AbstractIn 2001, a number of initiatives began for distributing research journals to parts of the world where they are otherwise not accessible. This “Balance Point” reports on two publishers whose journals are now more broadly available in developing nations. HighWire Press offers both a free back issue archive and a developing countries initiative. Blackwell Publishing is working with a Russian consortium to make journals available to Russian universities and with nongovernmental organizations to provide free or nearly free access to biomedical journals in a number of developing nations. AbstractE-journal management tools and services such as MARC record services, A-to-Z lists, and link resolvers are changing e-journal cataloging. This column explores these changes in the academic environment through interviews with ten librarians representing eight universities. Three areas of change in serials cataloging are explored: (1) changes to the MARC record, including how libraries are adding/creating MARC records for their catalogs, the number and type of MARC records being created and linking within MARC bibliographic and holdings records; (2) the manner in which serials catalogers are being informed of changes; and (3) the evolving role of the serials cataloger. Future trends and advice for evolving workflow practices conclude the discussion.

AbstractThe purpose of this article is to highlight the status and application of automated serials control in three central university libraries in India—namely, Aligarh Muslim University (AMU), Jamia Millia Islamia (JMI), and Jawaharlal Nehru University (JNU). All three libraries have started to automate their serials processes, choosing either the Libsys or Virtua integrated library systems. AMU and JMI selected Libsys, while JNU installed Virtua—a product of VTLS Inc. Findings suggest that reasonable progress has been made with the use of different features of serials control systems in all these libraries. This information is helpful for other universities where libraries want to start the automation process.

AbstractThis article discusses the growing need for tools or systems that will provide more effective management of and improved user access for journal collections, especially for e-journals. The author briefly describes initial efforts at the local library level to develop management systems and mentions the rise of vendor-supplied solutions, which have become very popular. In spite of the current popularity of vendor-based solutions, the author argues that there is still a niche for locally developed journal management systems. One such system, developed at the author's home institution, Taylor University, is featured as a case study.

AbstractThis study surveys the development of collections of foreign-language ethnic newspapers in American libraries and archives since the 1960s. Relying on a review of historical and media studies scholarship as well as library and archival science literature, the article aims to identify the main sources of non-English ethnic newspapers available in the United States and to examine the difficulties such newspapers present for libraries, from older print publications to today’s born-digital media, regarding collection development, bibliographic control, and preservation. After a brief historical survey of the foreign-language ethnic press in the United States, the article analyzes the development of library collections since the 1960s as well as libraries’ efforts to preserve them and improve access to them. It then evaluates the state of digitization and online availability of foreign-language ethnic newspapers and initiates a reflection on the need to collect current print and digital ethnic newspapers.

ABSTRACTLibraries are committed to long-term access to the scholarly record in published journals. The transition from print to online format has presented numerous challenges for libraries. While many publishers provide some form of post-cancellation or perpetual access to subscribed journals, libraries sometimes find it difficult to ensure that access is available to users. Language regarding perpetual access can be vague in the license agreements libraries sign with publishers. Even when perpetual access is available, libraries may lack the staff, tools, or workflows needed to review and confirm access. Examples of how libraries have addressed these challenges are provided.

AbstractThis article presents the results of an online survey of academic librarians conducted in 2011 on the topic of electronic serials management. Since online journals had by 2011 become a major part of academic library serials collections, a central objective of this survey was to explore whether this had led to any degree of standardization in online serials management procedures across academic libraries. The focus of the survey was generally on issues affecting technical services, specifically exploring the impact of electronic serials on collection development, library staffing, and serials management tools. The responses to the survey did not reflect any significant level of uniformity among these libraries in any of these areas, suggesting that libraries primarily take into account the needs of their own institutions when formulating procedures for managing online serials.
