关于进一步提高“走出去”利用外资水平的思考

进一步提高“走出去”利用外资的水平,对成功现实中国开放战略转型、适应经济全球化的需要、提高我国对外直接投资水平以及应对WTO的挑战具有重要的理论和现实意义。在进一步提高“走出去”利用外资方面,目前无论政府还是企业方面都存在一些不利因素。为此,有必要营造良好的国内外环境、进行战略和制度的适当调整、明晰产权关系、进行政策革新、健全涉外法规体系、组建企业集团、重视人才队伍建设及进行地方性法规的规范。

Meditation on the Further Improvement in "Going Out" to Incorporate Foreign Funds

Further improvement in the incorporation of foreign funds is of great theoretical and realistic significance to the success of China's transfer of the opening policy,to China's adaptability to the demands of economic globalization,to China's upgrading of the direct investment in foreign countries and to its meeting the WTO challenges.In the aspect of availing foreign investment,there exist some disadvantageous factors with the government as well as the enterprises.Therefore,it is necessary to build sound environment both at home and abroad,make suitable adjustment in strategy and system,clarify property right relations,carry out reform in the policies,improve systematic regulations concerning foreign affairs,organize enterprise groups,strengthen team work of talented personnel and standardize the specification of local law.
