中国安全社区建设模式与综合减灾规划研究

联合国所倡导的“社区发展”,是指社区居民积极参与社区生活并与政府组织合作,以促进社区的经济、社会和文化的发展,进一步协调和整合各社区,使它们与整个国家的生活合为一体。安全社区首先是一个地方社区,其至少应具备两个条件：一是制定针对所有居民、环境和条件的积极的安全预防方案,二是拥有包托政府、卫生服务机构、志愿者组织、企业和个人共同参与的工作网络。实施安全社区建设目标应编制防灾规划,要制定应急反应计划,建设应急反应队伍,同时还要加强公众安全防灾文化教育。我们要推进安全社区建设,要注意安全社区预案与防灾规划的结合,同时要尽快选择我国的“防灾减灾日”,以唤起民众的防灾减灾意识。

Building Model of Safe Community and Research on Comprehensive Calamity Reduction Planning in China

The“community development”advocated by the UN means the participation of the habitants and the cooperation with the governments for the community affairs to promote the economic,social and cultural development,which harmonizes and integrates the com- munities to be one unit with countries.This paper makes an introduction about the theories of the construction and development of the safe communities,and I hope it would be helpful to the construction of the safe community in China.
