A great majority of methods designed for Multiple Criteria Decision Aiding (MCDA) assume that all assessment criteria are considered at the same level, however, decision problems encountered in practice often impose a hierarchical structure of criteria. The hierarchy helps to decompose complex decision problems into smaller and manageable subtasks, and thus, it is very attractive for computational efficiency and explanatory purposes. To handle the hierarchy of criteria in MCDA, a methodology called Multiple Criteria Hierarchy Process (MCHP), has been recently proposed. MCHP permits to consider preference relations with respect to a subset of criteria at any level of the hierarchy. Here, we propose to apply MCHP to the ELECTRE III ranking method adapted to handle three types of interaction effects between criteria: mutual-weakening, mutual-strengthening and antagonistic effect. We also involve in MCHP an imprecise elicitation of criteria weights, generalizing a technique called the SRF method. In order to explore the plurality of rankings obtained by the ELECTRE III method for possible sets of criteria weights, we apply the Stochastic Multiobjective Acceptability Analysis (SMAA) that permits to draw robust conclusions in terms of rankings and preference relations at each level of the hierarchy of criteria. The novelty of the whole methodology consists of a joint consideration of hierarchical assessments of alternatives performances on interacting criteria, imprecise criteria weights, and robust analysis of ranking recommendations resulting from ELECTRE III. An example regarding the multiple criteria ranking of some European universities will show how to apply the proposed methodology on a decision problem.  相似文献

Traditionally, in the literature on the modelling of decision aids one notes the propensity to treat expected utility models and outranking relation models as rivals. It may be possible, however, to benefit from the use of both approaches in a risky decision context. Stochastic dominance conditions can be used to establish, for each criterion, the preferences of a decision maker and to characterise them by a concave or convex utility function.Two levels of complexity in preference elicitation, designated as clear and unclear, are distinguished. Only in the case of unclear preferences is it potentially interesting to attempt to estimate the value function of the decision maker, thus obtaining his (her) preferences with a reduced number of questions. The number of questions that must be asked of the decision maker depends upon the level of the concordance threshold that he(she) requires in the construction of the outranking relations using the ELECTRE method.  相似文献

In the first part of this paper, we describe the main features of real-world problems for which the outranking approach is appropriate and we present the concept of outranking relations. The second part is devoted to basic ideas and concepts used for building outranking relations. The definition of such outranking relations is given for the main ELECTRE methods in Part 3. The ELECTRE II and III methods enjoy a wide acceptance in solving multi-criteria decision-making (MCDM) problems. Research results in this paper reveal that there are some compelling reasons to doubt the correctness of the proposed rankings when the ELECTRE II and III methods are used. In a typical test we first used these methods to determine the best alternative for a given MCDM problem. Next, we randomly replaced a non-optimal alternative by a worse one and repeated the calculations without changing any of the other data. Our computational tests revealed that sometimes the ELECTRE II and III methods might change the indication of the best alternative. We treat such phenomena as rank reversals. Although such ranking irregularities are well known for the additive variants of the AHP method, it is the very first time that they are reported to occur when the ELECTRE methods are used. These two methods are also evaluated in terms of two other ranking tests and they failed them as well. Two real-life cases are described to demonstrate the occurrence of rank reversals with the ELECTRE II and III methods. Based on the three test criteria presented in this paper, some computational experiments on randomly generated decision problems were executed to test the performance of the ELECTRE II and III methods and an examination of some real-life case studies are also discussed. The results of these examinations show that the rates of the three types of ranking irregularities were rather significant in both the simulated decision problems and the real-life cases studied in this paper.  相似文献

The selection of a Computerised Maintenance Management System (CMMS) is a strategic decision in any industry. In hospitals such systems are becoming increasingly necessary because of the high proportion of the budget allocated to the maintenance area and the increasing demand for quality from both health-care professionals and patients. The aim of this study is to propose a more satisfactory CMMS selection process. The process uses a decision-making model based on the use of the multicriteria technique ELECTRE II in two stages. First, the software suppliers that can guarantee a successful implementation of the CMMS are selected. Then, the CMMS that best meets the organisation's needs and requirements is selected. To demonstrate the process, the authors present a case study of the selection process in a Spanish regional health service. Finally, a discussion of the influence of the public health-care environment on the final decision is offered.  相似文献

Robust Ordinal Regression (ROR) supports Multiple Criteria Decision Process by considering all sets of parameters of an assumed preference model, that are compatible with preference information elicited by a Decision Maker (DM). As a result of ROR, one gets necessary and possible preference relations in the set of alternatives, which hold for all compatible sets of parameters, or for at least one compatible set of parameters, respectively. In this paper, we propose an extension of ELECTRE and PROMETHEE methods to the case of the hierarchy of criteria, which was never considered before. Then, we adapt ROR to the hierarchical versions of ELECTRE and PROMETHEE methods.  相似文献
