经济赋能与社区融合—以一个西部地区的反贫困实践为例

文章基于陕西省白水县的农村反贫困实践探索,从发展性社会工作视角探讨经济赋能与社区融合干预对于残疾人脱贫发展的意义。 这一反贫困实践案例显示,贫困者的生计发展嵌入在其家庭及社区的关系性脉络中,依托于残疾人互助合作社的社区融合介入,有助于残疾人的经济与社会的双重赋能,提升残疾人生计发展的内生动力。 同时,本地社会组织在残疾人反贫困中发挥关键作用,社会组织的能动性发展促进了多主体合作参与的贫困治理,也带动了社会工作专业理念和方法在反贫困实践中的运用。     

Testing the Vision: Preschool Settings as Places for Meeting,Bonding and Bridging

The OECD (2006 Starting Strong II: Early Childhood Education and Care. OECD Publishing: Paris) envisions early childhood education and care settings as meeting places for diverse social groups; places that build social capital. This vision was assessed in a comparison of three preschools types: full‐fee paying, subsidised‐fee and publicly funded. The social composition within each was examined and the connectedness of the children (n = 472) who attended compared. Publicly funded preschools had more socially diverse populations. The quantity of social connectedness did not differ but children in publicly funded preschools described higher quality social relationships. Not all preschool settings are socially diverse but, where they are, the quality of relationships is highest.     

Viewing the child as a participant within context

This paper explores tensions between the social nature of learning and the current emphasis upon individual support. The paper contrasts the focus upon context in discussions with parents and practitioners, with the focus upon the individual within formal and informal written documents. The analysis is partly situated within the first author’s experiences as a parent researcher, drawing additionally upon ethnographic research carried out with families involved in early intervention, including an evaluation of over 150 pages of documentation provided by a parent. It identifies the need for assessment and evaluation to focus upon and record the broad range of context that influences learning.     

Activation and social inclusion: challenges and possibilities

The last two decades have seen an increasing focus on the activation of individuals receiving welfare benefits. This has entailed an attempt to transform employment assistance and social security systems to make them more employment‐friendly through the development of explicit linkages between social protection policies, labour market participation and labour market programs. At the same time there has been a growing interest in the concept of social inclusion, and social inclusion has been a commonly stated goal of activation programs. However, despite some synergies between these two approaches, in other respects it is not clear that they are always compatible. This paper explores the extent to which activation programs are central to the social inclusion approach and the similarities and differences between these approaches. It then briefly examines the evidence regarding the ability of activation programs to enhance social inclusion.     

Factors that influence elementary school teachers’ attitudes towards inclusion of visually impaired children in Turkey

There is a scarcity of research on inclusion of visually impaired children in Turkey. Specifically, a gap exists concerning the attitudes of elementary school teachers towards the inclusion of visually impaired children in mainstream schools. This article uses data from two questionnaires, leveraging the responses of 253 teachers from rural and urban areas. The results demonstrate that elementary school teachers commonly hold positive attitudes towards the inclusion of visually impaired children and that teachers’ initial and in-service training about inclusion positively influenced their attitudes. Our findings are in contrast with earlier research which argues that teachers do not hold positive attitudes to inclusion, and highlights that a key barrier to inclusion stems from elementary school teachers feeling unprepared to teach visually impaired children. We conclude that greater post-qualification training is required to enable teachers to operationalise different approaches that facilitate the inclusion of visually impaired children.     

骊靬文化之历史钩沉及再认识

骊靬文化是近年来史学界一个热点话题。一方面,着重于一些历史细节的梳理与比较,如对其字词演变线索、对"骊靬"之名的来由属地与渊源进行了推测;另一方面,结合军事文化、基因旁证,以及参照世界古代史、中西文化交流史、建筑史等领域的诸多线索,从特定的历史地理视角来分析与审视这一文化现象,尽可能客观勾勒骊靬文化的历史轮廓。我们应该置于更广阔的视角中去体会这一问题所展现出的文化包容的辩证内涵,获取文化动态演变中富于哲理的启示。     

Defining Social Inclusion for Children with Disabilities: A Critical Literature Review

Social inclusion is a complex and often misunderstood concept. For children with disabilities, research has documented the degree of loneliness, bullying and exclusion they often experience in their social lives. This paper presents the findings of a critical literature review on the social inclusion of children with disabilities. Study methods comprised rigorous criteria for study selection followed by established protocols for evaluating studies. Reputable rating scales were used to examine peer‐reviewed research published within the last 10 years. Fifty‐four studies were analyzed for essential themes. Findings reflect a broad range of stakeholder perspectives and factors that promote or inhibit social inclusion, including child‐specific variables as well as environmental influences. Additional research should focus on the perspectives and experiences of children in inclusive settings, particularly those with disabilities, as a means of safeguarding their future social and emotional well‐being.     

村民自治中“指导权”与“领导权”问题初探

村级公共权力是村级民主政治系统的核心要素,其稳定运行和有效行使对村级民主政治具有重要意义。村级民主政治系统运行过程中出现的诸多现象,可以从村级公共权力角度进行解释,制约村级公共权力运行的因素势必也是制约村级民主政治系统运行的因素。当前,“指导权”和“领导权”运行过程中出现的问题成为制约村级公共权力运行的首要原因。     

Multidimensional poverty: An alternative measurement approach for the United States?

International poverty research has increasingly underscored the need to use multidimensional approaches to measure poverty. Largely embraced in Europe and elsewhere, this has not had much impact on the way poverty is measured in the United States. In this paper, I use a comprehensive multidimensional framework including economic well-being, capability, and social inclusion to examine poverty in the US. Data from the 2004 General Social Survey support the interconnectedness among these poverty dimensions, indicating that the multidimensional framework utilizing a comprehensive set of information provides a compelling value added to poverty measurement. The suggested demographic characteristics of the various categories of the poor are somewhat similar between this approach and other traditional approaches. But the more comprehensive and accurate measurement outcomes from this approach help policymakers target resources at the specific groups.     

Getting to know reality and breaking stereotypes: the experience of two generations of working disabled women

This paper sets out the results of a Spanish study of the experience and meaning of work among disabled women of two generations, with three types of disability (physical, visual and hearing). Performing a socially recognised activity such as a job is a source of emotional welfare and self‐esteem. Moreover, it confers a certain social status. For the participants in this study the kind of work involved, whether productive, paid and ‘extra‐domestic’ or ‘reproductive’, unpaid and done at home, acquires different meanings, since for disabled women, sexist stereotypes – already more or less accentuated in the culture – social attitudes towards disability and personal factors introduce relevant differences, while leading to conflicts and dilemmas that these women have to solve. At any rate, their sense of responsibility in performing all types of work should be emphasised as evidence of their sense of independence and personal competence, forming a keystone in their construction of a sense of identity and social integration.
