| 摘 要： | 从受教育权的性质看,义务教育主要是国家的义务,从国际法的视野着眼,义务教育也是国家的义务。新修订的义务教育法强化了国家承担的义务,主要包括:保障义务教育经费的义务,保障义务教育均衡发展的义务,实施素质教育的义务,保障师资的义务和教育督导的义务等。

| Abstract: | In sight of the property of the right to education,the compulsory education is a national obligation.From international law,the compulsory education is too a national obligation.The lately-revised compulsory education laws settles the following obligation on our country:the obligation to guarantee compulsory education budget,the obligation to guarantee compulsory education balanced development,the obligation to carry out the education for all-round development,the obligation to protect teachers and the obligation of inspect and check etc. |
