论高等学校大型仪器设备的开放与共享

大型精密仪器设备是高等学校优质的教学资源,是进行高水平实验教学和科学研究的重要工具,也是高等学校办学实力和科研水平的重要标志。但由于高等学校大型仪器设备封闭式管理,导致重复购置;购置可行性论证不足,造成严重的资源浪费;购人后维护经费不足,造成大量仪器设备闲置等原因,是高等学校大型仪器设备利用率不高的主要原因。这些因素制约了高等学校大型仪器设备的开放与共享,因此,高等学校建立开放共享的管理机制,形成组织保障、经济保障和设备效益评估机制,建立大型仪器共享平台,设立大型仪器设备使用基金,鼓励大型仪器设备对外开放,服务社会。提高高等学校仪器设备利用率,保障教学科研工作正常进行,促进高等学校的可持续发展。

票据法上的民事责任制度研究

票据法上的民事责任不同于票据责任和一般法上的民事责任。构建我国票据法上的民事责任制度体系,对于救济票据权利人的利益、制裁违法票据行为以及完善票据立法具有重要意义。我国票据法上的民事责任制度的框架体系,应当包括票据返还责任、利益返还责任、损害赔偿责任以及票据原本的复本、誊本的发行与返还责任等四个部分。     

TESTING THE AGREEMENT OF TWO QUANTITATIVE ASSAYS IN INDIVIDUAL MEANS

ABSTRACT

Existing approaches for the statistical evaluation of the agreement of two quantitative assays in terms of individual means are either based on a linear model and some stringent assumptions or comparisons of averages of individual means. Furthermore, the related statistical tests for some of these approaches are not valid in the sense that the sizes of these tests are not exactly the same as the nominal size even asymptotically. In this paper we propose a new method, which produces exact statistical tests that are easy to compute. When independent replicates are available, the proposed method requires very little or no assumption on the individual error variances. Simulation results show that the proposed tests perform better than some existing tests. Some examples are presented for illustration.     

骨笛神韵--8000年前骨笛研究

1986年，兴隆洼文化遗址出土一支骨笛，经专家研究鉴定、修复、测音、演奏，证明了它是中国远古时期最早的乐器之一。证明中国音乐的历史和乐器制作史，距今已有8000多年，同时还证明了8000年前中国音乐的构成，不仅有5声音阶、6声音阶，还有7声音阶，把中国7声音阶的历史提前到了8000年前。对推动中华文明的探源工程有着极为深远的意义，对进一步研究中国乃至世界音乐史意义重大。     

Choosing the Number of Instruments

Properties of instrumental variable estimators are sensitive to the choice of valid instruments, even in large cross‐section applications. In this paper we address this problem by deriving simple mean‐square error criteria that can be minimized to choose the instrument set. We develop these criteria for two‐stage least squares (2SLS), limited information maximum likelihood (LIML), and a bias adjusted version of 2SLS (B2SLS). We give a theoretical derivation of the mean‐square error and show optimality. In Monte Carlo experiments we find that the instrument choice generally yields an improvement in performance. Also, in the Angrist and Krueger (1991) returns to education application, when the instrument set is chosen in the way we consider, it turns out that both 2SLS and LIML give similar (large) returns to education.     

Structuration d’un champ d’action publique : l’intervention publique sur les copropriétés dégradées

This article focuses on the social construction of the problem, which emerged in France during the 1980s, of dilapidated condominium apartment buildings and on the public policy instruments that have been used. A sociology of organized action serves to analyze this twofold process, which has resulted from the formation of networks of persons unfamiliar with the legal aspects of condominium ownership. Linking the periphery to the center, these networks have crystallized around norms ensuing from housing policy. The concept of “field” in the Weberian sense explains this crystallization, and also applies to the symmetrical process of conserving civil law on joint ownership. Parties attached to this normative system denied the problem of dilapidated condominiums, when it was presented to them. By pursuing a social activity based on applying and producing rules, individuals in the networks related to housing policy and persons concerned by condominium ownership contributed to maintaining and, too, revitalizing rules and norms.     

构建适合我国国情的衍生金融工具会计制度

衍生金融工具的迅猛发展有利于投资者实现套期保值、转移风险,但同时也在更高层面上放大了金融风险。衍生金融工具的发展是一把双刃剑,如何最大程度地降低和防范风险的冲击显得至关重要。完善和重塑我国现有会计理论,尽早制定适合我国现实经济环境的衍生金融工具会计准则是应对风险的明智选择。     

传统的发明与文化的销售——以泰国东北部Isan地区的排笙制作为例

作者通过对泰国东北部Isan地区Tha Lua村排笙制作的田野考察,探讨了传统的发明和销售文化的方法和条件,以及其人类学意义。认为传统的发明和销售需要市场的推广和国家的帮助,传统文化的销售应该以社区中的村民为基础,不以大公司的利润为目的,也不以单纯的GDP增长和政府财政牧入的增加为目的,而是以增加村民收入为目的,以农民公平受益、农民优先受益为目的,这样的传统销售是我们所应当追求的。     

吹管类乐器及其与民族声乐演唱的关系

民族声乐与传统乐器的结合,无论是对民族声乐的演唱和教学,还是对民族乐器本身的发展,都产生了非常显著的影响。两者之间相互融合与支持、相得益彰、相映成趣关系,既使我国的民族声乐演唱产生了质的飞跃,也为民族声乐演唱艺术形式和声乐教学领域开拓出更为宽阔的领域,同时也推进了传统乐器的不断改进和创新。本文以传统乐器中的吹管类乐器为主要研究对象,并以箫和笛子、唢呐为代表性乐器,通过分析论述,阐明该类乐器与民族声乐演唱和声乐教学的关系,并力图从中发现和探索出一定的与乐器发展,尤其是与民族声乐演唱和声乐教学有段的规律性表现或理论质素。
