National rules for family reunification take place in an increasingly transnational context. Social workers in Switzerland, whether they work in services for migrants or for elders, are confronted with requests for transnational family reunification with older parents. Such requests, while relatively rare, elicit responses which must be viewed as largely founded on professionals' values and norms regarding the care of elders, family cohabitation, the influence of cultural factors, and examined against a backdrop of increasing suspicion of motives for migration—especially in fields where migration issues have not been at the forefront of professional debate and practice. The militant stance of some services for migrants can thus be contrasted with the relative inexperience of professionals active in social services for elders, who rarely encounter recent migrants. The latter are more likely to reflect their own private—and unexamined—views when advising clients in a field characterised by complexity and instability. The authors interviewed social workers and families in two Swiss cantons. Their results point to ways in which distinct professional cultures could enrich each other and provide social workers with tools to critically analyse their own practice in a very difficult field, the contours of which remain largely unexplored.  相似文献

Whilst child protection systems are concerned with removal of children from their families in the interests of safety, the capacity of child welfare systems to return children safely to their families of origin is of central importance. The multidimensional standardised assessment tool, the North Carolina Family Assessment Scale—Reunification (NCFAS-R) was used by practitioners to assess family strengths and needs in case planning and reunification decision making. The current paper examined (1) whether NCFAS-R domain ratings at intake and closure differ by characteristics of parents and children; and (2) whether reunification is predicted by NCFAS-R score at closure.  相似文献

This study examined reunification outcomes among Mexican immigrant families involved in the child welfare system, and compared characteristics of Mexican-origin and non-immigrant children involved in the child welfare system. An exploratory retrospective longitudinal design using administrative data from two counties in Northern California was utilized. The quantitative sample (N = 2152) included children entering the foster care system for 8 or more days between January 1, 2001 and December 31, 2007 in the two participating counties. Child welfare administrative data (CWS/CMS) were merged with eligibility data (CalWIN) in order to obtain parent and child place of birth and citizenship status. Quantitative measures drawn from the merged CWS/CMS and CalWIN dataset included the following: demographic characteristics, immigrant characteristics, case characteristics and reunification outcomes. Results indicated that a significantly higher proportion of Mexican immigrant families (70.7%) were reunified than non-immigrant families (43.1%). Significant correlates of reunification among Mexican immigrant families included the following: mothers with authorized citizenship status (vs. unauthorized citizenship status), mothers whose primary language was Spanish (vs. English), and children with two or fewer placements (vs. three or more placements). Differences between Mexican-origin and non-immigrant children were that Mexican-origin children were older on average than non-immigrant children, and they were more likely to experience physical abuse, sexual abuse or emotional abuse; they were also more likely to be placed in foster care or a group home (vs. relative care). Implications for social work practice and policy are discussed.  相似文献

Although foster care is intended to be temporary, and policy explicitly requires permanency outcomes, many children experience lengthy stays and exit foster care without a permanent family. This study sought to identify which child and placement characteristics were important predictors of exit to three types of permanency outcomes: reunification, guardianship, and adoption. A sample of 3351 children who entered foster care in 2006 was observed for 30 to 42 months. Permanency outcomes were analyzed using competing risks survival analysis. Children exited foster care to different types of permanency at different rates and frequencies. Reunification occurred most quickly and frequently. Guardianship was second in terms of median duration but third in frequency. Adoption was the second most common exit but had the longest median duration. One in four children remained in foster care or exited without permanency. While patterns varied by type of permanency, three major categories of important predictors were identified: 1) demographic characteristics of age at entry and race, 2) clinical needs related to children's disabilities and mental health problems, and 3) continuity and connections represented by kin placements, sibling placements, early stability, and absence of runaway events. Hierarchical or multilevel models are based on the same fundamental concepts that apply to simple linear models. The linear forms of these models can be interpreted with relative ease as parameter estimates do not differ in magnitude or interpretation from standard non-hierarchical models. Non-linear hierarchical models, however, are more complex as the introduction of a random intercept means that parameter estimates must be interpreted as “subject-specific” rather than “population-averaged”. Depending on the specifics of the data being modeled, these parameters may be very different in magnitude. In this article we provide two examples of non-linear hierarchical modeling using administrative child welfare data. For each example, we estimate the odds of reunification for a cohort of children in California using both standard logistic regression models and random intercept models.  相似文献

Substance abusing mothers comprise a significant proportion of caregivers in public child welfare, and achieve low reunification rates. Unfortunately little is known about treatment options intended to facilitate recovery and increase reunification. This study focuses particular attention on the relationship between specific treatment modalities (e.g., residential and outpatient), recovery from substance abuse and family reunification. Analyzing a sample of 160 mothers and their substance exposed infants, the findings clearly identify the benefits of residential treatment in terms of both treatment progress (directly) and family reunification (indirectly), but only when residential services are delivered in combination with transitional services.  相似文献

This article introduces the special issue of Children and Youth Services Review devoted to single mothers with children in foster care. It delineates the policy context in which mothers are operating; examines reasons for mothers' temporary loss of custody of their children, a loss that occurs when their children are placed in foster care; presents expectations of mothers once they enter the public child welfare system; and summarizes empirical and theoretical papers included in the volume intended to advance policy and practice for this population. Taken together, these papers reflect one over-arching theme—the need to re-orient child welfare policy and practice so that the rehabilitation, health, and well-being of mothers is one of the central aims.  相似文献

The aim of this study was to examine the nature and predictors of family reunification patterns in Australia. Using a large representative sample, this study extends previous studies based on older, often smaller samples and encompasses a period in which kinship care comprised a substantial proportion of out-of-home care placements. Analyses were based on a sample of 468 children who entered care for the first time in the State of Tasmania between January the 1st 2006 and December 31st 2007. Administrative data and case-worker interviews were used to obtain information concerning children's demographics, family backgrounds and placement movements over 2–4 years. The results showed that around 50% of children had gone home after 2 years, but that 79% of returns occurred in the first 6 months. Reunification was slower for younger children, those in kinship care, and amongst children from families affected by poverty, substance abuse and for a cluster children with the highest prevalence family risk factors. The study contributes to international knowledge concerning the importance of assessing the multiplicity of risk factors in family reunification research and the implications of kinship care for the increased stability, but higher retention, of children in out-of-home care.  相似文献
