两汉王朝治理西域的经验与教训

文章对两汉三朝在经营西域过程中的经验和教训做了探讨。认为决定经营成败的首要因素是统治者对西域地位重要性的认识；在具体政策中则因俗而治、屯田、对动乱镇压是否果断、是否拥有一批素质很高的官员队伍等都是值得关注的主要因素；国力强盛是这些政策是否有效实施的基础和可靠保障，而中原地区稳定是国力增强的必要条件，同时由于西域依靠河西走廊和内地联系，今甘青地区的稳定由此也成为影响西域治理大局的基础性因素。

On Experiences and Lessons of Governing the Western Regions of the Han Dynasties

In this paper, the author explored the experiences and lessons drawn from the governing the Western Regions of the Han Dynasties. The author holds that the key factor of governing the Western Regions is the importance of this area in the ruler＇ s eye. In implementing the policies, governing in according with local customs, farming, determined repression of uprising, high-quality officials are also factors to be considered. National power is the reliable guarantee of effective implement. The stability of Central Plains is a necessity of national power. Meanwhile, since the Western Regions keeps contact with inland through Hexi Corridor, the stability of Gansu and Qinghai will be the fundamental factor which influences the governing of the Western Regions.
