中国城市环保行业的技术效率研究——以35个大中城市为例

摘    要:随着中国经济的快速发展和城市化水平不断提高,环境问题日益突出。运用三阶段数据包络分析(DEA)方法对2007年中国35个大中城市环保行业技术效率进行测度,剔除环境因素和统计噪音的影响。研究结果表明:中国城市环保行业的平均技术效率依然偏低只有0.772,其中规模效率是制约其提高的关键因素;在剔除环境因素和统计噪音的影响后,各城市环保行业技术效率水平有所提高,其中纯技术效率大幅度上升,规模效率略有提高;中国城市环保行业技术效率具有一定的区域差异性,东、中、西部效率值各为0.76、0.838、0.74。为此,提出相应的政策建议。

Abstract:With the rapid development of economic and urbanization,the environmental problems of China have become increasingly prominent.This paper employs three stages DEA model to conduct empirical research in technical efficiency of pro-environment industries in 35 large and medium cities in 2007 China,excluding the factors of environment and statistical noisy.The findings are the following:(1) the whole technical efficiency of China's pro-environment industries is only 0.772 and it is still low.The economics of scale is the key crux;(2) after excluding the factors of environment and statistical noisy,the level of technical efficiency has increased a lot,which the pure technical efficiency has greatly increased and the scale efficiency has slightly increased;(3) there is discrepancy between regions and the rate of the technical efficiency of east,middle and west part is 0.76,0.838,0.74 respectively.In view of the above analysis result,we put forward the corresponding policy suggestions.
