| 摘 要： | 分析指出,"限蝇令"的出台体现出政策制定的大趋势——政策指标量化。要做到量化指标更科学合理必须注意几个方面:并非所有的政策目标都可以量化;能够量化的政策指标必须具有现实性、可行性;量化的政策指标必须要经过调查研究。
