This paper introduces key findings from a large-scale, online survey of women in the ICT industry across England undertaken between October 2004 and October 2005. Placed in a theoretical framework which draws on critical perspectives from within information systems (IS), and the sociology of gender and of technology, the authors examine some of the issues faced by female ICT professionals. The context for this paper is the ongoing under-representation of women in the ICT industry in England, and the difficulties that the industry is having retaining women, particularly at senior levels. Data are presented on the demographic composition of women in the ICT industry in England. In addition the authors focus on their management of domestic and caring responsibilities, including changes in working practices they have experienced as a result of these responsibilities. These data are particularly pertinent given current government and industry debates regarding the 'work-life balance' and 'flexible working' in the ICT industry, partially as a response to the need for a more diverse ICT workforce. Alongside information on the career histories of female ICT professionals, the authors review their perceptions of pay and reward packages, working environments, the skills they hold, and the recognition they may or may not receive in their current posts. They present reports of a 'long-hours' and 'presenteeism' culture in the ICT industry, and the existence of gendered informal networks in ICT. They also examine female ICT professionals' perceptions of the current and future-possible image of the industry. The findings highlight the continued masculinization of ICT work, and some of the difficulties faced by women working in what remain statistically and symbolically male-dominated environments.  相似文献

The development of a Municipal Information System, or currently better known as a local spatial data infrastructure, is considered complex due to the required inter-institutional relationships. In many developing countries Geographical Information Systems (GISs) are introduced but the benefits are modest as no changes take place in technical and organisational structure of organisations. Digital databases and computer-aided design (CAD) maps are mushrooming in great variety within different private and public institutions, municipal organisations and even within single departments and with structures similar to the paper period and thus operating on a stand-alone basis.Many national mapping agencies are not able to provide large-scale digital urban base maps, while the absence or low quality of cadastres makes those basic core data sets unavailable or inaccessible. The result is that duplication and incompatible data are frequently observed and also donor-driven stand-alone projects have a limited impact through the lack of institutional embedding and are not able to mature from the project to the institutional level. However, a positive sign is that there is an increasing awareness among data producers and consumers that investments in the development of digital data sets should be combined to reduce costs and increase benefits from especially GIS, and information and communication technology (ICT) in general.Within Trujillo a long-term vision was developed to make full use of ICT and GIS to modernise all operations of the Municipality to increase the efficiency and effectiveness of its tasks. However, large investments are not feasible due to the very limited municipal budgets. To guarantee the support of the municipal council, short-term results are required. This paper describes three ‘products’ as part of the vision to develop through a step-by-step approach a local spatial data infrastructure for Trujillo.The three, rather different, products are:
1. fiscal cadastre, to increase municipal revenues through property taxation;
2. an ‘environmental atlas’ based on a compatible spatial and attribute data sets from a variety of organisations; and
3. a municipal website with interactive GIS and meta data information.
The paper concludes with some comments on the institutional and political requirements for the successful development of a local spatial data infrastructure and stresses that such an infrastructure is not a product but an incremental development process that will progress only in case such a process is simple, cost effective, user-friendly, and flexible with clear products.Political interest and institutional stability and genuine interest for inter-institutional cooperation will add much to the success of this process.  相似文献

Micro‐enterprises, i.e. firms with less than 10 employees, are traditionally the hardest to engage in learning; they are also least likely to participate in such measures as business advice and guidance provision and initiatives to support information communication technology (ICT) adoption. Through a community‐based initiative initially targeting parents (unemployed or employed) to participate in ICT, 30 micro‐enterprises were attracted to learning for the first time. These companies had carefully avoided similar initiatives taking place locally, which emphasized business success and growth; they had only participated in this ICT skills training because of their children. The paper takes a case study approach to evaluate the reasons for participation, explores barriers and implications for those organizing similar activities, and calls for a more holistic view of owners and managers of small firms as fathers, mothers, etc. rather than just as ‘entrepreneurs’.  相似文献

