从国家科技管理机构、科研体系及公共科研成果转化三个方面分析美国和英国的公益性科技管理制度及其发展变化.随着经济全球化和知识自由流动的发展,科学技术在国家经济发展与社会进步方面的作用越来越大,政府在科技管理上的职能与地位也随之发生变化,总的来说是由原来的主要资助者和实施者转变为催化者和促进者.     

巧妙利用小组合作学习实现英语单元复习的高效性

比起形式丰富多彩的新授课,学生经常感到复习课枯燥乏味。为了激发学生的学习热情,在英语单元复习课上,采用小组合作学习的方式,引导学生开展各种各样的游戏和竞赛活动,使学生在宽松、愉悦的学习氛围中成功地将知识内化吸收,从而实现英语单元复习的高效性。     

论邻地通行与另辟通道——以梁某诉神农公司案为例

本文以梁某诉神农公司案为例,分析了我国物权法邻地通行权设计中存在的问题。我国物权法只对周围地的邻地通行权做了规定,没有对非周围地的通行权做出规定。本文指出,我国无偿通行的规定不符合国际惯例,也不利于提高土地资源利用效率,通行权人需要对周围地所有权人的损失等进行补偿,但无需对特殊邻地通行权进行补偿。同时认为,对历史形成的通道进行的"划道"行为不是另辟通道。从土地用途变迁的历史维度出发,强调应当灵活理解"通道应当为土地通常使用所必要"。     

Implementing the ecological approach in tobacco control programs: results of a case study

The ‘new public health’ has stimulated calls to adopt an ecological approach for action aimed at improving population health. However, the implementation of ecological programs has often remained a challenge. The objective of this study was to identify factors facilitating the implementation of ecological tobacco control programming in two Public Health Departments in Québec (Canada) using Scheirer's model of program implementation as a conceptual framework and an exemplary case study design. Analysis revealed two distinct configurations of environmental, organizational and professional characteristics that were related to equally successful implementations of the framework. Key roles for factors such as provincial ministerial guidelines and financial resources, human resources, and relationships and alliances with other organizations, were highlighted. These results replicate findings from quantitative surveys and allow better understanding of the conditions required for planning ecological programming.

西方人口流动模型及其对我国就业政策的启示

一个社会所能容纳的就业总量 ,除了受全社会的产出水平决定外 ,还受其它一些因素的影响。其中 ,人口的流动、特别是从农村向城市的人口流动会对一个国家的就业人数产生很大的影响。分析西方的人口流动模型 ,是为了探讨运用这些理论选择适合我国国情的就业政策。     

价值理性、工具理性与单位制基础的消解

随着改革开放的不断深入,中国进入复杂多变的社会转型时期,其中单位制的变化在整个转型中具有重要的意义。单位制原来得以形成的政治、经济、文化基础已经消失或正在消解,这种消解是中国的现代化建设由以价值理性为主导走向以工具理性为主导的过程,体现了当代中国社会运行和发展的逻辑。     

The Difficult History of Ancillary Units: The Obstacles and Potential Opportunities to Increase the Heterogeneity of Neighborhoods and the Flexibility of Households in the United States

ABSTRACT

Most aging Americans express the desire to stay in their current home for the rest of their lives. However, as literature and practice indicate, aging in place cannot be successfully achieved in all places, especially in those places where zoning regulations and building codes act as barriers to the flexible adaptation of environments. One possible solution could come from the legalization of what is commonly known as granny flats, or more technically as Ancillary Dwelling Units. This article is divided into three parts. The first part is a brief history of Ancillary Dwelling Units. The second part focuses on the critical role played by local and state urban planning policies in the future of Ancillary Dwelling Units. California is used as a noteworthy example. The third part discusses how positive outcomes for senior residents who have Ancillary Dwelling Units legally present in their neighborhoods are linked to the appropriateness of their design.     

以和谐理念引领大学生基层就业

大学生到基层就业是高等教育人才培养方向的指南,是大学生全面成才的途径。党和国家高度重视大学生到基层就业工作,但由于诸多方面的不协调,致使大学生基层就业难以顺利推进,造成了大学生就业难的社会问题。大学生能否充分就业,是影响社会主义和谐社会构建的重要因素。涉及大学生就业的各方都应以和谐的理念引领,通过政府提供和谐的政策支持、高校的人才培养与社会需求和谐、大学生树立与时代和谐的成才观、社会营建和谐氛围等多方联动机制,确保大学生面向基层就业工作的深入开展。     

Panel regression models for measuring multidimensional poverty dynamics

This work concerns the study of poverty dynamics and the analysis of the influencing socio-demographic factors. A fuzzy and multidimensional approach has been chosen in order to define two different poverty measures. A panel regression model has been estimated and particular attention has been paid to the treatment of the unobservable heterogeneity among longitudinal units. The specified model combines autoregression with variance components. The empirical analysis has been conducted using the data set of the British Household Panel Survey (BHPS) from 1991 to 1997. This work was co-financed by Murst funds for the projects “Occupazione e disoccupazione in Italia: misura e analisi dei comportamenti”.
