network of Age-Friendly Cities and Communities; third, similarities and differences in the age-friendly approaches and actions adopted by both cities; and fourth, opportunities and barriers to the implementation of age-friendly policies. The article concludes by discussing the key elements and resources needed to develop age-friendly cities.