ABSTRACT

This paper explores the difference in the online economic activities of people with and without disabilities in Korea. We conducted a multiple regression analysis to investigate the impact of socioeconomic characteristics, internet access, and internet skills on online economic activities. Our sample, based on a 2016 dataset that included 1554 people with disabilities and 6004 people without disabilities, was developed using quota sampling based on gender, age, and residence. We determined that individuals with disabilities were more likely to engage in online economic activities if they had higher levels of education, lived in urban areas, were employed, or had greater internet skills. Individuals without disabilities were more likely to engage in online economic activities if they were women, had higher levels of education, were employed, lived in a two-generation or more household, or had greater internet skills. For both people with and without disabilities, the level of education, employment status, and internet skills positively contribute to online economic activites. We also determined that education level, participation in economic activity, living in a two-generation or more household, and internet skills had a statistically significant influence on online economic activity for people both with and without disabilities. These results highlight the importance of education and internet training for people with disabilities, as well as social support systems that help them learn to use the internet in diverse ways through both formal and informal networks. The study also underscores the importance of information and communications technology that adequately addresses people’s needs.  相似文献

Understanding the experience of women who become mothers during their teenage years is central to ensuring that the support that is offered is appropriate to meet their needs. This paper reports on a small part of a larger ethnographic study that captured the lived experience of young mothers who were between the ages of 16 and 19 years that potentially typifies and illuminates the experiences of young women who become mothers in their teenage years. By collecting data from narrative interviews as well as participant and non‐participant observations over an extended period of time it was possible to identify how the young women experienced a range of difficulties as they made their transition into motherhood. Drawing on the findings, this paper argues that this transition for teenage mothers can be significantly different from the experience of older mothers, and it identifies the importance of appropriate support to mediate the challenges that they face. Understanding the young women's journey to ‘becoming’ is critical when planning services because if their experience of support is negative, it can lead to increased levels of maternal stress and reluctance to engage with support services.  相似文献

Abstract

In this article the results from a Swedish pilot study in the project Arena for Sustainable Innovative Development of small and medium-sized enterprises is presented. The project in a whole aims to create and test a model for collaboration and sustainable development among small- and medium-sized enterprises (SMEs) in local areas. The research question in this article is delimited to issues concerning use of ICT, information exchange and communication among the interested parties. The pilot study was accomplished in a qualitative and explorative way with semi-structured interviews. As a result of the study some questions are identified as urgent to further investigate.  相似文献

采用2003-2012年中国除西藏外30个省市自治区的面板数据,考察信息通信技术渠道国际R & D溢出效应。运用面板单位根检验、协整检验、相关性分析、格兰杰因果检验、随机效应模型等计量方法,研究中国通过信息通信技术渠道获得的国际R & D溢出与当地全要素生产率之间的关系;建立Hansen非动态面板门槛模型,采用稳健标准差回归,检验各省份由信息通信技术渠道获得的国际R & D溢出门槛效应,并从产业转型升级和信息化建设角度分析存在门槛效应的原因。结果表明,中国大部分省份通过信息通信技术渠道获取的国际R & D溢出与全要素生产率有正相关关系;通过信息通信技术渠道获得的国际R & D溢出对当地技术进步的影响存在明显的地区差异和门槛效应。  相似文献

In the last two decades, the Portuguese Government has responded to the decline of centres of commerce. In this paper, we analyse the three different experiences of town centre management (TCM) schemes developed in Portugal since the turn of the millennium. The first two stages were developed using public sector initiatives and their impacts were limited. The third stage is still under way and is composed of private projects created by local business owners. Taking Lisbon as a case study for this third stage we conclude that these projects have become a pro-active means of intervention in Portuguese town centres.  相似文献

This article investigates how the social media site Reddit hindered the collective action efforts stemming from the Gamergate controversy. Using forum posts from two time-points, one early in the movement and another six months later, this work describes how the Reddit platform impeded movement efforts over time. More specifically, we examine how the nature of Reddit discussions created barriers to each of three key movement processes: narrative construction of collective identity, framing, and boundary work. We argue that unlike social media platforms such as Facebook, some sites–Reddit in this case–may negatively impact movement success depending on its structure. We also discuss the importance of differing ICT structures and implications for online interactions more generally.  相似文献

In previous research, meeting places have been favourably addressed by service users, but they have also been contested as exclusionary. In this participatory explorative study, we sought to perform a contextual analysis of meeting places in Norway based on a discourse analysis of three focus group discussions with 15 staff members. We asked the following question: how do meeting-place employees discuss their concrete and abstract encounters with service users and their experiences? We focused on service user involvement, which was largely analysed as neoliberal consultation and responsibilisation. Service users were positioned as resisting responsibility trickling down and defending staffed meeting places. Social democratic discourse was identified in the gaps of neoliberal discourse, which is noteworthy given that Norway is a social democracy. This relates to global concerns about displacements of democracy. We suggest that meeting places appear to hold the potential for staff and service users to collaborate more democratically.  相似文献
