| Abstract: | The normlessness in adopting the villagers' self-governance system is due to "the imbalance of participant motive forces".Therefore,active measures should be taken to arouse the enthusiasm of rural residents' participation in political affairs,so as to set up a dialogue and consultation mechanism at the grassroots level. |
