| 摘 要： | 制度对政策执行具有明显的规范作用,运用制度分析的方法考察政策执行,找出导致利益因素阻滞政策执行的制度障碍,可以充分发挥制度的功能,从制度建设的角度寻找控制利益因素,规范政策执行者与目标群体的行为,保障政策的有序执行。

| Abstract: | Institution has an immediate effect of normalization on policy implementation.Investigation of policy implementation via institutional analysis so as to find out the barriers to policy implementation caused by interest factors will be helpful for institutions to give full play of their functions.Orderly policy implementation lies heavily with the discovery of benefit factors from the perspective of institutional construction,and with the normalization of the behaviors and activities of policy implementers and target groups. |
