人才环境的国际比较:指标构建及应用

摘    要:通过科学合理地设定指标构建原则、思路,并依照数据可得性和实证结果反复试验,构建了一个国际可比的人才环境评价指标体系,并通过应用至58国1999-2006期间的核算证实了其科学合理性和可操作性。实证结果的分析表明,中国人才环境不容乐观,排在中下游,二级指标中,宏观环境表现稍好,其余与总体情况一致,而历史的结果也并未表现出显著上升趋势,这对我们是一个警示。
