| 摘 要： | 乡镇政府及其工作人员能否对乡村社会和广大农民的需求做出积极、敏感、负责任的回应，直接关系到新农村建设的成效。提升乡镇政府回应能力的思路主要有：继承和发展党的优良传统作风，树立群众观念；改革压力型行政体制，合理划分各级政府的事权；把握好回应指向；建立健全乡镇政府回应机制等。

| Abstract: | Whether village and town governments and their staff can make active,keen,and responsible response to the need of the country society and farmers is directly related to the effect of the NewRural Construction.The ways to promote village and town government's response are mainly as follows: CPC's excellent people-centered traditions should be inherited and developed;pressure-administration regime is to be reformed to compartmentalize the obligations and rights of governments of differentlevels;the direction of response is expected to be watched closely;A response mechanism of village and town governments is supposed to be developed. |
