Statutory Bodies: How Distinctive and In What Ways?

This article sets the organizational scene for the symposium. It does this by addressing statutory bodies, first in terms of their distinctive statutory foundations, and thereafter with reference to arrangements which they have in common with other types of organizations. Their distinctiveness results from the required legislative action, coupled with forms of political maneuvering and policy analysis. Their other features include their structures, ownership, work, legal power and relationships. Overall, they are legitimate, purposeful and responsible entities with a need to respond to various integration and autonomy arenas in which they are located.

女性非正规就业:现状与对策

阐述了女性在正规就业领域更易受排斥,公有和非公有企业存在雇用上的性别偏好等因素是导致女性劳动非正规化的成因,分析了这一就业趋向对女性经济参与方式和职业发展形成的影响,指出政府应加大对非正规就业的支持力度,改善非正规就业者的福利与完善保障政策,同时提出了建立反对歧视和排斥的平等就业法,对劳动力市场上的弱势群体进行必要的社会保护,为非正规就业人员提供必要的公共培训等有益的建议。     

简析宪法中的效率原则

宪法中的效率原则包含4个范畴。其中,最大化原则无法被比例原则所涵盖。若不考虑最大化原则,在审查国家财政任务的合宪性时,效率原则可以被视为比例原则的重要组成部分。作为一项宪法原则,效率原则不仅约束行政机关,而且约束立法机关。对于行政机关而言,由审计机关审查其活动是否符合效率原则。而对于代议机关而言,审查其行为是否符合效率原则的任务可以交给违宪审查机关,审计机关在必要时须提供专业咨询和建议。

MPA教育主体缺失是影响MPA教育实效性的主要原因。文章探讨了中国MPA教育主体及其特征、MPA教育主体缺失的原因及表现,进而提出只有发挥教师价值引导的主体性、尊重MPA学员自主建构的主体性、强化学校环境塑造的主体性扣加强政府政策激励的主体性,并使各主体达到协调统一,才能从根本上解决教师、MPA学员、学校和政府四主体缺失问题。

运用预期理论,探讨财务预期的概念、理论基础、形成路径、财务预期的类型和作用。利用中国平安保险公司2008年的融资门事件,分析非稳定财务预期现象的存在,提出改善决策者心智模式、建立健全决策者财务预期监测与预警系统等相关措施。     

Performance anxiety: women’s sexed bodies in Pakistan

The nexus of Islam, gender, race and violence has been keenly revisited in some post-9/11 scholarship. The concern over the racialized Muslim male body is justifiable in cases of rendition, torture and the kind of battlefields that mark the War on Terror. However, the sympathetic analysis of the tortured Muslim male body as a permanent and universally vulnerable imaginary has necessarily challenged the framing of sexual politics for Muslim contexts. This bid to shield the vulnerable Muslim male body from Islamophobia and imperialist violence forecloses the notion that Islamist patriarchy and politics can themselves be fundamentally violent in the post-9/11 moment and within the Muslim community. This obscures the range of routine, domestic and normative violent expressions observed by men in Muslim societies. This essay discusses two cases that illustrate the means and methods by which female bodies have been sexed by the narrative of the War on Terror in Pakistan. These cases highlight how the academic efforts that seek to rescue the racialized Muslim male body complicate the struggle of resisting (lay) female bodies.     

Unruly bodies at conference

Academic conferences embody a set of prescribed regulative practices. This article considers some of the tensions that arise when these normative expectations are disrupted by unruly bodies. As scholars of disability studies we lament the lack of understanding within an ableist society that is resistant to change. In this article, however, I invite us to explore closer to home to consider how unruly bodies might enable reflection on how disability is created even within our own ‘expert’ environments. It is argued here that new ways of conceptualising and accommodating behaviour at conference are required if these are to exemplify the inclusive and welcoming spaces desired by us all.
