日本都道府县防灾无线网的建设及借鉴

日本是世界上灾害管理通信系统建设领先的国家,相关经验对我国灾害管理通信系统的建设有着重要的借鉴意义。都道府县防灾无线网是日本灾害管理通信系统的重要组成部分,已具备了较为成熟的建设模式和应用经验。本文介绍了日本灾害管理通信系统的框架、都道府县防灾无线网的体系架构及其通信系统组成,选择了神奈川县、长野县和三重县作为典型案例,对这三个县的防灾无线网的建设和应用情况作了分析,并借鉴日本的经验,结合我国的实际,提出了五个方面的建设建议。

Multicultural perspectives on counseling survivors of rape

The dominant Euro-American culture is a rape-prone culture, as defined by Sanday. Within that culture, rape is both a tool and a consequence of interlocking systems of oppression based on race, ethnicity, class, and sexual orientation. The impact of rape on an individual survivor can only be fully understood in the context of the survivor's own culture, religious beliefs, and experience as an immigrant or refugee. Issues of race, culture, class, and sexual orientation influence every step in the counseling of a rape survivor. Knowledge about the client's culture is essential if accurate assessment and culturally appropriate service are to be provided. Specific examples of the impact of these issues are presented. Ways in which the cultural values implicit in the crisis counseling model may conflict with the client's values and needs are examined.     

扬州市邗江区乡镇预防保健体制改革两种模式的比较研究

扬州市邗江区1999年对全区21所乡镇卫生院进行了产权制度改革。改制前3年,实行“医防合一”体制,从2002年起实行“医防分设”体制。文章采用定性调查和定量调查相结合的方法,比较改革前后农村卫生体系和农村预防保键资源、组织机构、服务效率、监督执法力度、农民满意度等方面的变化。研究表明,“医防分设”是必由之路,为进一步改革和完善预防保健体系提供了依据。     

国内女生校园暴力问题研究述评

近年来,频频爆出的女生校园暴力视频让校园暴力再次成为关注热点,目前关于女生校园暴力的研究集中在概念界定、特点、成因和预防四个方面,在研究对象的细化,研究视角的扩大,研究内容的拓展等方面还有待进一步加强。     

计算机病毒及其防治的探讨

本文阐述了计算机病毒的概念,对计算机病毒进行了分类,同时分析了各类病毒的特点。并着重介绍了对病毒的防范措施以及清除的方法。     

Darling–Erdős limit results for change-point detection in panel data

We wish to test the null hypothesis if the means of N panels remain the same during the observation period of length T. A quasi-likelihood argument leads to self-normalized statistics whose limit distribution under the null hypothesis is double exponential. The main results are derived assuming that the each panel is based on independent observations and then extended to linear processes. The proofs are based on an approximation of the sum of squared CUSUM processes using the Skorokhod embedding scheme. A simulation study illustrates that our results can be used in case of small and moderate N and T. We apply our results to detect change in the “corruption index”.     

《汉语新词新语年编2003—2005》词目年代研究——兼论《编年本〈汉语新词语〉系列词典部分词目的著录年代》

《汉语新词新语年编2003-2005》一书面世后,陶炼先生发表了《编年本〈汉语新词语〉系列词典部分词目的著录年代》,全文使用《人民日报》报刊检索作为研究新词词目年代的唯一方法。此种方法作为词目搜索范围过于狭窄。为了比较准确查找新词出现的相关年代,应当扩大搜索范围：除使用《人民日报》外．智能查找新词出现年代的方法还可使用人民网等在线报刊网站．利用谷歌、百度等搜索引擎进行网页查找也是可行的方法。新词词目的年代断定在实践中是非常复杂且易出纰满的。新词词典词目年代的断定不能保证完全准确。     

The zero-inflated Poisson model and the decayed, missing and filled teeth index in dental epidemiology

For frequency counts, the situation of extra zeros often arises in biomedical applications. This is demonstrated with count data from a dental epidemiological study in Belo Horizonte (the Belo Horizonte caries prevention study) which evaluated various programmes for reducing caries. Extra zeros, however, violate the variance–mean relationship of the Poisson error structure. This extra-Poisson variation can easily be explained by a special mixture model, the zero-inflated Poisson (ZIP) model. On the basis of the ZIP model, a graphical device is presented which not only summarizes the mixing distribution but also provides visual information about the overall mean. This device can be exploited to evaluate and compare various groups. Ways are discussed to include covariates and to develop an extension of the conventional Poisson regression. Finally, a method to evaluate intervention effects on the basis of the ZIP regression model is described and applied to the data of the Belo Horizonte caries prevention study.     

“A rape was reported”: construction of crime in a university newspaper

Historically, the news media have engaged in high rates victim blaming in their reporting of sexual assaults. However, in recent years, gains in civil rights and renewed attention to Title IX may mean sexual assault victims are receiving less-biased news coverage. Using a content analysis, we examined the tone and message of all crime stories published in one United States university newspaper from academic year 2015–2016 (n = 99). Comparing attributions of responsibility made to both victims and offenders across several major crime categories (rape, murder, sexual assault, robbery, physical assault, sexual misconduct, and sexual abuse), and consistent with historical trends, we found higher levels of victim blaming in stories on rape and sexual assault than any other crime. We identify rhetorical devices commonly used to discredit the victim and/or absolve the perpetrator. Despite perceived gains achieved by Title IX, news coverage continues to buttress victim blaming culture.
