我国现行的政府职能是伴随着计划经济体制而建立起来的,加入WTO后,必须进一步推进政府管理体制改革和机构改革,按照发展市场经济的要求转变政府职能,建立社会主义市场经济体制,否则,将很难适应经济全球化的发展趋势。经济领域社会中介组织是伴随着市场经济的发展而成长起来的,政府职能转变必然有力促进经济领域社会中介组织的发展,而此类中介组织的良性发展又会进一步完善市场经济的运行机制,保证政府职能转变的顺利进行。  相似文献

This article reports the results of a study that examined the ways in which current and recent TANF recipients assembled or “packaged” their child care arrangements among formal and informal providers. The findings are drawn from in-person, in-depth interviews with current and former welfare recipients. The study found that most of the respondents used multiple providers within the category of informal child care for reasons including availability, the use of a network of social acquaintances as a problem-solving resource, the need to accommodate irregular work hours, and personal trauma that contributed to a distrust of strangers in formal settings. The findings can affect the efficacy of practice with TANF recipients by contributing to social workers’ understanding of the context of decision-making regarding child care.  相似文献

The Urban Geographical Information Systems (GIS) Group within the Department of Civil Engineering at the University of Cape Town has been coordinating a pilot informal settlement upgrading in Cape Town since 1998. The project objective has been the evolution of a model-based approach to informal settlement upgrading that is both structured and replicable. It was felt that the only way this could be achieved was through the use of a spatial data management system operated through a GIS system. The spatial database has been used for all facets of data collection and data process and forms the basis for all decision-making. Thus it covers all physical data pertaining to the site, cadastral and shack data, demographic and socio-economic data (with an in-depth review of every household) economic opportunities and physical planning and design data. The result is a comprehensive, integrated, settlement upgrading methodology that is built upon a GIS-based spatial data management framework. Such a framework is seen as the basic building block for large-scale informal settlement upgrading.  相似文献

Many thousands of people in developing country cities depend on recycling materials from waste for their livelihoods. With the focus of the Millennium Development Goals on poverty reduction, and of waste strategies on improving recycling rates, one of the major challenges in solid waste management in developing countries is how best to work with this informal sector to improve their livelihoods, working conditions and efficiency in recycling.The general characteristics of informal recycling are reviewed, highlighting both positive and negative aspects. Despite the health and social problems associated with informal recycling, it provides significant economic benefits that need to be retained. Experience shows that it can be highly counterproductive to establish new formal waste recycling systems without taking into account informal systems that already exist. The preferred option is to integrate the informal sector into waste management planning, building on their practices and experience, while working to improve efficiency and the living and working conditions of those involved. Issues associated with integrating informal recycling into the formal waste management sector are discussed.  相似文献

本文对1998-2005年中美两国制造业内部结构进行了深入的比较,有三个重要的发现:一是中美制造能力差距在这七年间缩小的幅度是惊人的,即中国制造业增加值从为美国的13%提高到52%,到2007年则进一步上升到76%.二是中国制造业劳动力数增加了50%,其中资本和技术密集型制造业的劳动力增加数超过了劳动密集型制造业;而美国制造业则经历了劳动力数的减少.三是中国制造业劳动生产率提高了2.78倍,远高于美国49.5%.显然,中国制造能力迅速缩小与美国的差距意味着工业发展水平的提高,并使世界工业实力重排座次.  相似文献

Public sector employees with responsibility for purchasing are under increasing pressure to implement small and medium enterprise (SME)-friendly policies. Such policies are intended to make it easier for SMEs to compete for and win public sector contracts. In spite of the socio-economic importance of this issue, there remains a dearth of evidence on what is happening in practice. Using primary survey data from 271 public buyers in Ireland, this paper examines the extent to which SME-friendly procurement policy is being implemented and the individual and organization factors that affect implementation. The findings reveal a gap between what government policy recommends public buyers and their organizations should do to facilitate SMEs versus what they are actually doing. Policy familiarity, procurement involvement, organization size and the maturity of the procurement function are shown to be positively associated with the implementation of SME-friendly policy. For managers and legislators, the findings underline the need to invest in the human capital dimension of public procurement if policy implementation rates are to improve.  相似文献

British local government has recently undergone its most far-reaching reorganization for twenty-five years. The impact of this reorganization was considerable within local authorities but it also substantially affected other organizations with which they worked at a local level. This paper explores the perspectives of voluntary sector organizations involved in social care: a set of actors which, prior to reorganization, had been encouraged by central and local government, through notions of partnership and through community care legislation, to undertake more direct roles in service delivery, consultation and strategic planning. During the consultative period prior to reorganization, many voluntary organizations reported that they had been marginal to the process. Reflecting on the process of reorganization itself, many voluntary organization respondents commented that it had been disruptive and provoked considerable anxiety. Post-reorganization, voluntary organizations felt that rebuilding of relationships was necessary and that the promise of partnership had meant little in practice at a time of potential crisis for local.  相似文献

How do the politics of agenda setting and policy adoption operate in the arena of healthcare reform in the industrializing world? Literature on the twenty‐first‐century developmental state emphasizes the role of democratic competition and civil society in causing political parties to take up new agendas, while power resources theory stresses the role of left‐wing political parties and labor unions in policy adoption. Yet, core tenets of these theories have not been considered extensively in light of dynamics in the industrializing world. This article examines the politics of policy adoption in countries that have recently aimed to provide healthcare access and financial protection to the poor and people in the informal sector in Mexico and Turkey. In line with literature on the twenty‐first‐century developmental state, we find democratic competition to play an important role in causing political parties to take up new agendas. However, examination of the cases illuminates surprising dynamics that challenge important elements of sociological theory: right‐leaning political parties played important roles in adoption, while labor unions and left‐wing parties oppose reform in the cases. Public health‐minded physicians leading change teams played important roles in agenda setting and leading the process of implementation.  相似文献
