Products certified according to their environmental and social sustainability are becoming an important feature of production, trade and consumption in the agro‐food sector. ‘Sustainability networks’ are behind the emergence and growth of these new product forms, often evolving into multi‐stakeholder initiatives that establish and manage base codes, standards, certifications and labels. As sustainability moves into the mainstream, understanding the governance of these networks is essential because they partly reshape the structure and characteristics of commodity flows. In this article, we examine the role of expert knowledge and process management in governing two multi‐stakeholder initiatives (the Marine Stewardship Council and the Roundtable for Sustainable Palm Oil) and in shaping their distributional effects. We find that the ability of developing countries, especially small‐scale actors within them, to shape standard setting and management to their advantage depends not only on overcoming important structural differences in endowments and access to resources, but also on more subtle games. These include promoting the enrolment of one expert group or kind of expert knowledge over another, using specific formats of negotiation, and legitimating particular modes of engagement over others.  相似文献

If one interprets sustainability as an attractor, it means that across time and place notions and ideas of sustainability structure, order and pattern institutions and practices. One can effectively explore the idea that sustainability is turning into a global attractor through mega events. As high profile and very visible happenings that attract worldwide attention, it is difficult to ignore common and widely shared norms on sustainability in the route towards such events. In investigating the 2008 Beijing Olympics I conclude that sustainability norms indeed restructured and patterned this global mega event. Moreover, these sustainability norms are crystallized, institutionalized and fixed in material and social structures, and thus will likely have some permanency.  相似文献

Transnational private governance organizations (TPGOs) set standards for various sustainability issues and industries. TPGOs individually address only facets of larger problems such as land conversion, and competition among TPGOs also affects TPGO governance, meaning coordination across their activities can be required. Studies have shown that ties between TPGOs and other organizations facilitate information sharing, coordination and socialization. A systematic analysis of the structure of such ties, however, is lacking. Using the employment ties of staff and governors, we analyse the inter‐organizational communities of TPGOs that focus on agriculture. Our findings cast doubt on the existence of a coherent community of sustainable agricultural TPGOs: very few communities involve multiple TPGOs. While TPGOs with a similar product focus may form links with similar organizations, there are few direct and indirect ties among TPGOs. Researchers should therefore be cautious about assuming that a TPGO policy community crossing organizational and policy divides currently exists.  相似文献

Over the past few decades, sustainability standards and certification have come to play an important role in the global governance of production and trade. Their purpose is to address the environmental and social problems generated by the globalization of the economy. Yet, as scholars and actors alike have pointed out, framing these problems in terms of technical criteria and procedures might result in rendering some issues invisible and closing potential debate and contestation. Through the empirical analysis of a multi‐stakeholder initiative called the ‘Roundtable of Sustainable Palm Oil', our aim is to explore how civil society organizations and advocacy networks nevertheless draw new lines of power by using, putting to the test, correcting and constructing formalized knowledge. To shed light on these processes of resistance, we advance an analytic that restores the concept of dispositif coined by Michel Foucault in emphasizing both the disruptive and stabilizing lines that compose a dispositif.  相似文献
