论行政规范性文件立法备案制度的问题与完善

地方人大常委会对行政规范性文件的备案制度是一种重要的立法监督制度,但却存在着法律规范粗疏、实际监督缺位的问题。为发挥地方人大常委会对行政规范性文件的监督实效,备案制度应在主动审查制度、公民审查建议权的回复机制、备案监督程序和监督责任、提高人大常委会监督能力上予以完善。     

伦理学究竟研究什么

伦理学,就其最重要和最完美的部分来说,是如何治国的科学,是治理社会的最高级、最重要、最关键的科学。伦理学,就其全部内容来说,则是关于道德价值的科学,是关于优良道德的科学。伦理学分为元伦理学和规范伦理学以及美德伦理学。元伦理学主要通过研究＂是与应该＂的关系而提出确立道德价值判断之真理和制定优良的道德规范之方法：元伦理学是关于优良道德规范制定方法的伦理学。规范伦理学主要通过社会制定道德的目的,从人的行为事实如何的客观本性中推导、制定出人的行为应该如何的优良道德规范：规范伦理学是关于优良道德规范制定过程的伦理学。美德伦理学主要研究优良道德如何由社会的外在规范转化为个人内在美德,从而使优良道德得到实现的途径：美德伦理学是关于优良道德实现途径的伦理学。

检视哈贝马斯关于审美领域规范性基础的阐释,进而反思文艺学规范性这一知识学得以展开的可能性.审美领域在现代拥有自身的规范性基础,因此可以用形式语用学加以阐释,但是它本身所具有的复杂性、模糊性和悖论性,使得其内在地违背普通语言的惯例,逃脱日常言语行为的以言行事力量之掌控.因而立足于现代审美领域的文艺学既拘宥于话语的价值合理性,又要应对"无言之美"的微妙灵韵,文艺学规范性基础的思考理应聚焦于这两者之间的连接点.

"规范性强权"意味着运用规则、价值观及观念来规范世界政治和经济。"规范性强权"欧盟反映了其通过价值规范来追求自我利益和进行实力政治建设的战略目标。对"规范性强权"欧盟概念的内涵演变、成因以及欧盟作为全球"规范性强权"的资源和局限性予以讨论,运用政治经济分析方法,探究欧盟发挥全球规范性影响的战略意图和利益目标,进而解析"规范性强权"欧盟对中欧战略伙伴关系的影响,对于中欧关系的和谐发展具有重要意义。     

企业雇员组织承诺三因素模型实证研究

文章以来自西安15家企业中的742名雇员为样本,采用协方差结构等式模型对组织承诺三因素模型在中国企业雇员中的适用性进行了初步考察。研究主要发现:测量感情承诺和规范承诺的量表具有可接受的信度,但是测量连续承诺的量表信度较低。三个量表表现出可接受的会聚和区分效度,但是效标效度还需要进一步的研究。     

G.E.摩尔伦理学思想的两重性

G.E.摩尔作为现代西方元伦理学（分析伦理学）的开创者，其伦理思想具有两重性。在其理论体系中，既有成为主体和核心的分析伦理学，又有丰富的规范伦理学内容；而且还具有目的与手段的两重性。摩尔思想的这些方面对我们具有重要的借鉴意义。     

Collegial oligarchy and networks of normative alignments in transnational institution building

This paper presents a combined relational and cultural approach to transnational institution building by focusing on a network analysis of a small collegial oligarchy and normative alignments among its peers. To contribute to a theory of institutionalization, we propose hypotheses about whom professionals as institutional entrepreneurs are likely to select as members of their collegial oligarchy, about the role of social networks among them in identifying these leaders, and about the costs of alignments on these leaders’ normative choices. We test these hypotheses using mainly Exponential Random Graph Models (ERGMs) applied to a dataset including network information and normative choices collected at the so-called Venice Forum – a field-configuring event that was central in creating and mobilizing a network of European patent judges for the construction of a new transnational institution, the European Unified Patent Court. We track normative alignments on the collegial hierarchy in this network of judges and their divergent interpretations of the contemporary European patent. Highlighting this under-examined articulation of relational infrastructures and cultural framing in transnational institutionalization shows how Northern European forms of capitalism tend to dominate in this institutionalization process at the expense of the Southern European forms. It also helps reflect on the usefulness of analyses of small networks of powerful players in organizational societies, where power and influence are highly concentrated.     

Activism as a pathway to global citizenship

We examined the influence of prior work with activist issues on the antecedents, identification, and outcomes of global citizenship. Participants rated their engagement with activist issues and measures related to global citizenship identification antecedents and outcomes. The results showed that engagement with activist issues predicted global citizenship through the perceptions of one’s normative environment and global awareness. Activism also indirectly predicted prosocial values and behaviors related to global citizen identity through antecedents and global citizenship identification. The results highlight the prosocial outcomes of participation in activist movements.     

Forecasting, growth management and public policy decision making

This paper's objective is to describe the interplay between forecasting and decision making. It shows how a forecast helped shape public policy and, in turn, how public policy influenced a forecast, within the context of the growth management effort underway in the San Diego region. The forecast identified economic challenges and land use issues facing the region and public policy actions were developed to address them. Normative forecasting best describes the relationship between the forecast and these public policy decisions. This active approach to forecasting involves first deciding what future outcome is desirable and, then, designing policies and actions to achieve these outcomes.
