To protect and secure food resources for the United States, it is crucial to have a method to compare food systems’ criticality. In 2007, the U.S. government funded development of the Food and Agriculture Sector Criticality Assessment Tool (FASCAT) to determine which food and agriculture systems were most critical to the nation. FASCAT was developed in a collaborative process involving government officials and food industry subject matter experts (SMEs). After development, data were collected using FASCAT to quantify threats, vulnerabilities, consequences, and the impacts on the United States from failure of evaluated food and agriculture systems. To examine FASCAT's utility, linear regression models were used to determine: (1) which groups of questions posed in FASCAT were better predictors of cumulative criticality scores; (2) whether the items included in FASCAT's criticality method or the smaller subset of FASCAT items included in DHS's risk analysis method predicted similar criticality scores. Akaike's information criterion was used to determine which regression models best described criticality, and a mixed linear model was used to shrink estimates of criticality for individual food and agriculture systems. The results indicated that: (1) some of the questions used in FASCAT strongly predicted food or agriculture system criticality; (2) the FASCAT criticality formula was a stronger predictor of criticality compared to the DHS risk formula; (3) the cumulative criticality formula predicted criticality more strongly than weighted criticality formula; and (4) the mixed linear regression model did not change the rank‐order of food and agriculture system criticality to a large degree.  相似文献

This article reports some findings from an ESRC‐funded research project which has been examining the development of criticality in undergraduate students, taking social work and modern languages as contrasting disciplines. This twin‐track study aims to develop the conceptualisation of ‘criticality’ in the context of empirical research. This article examines the development of criticality in final year social work students, where the practice learning experience is predominant. The analysis is framed by the project's developing theoretical conceptualisation of criticality.  相似文献

This paper examines the possibility of criticality in a nuclear waste repository. The estimated probabilities are rough bounds and do not entirely dismiss the possibility of a critical condition; however, they do point to the difficulty of creating conditions under which a critical mass could be assembled (i.e., corrosion of containers, separation of neutron absorbers from the fissile material, and collapse or precipitation of the fissile material). In addition, should a criticality occur in or near a container, the bounding consequence calculations showed that fissions from one critical event are quite small (<˜1020 fissions, if similar to aqueous and metal accidents and experiments). Furthermore, a reasonable upper bound of total critical events of 1028 fissions corresponds to only 0.1% of the number of fissions represented by the spent nuclear fuel inventory in a repository containing 70,000 metric tons of heavy metal (MTHM) (the expected size for the proposed repository at Yucca Mountain, Nevada).  相似文献

Failure of critical national infrastructures can result in major disruptions to society and the economy. Understanding the criticality of individual assets and the geographic areas in which they are located is essential for targeting investments to reduce risks and enhance system resilience. Within this study we provide new insights into the criticality of real‐life critical infrastructure networks by integrating high‐resolution data on infrastructure location, connectivity, interdependence, and usage. We propose a metric of infrastructure criticality in terms of the number of users who may be directly or indirectly disrupted by the failure of physically interdependent infrastructures. Kernel density estimation is used to integrate spatially discrete criticality values associated with individual infrastructure assets, producing a continuous surface from which statistically significant infrastructure criticality hotspots are identified. We develop a comprehensive and unique national‐scale demonstration for England and Wales that utilizes previously unavailable data from the energy, transport, water, waste, and digital communications sectors. The testing of 200,000 failure scenarios identifies that hotspots are typically located around the periphery of urban areas where there are large facilities upon which many users depend or where several critical infrastructures are concentrated in one location.  相似文献

A scaled version of the general AIMD model of transmission control protocol (TCP) used in Internet traffic congestion management leads to a Markov process x(t) representing the time dependent data flow that moves forward with constant speed on the positive axis and jumps backward to γx(t), 0 < γ < 1 according to a Poisson clock whose rate α(x) depends on the interval swept in between jumps. We give sharp conditions for Harris recurrence and analyze the convergence to equilibrium on multiple scales (polynomial, fractional exponential, exponential) identifying the critical case xα(x) ~ β. Criticality has different behavior according to whether it occurs at the origin or infinity. This article has been developed from a keynote speech delivered by Bill Badham at a Practice Teaching Conference held in Leicester on 13-14 October 1998. The aim of the conference was to explore practice teaching in the context of the voluntary sector and consider strategies for development and change. The article considers the value to voluntary sector agencies of offering assessed practice placements to social work students. From the benefits to practice teachers and individual agency representatives, it broadens the discussion to the benefits to social work as a whole of having an integrated voluntary sector perspective in social work education.  相似文献
