协调对华经贸政策的角色：从总统到中美高层经济对话

冷战后,美国在对华经贸政策的制定过程中,包括总统、国会和各行政部门在内的政策主张不一,不时发生对抗,反映出其部门间协调性机制的缺位。近年来,美国财政部牵头下的中美战略经济对话和国务院领导下的中美高层对话构成了中关经济对话的新型机制,弥补了美方对华经贸政策制定中用以协调本国国内各部门政策立场的制度性缺陷,为稳定和助推两国经贸发展提供了一个非常必要的有利机制。     

President Barack Obama's image repair on HealthCare.gov

Obama's health care initiative HealthCare.gov went live on October 1, 2013. It was plagued with problems. Furthermore, the President promised that if people liked their current health care plan, they could keep it. People were shocked when they started to receive cancelation notices from their insurance companies. Republicans seized on the opportunity to savage the president, his administration, and his health care program. Obama's approval rating was anemic and on November 7, he was interviewed by Chuck Todd and on November 14, 2013, Obama held a press conference to try to mend his image. His defense relied heavily on mortification, corrective action, and minimization but also contained instances of defeasibility, bolstering, and transcendence. This essay uses Image Repair theory to analyze and evaluate the President's image repair effort.

否决权是美国总统发挥立法指导作用的一项重要武器。它在实践上的最初渊源可以一直追溯到古罗马,此后又曾出现过英王的否决权、北美殖民地时期总督的否决权和北美独立后一些州行政长官的否决权等几种形式。在制宪会议上总统否决权问题曾引起很多的争论,本文就此作一探讨。     

National Politics,Neighborly Politics: How Trump’s Election Impacted a Black and White Detroit Community

Most research on right-wing populism has tried to explain the rise of populist movements and parties. While some have studied how neighborhood contexts and histories shape voting patterns, few have examined what happens locally after votes are cast. This article draws on three years of ethnographic research while the author lived in Brightmoor, a majority black, minority white poor depopulated Detroit neighborhood, to show how Trump’s politics shaped local expressions and experiences of racism. First, I show how white Trump supporters expressed distinct approaches to xenophobic ethnonationalism and racial politics. Trump’s surge empowered many to broadcast anti-immigrant sentiments, while they continued to put interactional and discursive work into not being seen as racist. Many also applied a “Trump lens” to local interactions and geographies and rendered minorities salient under Trump politics hypervisible. Second, I show how black residents equated xenophobic ethnonationalism with antiblack racism: seeing through pro-Trump whites’ attempts to separate these. Some also applied a new “Trump lens” to interactions and geographies, using the category of Trump voter and a sense of the voting map to anticipate and make sense of racist interactions. This article offers new insights into the local impacts of a national surge in right-wing populism.

The issue of legitimation by political elites has been a central concern of political scientists for many years. This article draws upon the work of Murray Edelman who was instrumental in analysing this relationship between rulers and ruled, the relatively powerful and relatively powerless, through an understanding of language, symbolism and the manipulation of information. It concludes with the contention that the Internet offers the prospect for governments to create new 'electronic faces', which act to support a symbolic architecture of power.
